APPOINT the following individual to the Workforce Development Board: Nominee Seat Term Exoiration Carol Hyland One-Stop Mandated Partner#5 June 30, 2003 California State Department of Rehabilitation 1385 Enea Court, Ste. 1100 Concord, CA 94520 BACKGROUND: The Workforce Development Board (WDB) was created pursuant to the federal Workforce Investment Act of 1998 to replace the Contra Costa County Interim Workforce Investment Board and its predecessor, the Contra Costa County Private Industry Council, by June 30, 2000. The WDB has responsibility for overall workforce investment policy, a workforce development plan and oversight of the One-Stop Career Center system. Under the Workforce Investment Act, the "Chief Elected Official" (County Board of Supervisors) is designated as the appointing authority for membership on the WDB. The WDB has 37 seats and 35 members (two members serve in a dual-capacity). The Internal Operations Committee (IOC) screens all WDB nominations. The IOC, at its December 16, 2002 meeting, reviewed and approved the nomination to reappoint Ms. Hyland and recommends to the Board of Supervisors her reappointment. Personal Skills: public speaking, advocacy,letter writing, production of TV shows are all skills I developed during 20 plus years of teaching high school students and 10 years' membership in the League of Women Voters. Experience: Since 1988 I have been involved in advocacy for the homeless as part of Christ the King Parish Social Justice Committee and since 1994 have been on the Board of Directors of the League of Women Voters of Diablo Valley(served as LWV President in 1999-2001. I am presently Co-Chair of the Interfaith Council of Contra Costa.County's Social Justice Alliance and Catholic Charities East.Bay Board Member. I was Treasurer of the National Alliance for the Mentally III of Contra Costa and have represented NAM-CC on the Continuum of Care Beard. 2. What are some of your perceptions and/or opinions about homelessness in Contra Costa County? Contra Costa County has declared families with children a high priority, and I have seen a marked improvement in the County's commitment of fins to this issue,especially when new family shelters and transitional housing in East County were opened, as well as the installation of some beds for youth The County is also listening to the Interfaith Council which asks for some of the barracks on the Concord Naval'WeaponsStation for the homeless. However, there are about 1,040 people on the Homeless Shelter Waiting List,the majority children. Also, at least 10%of our the adults in our County shelters are elderly whose income is limited and not sufficient to afford housing. We in the faith communities will be working to partner with the County and to supplement County efforts,thus helping to decrease the number of homeless in Contra Costa. We will also be advocates for attracting State and Federal programs that address the myriad issues that can lead to homelessness. 3. Why are you interested in homeless issues? Advocacy,teamwork skills,producing television shows, and helping to organize a speakers bureau on homeless issues. 5. 'What are your main areas of interest relative to homeless issues,i.e., emergency housing,education,health care,transitional housing,etc.? Public information and education and families with children are my two main areas of interest. I am particularly interested in keeping families intact: job training and employment for the parent(s),emergency and transitional housing for families while they accumulate adequate funds for an apartment, and regular school attendancefor the children. I'd like to help tiring the stories of our struggling homeless families and those of the elderly in our shelters to the citizens of Contra Costa. 6. 'What communities do you represent? Social Justice Alliance of the Interfaith Council of Contra Costa County,National Alliance for the Mentally Ill of Contra Costa, Christ the Frig Parish(Pleasant Hill) Social Justice Conuifittec,Hope Conference, Catholic Charities of the East Bay, and Adviser to the League of Women Voters of Diablo Valley on homeless issues. 7. Additional comments: Faith congregations,businesses,charitable organizations,and government must work as partners to begin to solve the problem of homeless fiunilies and homeless elderly.
