RECOMMENDATION
1. APPROVE Changes Orders No. 1 through 7 to the contract dated September 24, 2002 with P.J.
Atkinson for the tenant improvements for the Police Academy at 340 Marina Blvd., Pittsburg for
the Sheriff-Coroner.
2. AUTHORIZE the Director of General Services or designee, to execute the change orders, which
correct unforeseen site conditions, code upgrades, design deficiencies, criteria changes by the
Sheriff-Coroner, and increases the Contract Price by $17,036.41.
FINANCIAL IMPACT
The Sheriffs Law Enforcement Training Center provides 100% of the funding.
BACKGROUND
The change orders are necessary to comply with current building and fire codes to correct
deteriorated and unsafe conditions uncovered during construction, design deficiencies, and to provide
more suitable construction for future shower facilities anticipated by the Sheriff-Coroner.
If these change orders are not approved, the additional work will need to be accomplished at a later
time under a separate bid and contract, which may increase the total cost of the additional work and
cause the work to be delayed.

door ##40 with new 0-:minute fixe rated door and hardware, and delete men's locker door #41
including hardware from contract. Existing doors ##38, #39, and#40 were not identified in the plans
and specifications for replacement to conform to required fire rating. Existing door # 41 was

doors were not included in COR#2 as questionable for replacement but upon further discussion with
the Fire Protection District it was determined necessary for replacement to meet current codes.

Item 3-1: Ceramic Wall Tile Repair In Men& Women Restroom(Cor#3revi):
Furnish and install all labor and materials to remove and reinstall five existing toilets, remove
existing sheetrock and one course of wall tile, and install new blocking, cement board, and one
course of new ceramic the on all walls. This was an unforeseen condition. Upon removal of the 1 st
course of ceramic the (in contract) it was determined that water damage affected the sheetrock
behind the second course as well. It was also necessary to remove the toilets to gain access to the 2
nd course of tile.

Item 5-1: Replace Lights In Men"s Locker Room(Cor#4):
Furnish and install all labor and materials to remove all twenty-four existing surface mounted light
fixtures in Men's Locker Room 12 and replace with new surface mountedlight fixtures attached at
90 degrees to solid framing. The contract provided an allowance for five (5) new light fixtures.
Upon close inspection of existing light fixtures, it was determined that the existing light fixtures
were not installed into solid backing which could be a safety hazard. Also, these existing light
fixtures, although in working condition, had warn parts including balasts and were not energy
efficient. Replacing with new light fixtures attached into solid framing at 90 degrees from the
existing configuration is most cost effective and provides a safer installation.

replacement. Construction documents did not require toilets to be removed and reset.
b. Replace light fixture single switching with double switching in Men and Women Locker
Rooms to comply to Title 24 of the Uniform Building Code.

Furnish and install all labor and materials to paint interior of eight (8) exterior windows black
and to tape and, paint portions plywood window inserts in Men and Women Locker Rooms.
Upon installation of plywood window inserts required by construction documents, it was
determined the installation was not esthetically acceptable to the user. The above work will
visually hide the plywood exteriorly and interiorly.

Item 7-2: CREDIT FOR CHANGES TO CONSTRUCTION DOCUMENTS
Delete from the contract two baby changing stations in Men and Women Restrooms as not

COSTA COUNTY COMMUNITY DEVELOPMENT DEPARTMENT.

RECOMMENDATION fS):
APPROVE and AUTHORIZE the Community Services Director or designee to submit a
onetime grant application to the Contra Costa County Community Development
Department in the amount of $91,200 for childcare facility improvements for the period
from July 1, 2003 through June 30, 2004.
FINANCIAL IMPACT:
If approved, funds will be added to the Community Services Department's FY 2003-04
budget via an appropriation adjustment. This grant will be federally funded through the
Contra Costa County Community Development Department. County is required to generate
a 20% non-federal match in the amount of$22,800.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Child Development Division supports two of Contra
Costa County's community outcomes: "Children Ready for and Succeeding in School"
and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by
offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
Funding will be for shade struture and storage unit installation at Contra Costa County
Community Services Department Child Care sites throughout Contra Costa County as
follows:
Bayo Vista—Rodeo
Los Arboles—Oakley
Lake Child Care Center—San Pablo
Lavonia Allen—Bay Point
Los Nogales—Brentwood
Martinez Children's Center—Martinez
Las Deltas—Richmond
Marsh Creek—Brentwood
Silver—No Richmond
Verde--No. Richmond
These facilities are funded with federal Head Start funds or state Child Development funds.

RECOMMENDATION (S):
APPROVE and AUTHORIZE the Community Services Director or designee, to
execute and submit State Standard Agreement FCTR-2016, Amendment No. 1
(County 39-601-17) for full-day Childcare and Development ProgramServices
with the California Department of Education for an Inflation Adjustment in the
amount of $6,993 for a new total maximum reimbursable amount of $356,656
for the period from July 1, 2002 through June 30, 2003.
FINANCIAL IMPACT:
No County funding is required. This contract is funded through the California
Department of Education and is included in the Community Services
Department's budget for FY 2002-03.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Child Development Program supports
two of Contra Costa County's community outcomes: "Children Ready for and
Succeeding in School" and "Families that are Safe, Stable and Nurturing.,,
These outcomes are achieved by offering comprehensive services, including
high duality early childhood education, nutrition, and health to low-income
children throughout Contra Costa County.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
On July 16, 2002, the Board approved State Agreement FCTR 2016 (County
39-801-16) with the California Department of Education to provide 'valuable
child care and preschool services. This funding has enabled the County to
continue to provide general childcare and state preschool services to program
eligible children residing in the County.
The State Legislature has budgeted additional funds for Child Care and
Development programs to compensate for the higher costs associated with
these programs. Approval of this amendment will allow the Community
Services Department to apply these additional funds to the State Preschool

execute and submit State Standard Agreement #03F-4308 (County #39-813-16)
with the California Department of Community Services and Development in the
amount of $98,541 for 2003 Community Services Block Grant (CSBG) program
services for the period from January 1, 2003 through December 31, 2003. This
funding amount [effects a 53-day allocation for Program Year 2003. An
amendment will follow after Federal appropriation is approved and California is
advised of its grant award.
FINANCIAL IMPACT:
This Contract is federally funded through the California Department of Community
Services and Development. No County funding is required.
REASONS FOUR RECO?MMENDATIONSIBACKGROUND:
On June 26, 2001 the Board of Supervisors approved the 2002-03 Community
Action Plan, subsequently amended and approved on July 24, 2001. Approval of
CSBG State Standard Agreement #03F-4308 will provide a 53-day allocation for
2003 CSBG self-sufficiency programs and emergency services for eligible county
individuals and families.
The funding amount of$98,541 reflects a 53-day allocation based on the Program
Year 2002 allocation. The Department of Community Services and Development
(State) has not received notice on the final federal CSBG allocation for California,
thus, the State is forwarding 53-day allocation until the final federal budget is
approved. An amendment will follow after the federal appropriation is approved
and California is advised of its grant award.

BACKGROUND:
The Employment and Human Services Department has been contracting with the State Department of
Education (SDE) for over 25 years to provide childcare services under the State General Fund Child Care
and Development Program. These funds serve families who receive Child Protective services, teen parents,
children at risk of abuse and neglect, children with special needs and low income families.
