BACKGROUND: The additional funding will be used by the above afterschool program contractors to create and/or enhance the arts and cultural components of each program. Planned programs include, but are not limited to,the creation of an afterschool t-shirt logo and the printing of t-shirts through Planned.Parenthood Shasta-Diablo;presentation of performing arts assemblies at each of 8 school sites through Mt. Diablo Unified School District, visual arts and culinary arts through the YMCA, West Contra Costa Branch; and,the design and creation of a mural and the purchase of tickets and transportation to and from live performances through Pittburg;Preschool&.Coordinating Council. The Ombudsman Services of Contra Costa, Inc. has a long established history of providing services to dependent and elder residents of long term care facilities in Contra Costa County. Their services include, but are not limited to,mediation and conciliation, investigation of physical abuse, and family support. The additional funding is the result of a one-time only reallocation of Title VII funding and will allow more staff time devoted to requests and complaints regarding long time care facilities. The Public Works Department has completed a Small Business Enterprise Outreach Program as part of the solicitation for this contract. IV. Consequences of Negative Action: If the Consulting Service Agreement is not approved current review times for plans, subdivision maps and applications will be delayed. II. Financial Impact: The estimated cost of the contract is $30,500, funded by Flood Control (48%) Road (48%), and Airport (4%)project funds. REASONS FOR RECOMMENDATION/BACKGROUND: The amendment of the "on—call" Consulting Services Agreement is needed to assist Public Works Department staff in obtaining regulatory permits and provide"on-call"environmental assessment for various projects associated with Flood Control, Road, and Airport projects. IV. CONSEQUENCES OF NEGATIVE ACTION: If the Consulting Services Agreement is not amended,various flood control,road, and airport projects will not obtain required permits causing delays in their construction and repair.
