Barry, AICD Community Development Director DATE: January 7, 2003 SUBJECT: CONTRACT AMENDMENT WITH MONK & ASSOC FOR CONTINUING BIOLOGIC MONITORING CONTRACT SERVICES (Contract # C47174-00) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize the Community Development Director or his designee to execute a contract amendment with Monk&Assoc for continuing biologic monitoring services through June 30, 2003. This amendment, effective December 31, 2002 extends only the time period of the contract with no increase in the contract amount of$ 35,000.00. FISCAL IMPACT The cost is covered by revenue received from developers. BACKGROUND/REASONS FOR RECOMMENDATIONS The Community Development Department has contracted with Monk &Assoc. since July 1, 2000 for biologic monitoring services. This contract amendment would allow the services to continue through June 30, 2003 with an existing maximum of$35,000.00. FINANCIAL IMPACT: Costs for consulting actuarial services are funded through the liability and workers' compensation trust funds. BACKGROUND/REASONS FOR RECOMMENDATION: Milliman USA is a firm spec'ializ'ing in consulting actuarial services. The purpose of the additional funding is to have another actuarial review of our trust funds within six months. BACKGROUND: On November 19, 1996, the Board of Supervisors authorized the sheriff to implement a law enforcement helicopter program. The County Administrator and the Sheriff established a contract with Helicopter Adventures, Incorporated to implement the program. This contract will continue the relationship between Helicopter Adventures and the Helicopter Program. Approve and authorize the Child Support Services Director, or designee,to execute a contract amendment with Eastridge Infotech to extend the term from December 31, 2002 to February 28, 2003. FINANCIAL IMPACT: Funding for this position is built into the 2002-2003 County budget and is 100% State funded. There is no net county cost. REASONS FOR RECOMMENDATIONS/BACKGROUND: The hiring process for a permanent Data Base Administrator for the Child Support Services Department has taken longer than expected and is still on-going. Extending the contract date is needed in order for DCSS to have technical support of its many databases in the interim and to enable a smooth knowledge transfer to the permanent candidate. CONSEQUENCES OF NEGATIVE ACTION: Failure to approve this request would leave the Department of Child Support Services without adequate computer systems support for critical network applications and could impact the ability of child support staff to process cases in the event of a systems failure. FISCAL IMPACT The cost is covered by revenue in the Trust for Rate Review for Richmond Sanitary Service. BACKGROUND/REASONS FOR RECOMMENDATIONS The Community Development Department has contracted with New Point Group, Inc. for development of Rate Settings Manuals for two other haulers (Pleasant Hill Bayshore Disposal and Garaventa Enterprises). Each manual was customized for service area and organizational structure. This contract covers work needed to adapt or customize this manual for use by Richmond Sanitary Service.
