APPROVE Changes Orders No. 1 through 7 to the contract dated September 24, 2002 with P.J. Atkinson for the tenant improvements for the Police Academy at 340 Marina Blvd., Pittsburg for the Sheriff-Coroner. 2. AUTHORIZE the Director of General Services or designee, to execute the change orders, which correct unforeseen site conditions, code upgrades, design deficiencies, criteria changes by the Sheriff-Coroner, and increases the Contract Price by $17,036.41. FINANCIAL IMPACT The Sheriffs Law Enforcement Training Center provides 100% of the funding. BACKGROUND The change orders are necessary to comply with current building and fire codes to correct deteriorated and unsafe conditions uncovered during construction, design deficiencies, and to provide more suitable construction for future shower facilities anticipated by the Sheriff-Coroner. If these change orders are not approved, the additional work will need to be accomplished at a later time under a separate bid and contract, which may increase the total cost of the additional work and cause the work to be delayed. The contract provided an allowance for five (5) new light fixtures. Upon close inspection of existing light fixtures, it was determined that the existing light fixtures were not installed into solid backing which could be a safety hazard. Also, these existing light fixtures, although in working condition, had warn parts including balasts and were not energy efficient. Replacing with new light fixtures attached into solid framing at 90 degrees from the existing configuration is most cost effective and provides a safer installation. Specific Request(S)or Recommendation(S) &Background and Justification RECOMMENDATION fS): APPROVE and AUTHORIZE the Community Services Director or designee to submit a onetime grant application to the Contra Costa County Community Development Department in the amount of $91,200 for childcare facility improvements for the period from July 1, 2003 through June 30, 2004. FINANCIAL IMPACT: If approved, funds will be added to the Community Services Department's FY 2003-04 budget via an appropriation adjustment. This grant will be federally funded through the Contra Costa County Community Development Department. County is required to generate a 20% non-federal match in the amount of$22,800. CHILDREN'S IMPACT STATEMENT: The Community Services Department Child Development Division supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County. REASONS FOR RECOMMENDATIONS/BACKGROUND: Funding will be for shade struture and storage unit installation at Contra Costa County Community Services Department Child Care sites throughout Contra Costa County as follows: Bayo Vista—Rodeo Los Arboles—Oakley Lake Child Care Center—San Pablo Lavonia Allen—Bay Point Los Nogales—Brentwood Martinez Children's Center—Martinez Las Deltas—Richmond Marsh Creek—Brentwood Silver—No Richmond Verde--No. Richmond These facilities are funded with federal Head Start funds or state Child Development funds. The Community Services Department has limited resources available to maintain these facilities. This grant will provide the financial resources needed for fa ility repair and improvements. CHILDREN'S IMPACT STATEMENT: The Community Services Department Child Development Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing.,, These outcomes are achieved by offering comprehensive services, including high duality early childhood education, nutrition, and health to low-income children throughout Contra Costa County. REASONS FOR RECOMMENDATIONS/BACKGROUND: On July 16, 2002, the Board approved State Agreement FCTR 2016 (County 39-801-16) with the California Department of Education to provide 'valuable child care and preschool services. This funding has enabled the County to continue to provide general childcare and state preschool services to program eligible children residing in the County. The State Legislature has budgeted additional funds for Child Care and Development programs to compensate for the higher costs associated with these programs. REASONS FOUR RECO?MMENDATIONSIBACKGROUND: On June 26, 2001 the Board of Supervisors approved the 2002-03 Community Action Plan, subsequently amended and approved on July 24, 2001. Approval of CSBG State Standard Agreement #03F-4308 will provide a 53-day allocation for 2003 CSBG self-sufficiency programs and emergency services for eligible county individuals and families. The funding amount of$98,541 reflects a 53-day allocation based on the Program Year 2002 allocation. The Department of Community Services and Development (State) has not received notice on the final federal CSBG allocation for California, thus, the State is forwarding 53-day allocation until the final federal budget is approved. An amendment will follow after the federal appropriation is approved and California is advised of its grant award.
