This Contract includes a six-month automatic Contract extension through December 31, 2003, in an amount not to exceed $26,260. FISCAL IMPACT: This Contract is funded 49.43$ by Federal FFP Medi-Cal, 46.82* by State EPSDT, and 3.751' by Mental Health .Realignment funds. CHILDREN'S IMPACT STATEMENT: This Contract supports the following Board of Supervisors community outcomes: "Children ready for and succeeding in school"; "Families that are safe, stable, nurturing"; and "Communities that are safe and provide a high quality of life for children and families" . Expected outcomes include all goals identified by Children's Statewide System of Care guidelines including an increase in school attendance as measured by school records, increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) , increase in family satisfaction - as measured by the Parent Satisfaction Survey, decreased use of acute care system, and placement at discharge to a dower level of care. BACKGRO'UM/REASON(S) FOR REl:COblNsW TION(S) : The State Department of Mental Health has been working in collaboration with the County's Mental Health Division to establish a mandated program to provide Therapeutic Behavioral Services ('IBS) to children ages 0-21 years of age, who participate in the Early and Periodic, Diagnosis, and Treatment (ESPDT) Supplemental Specialty Mental Health services. This program will provide services to eligible Medi-Cal beneficiaries under 21 years of age who meet the Mental Health Man medical necessity criteria, who are members of the certified class and who meet the criteria for needing these services. On July 16, 2002, the Board of Supervisors approved Contact #74-182 with Chamberlain Children's Center, for the period from April 1, 2002 through June 30, 2002 (which included a six-month automatic extension through December 31, 2002, for the provisions of 'Therapeutic Behavioral Services (TBS) . Approval of Contract #74-182-1 replaces the six-month automatic extension of the prior Contract, allowing Contractor to continue providing services through June 30, 2003. FISCAL IMPACT: This Contract is funded 100% by State Substance Abuse and Crime Prevention Act (SACPA) - Prop 36 funds . No County funds are. required. BACKGROUND/REASON(S) FQR RECCMMENDAT10N{S) : The Substance Abuse and Crime Prevention Act of 2000 (Prop 36) has mandated and funded Counties to establish Alcohol', and Other Drug (AOD) treatment programs for non-violent drug offenders in lieu of incarceration. On December 17, 2002, the Board of Supervisors approved Novation Contract #74-141-2 with Neighborhood Mouse of North Richmond, Inc. , for the period from July 1, 2002 through June 30, 2003 (which included a six-month automatic extension through December 31, 2003) , for the provision of residential substance abuse treatment and detoxification services for Prop 36 Court .Referrals . Approval of Contract Amendment Agreement #74-141.-3 will allow Contractor to provide an additional level of services, including vocational and literacy training services through June 30, 2003 . FamiliesFirst, Inc. provide services under the Shared Family Care program, which include counseling, information and referral, educational advocacy, assistance to families who experience multiple barriers and continue to struggle in the family court system. The 200.2103 contract was reduced to a 6-month period as a result of budget cuts in TANF funding. Additional funding has been secured to allow EHSD to renew the contract for another 6 months to ensure that these services are available to families in Contra Costa County.
