SPECIFIC REQUEST{S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECONIMENDATIC31'+T{S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Contract #74-188 with Youth Homes, Inc., a non-profit corporation, in an amount not to exceed $125,000, to provide Therapeutic Behavioral Services (TBS) for the period from January 1, 2003 through :Tune 30, 2003. This Contract includes a six-month automatic extension through December 31,2003 in an amount not to exceed$125,000. FISCAL IMPACT: This Contract is funded 47.5% by Federal FFP Medi-Cal Funds, 47.5% by State EPSDT funds, and 5%by Mental Health Realignment. CIHLDIkEN'S IMPACT STATEMENT: This program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing,,, and "Communities that. are Safe and Provide a Haigh Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale(CAFAS). BACKGROUND/REASON(S)FOR RECOM?VIENDATION(S): The State Department of Mental Health has been working in collaboration with the County's Mental Health Division to establish a mandated program to provide Therapeutic Behavioral Services (TBS) to children ages 0-21 years of age, who participate in the Early and Periodic, Diagnosis, and Treatment (EPSDT) Supplemental Specialty Mental Health services. This program will provide services to eligible Medi-Cal beneficiaries under 21 years of age who meet the Mental Health Plan medical necessity criteria, who are members of the certified class and who meet the criteria for needing these services. Approval of Contract #74-188 will allow Youth Homes, Inc. to provide Therapeutic Behavioral Services(TBS)to County referred clients, ages 0- 1 years of age through June 30, 2003. Wigand, LCSW, Mental Health Dir . 16- 1 SUBJECT: REQUEST FOR RETROACTIVE APPROVAL FOR CONTRACT — Fred Finch Youth Center STATEMENT OF NEED FOR RETROACTIVE APPROVAL The State Department of Mental Health has been working in collaboration with the County's Mental Health Division to establish a mandated program to provide Therapeutic Behavioral Services (TBS) to children ages 0-21 years of age, who participate in the Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) Supplemental Specialty Mental Health Services. This program provides services to eligible Medi-Cal beneficiaries under 21 years of age who meet the Mental Health Plan medical necessity criteria, who are members of the certified class and who meet the criteria for needing these services. Fred Finch Center provides RCL12 Residential services to Contra Costa County children and youth. Two Children in the program are at risk of losing their placement due to the severity of their emotional and behavioral problems. Contra Costa County is legally obligated to provide TBS services to them to prevent this from occurring. Fred Finch staff is qualified and willing to provide the services and has agreed to begin doing so immediately, with payment pending approval of a Contra Costa County contract. Treatment will begin on October 21, 2002. BENEFIT OF CONTRA COSTA COUNTY: Approval of this retroactive contract amendment will allow for the Contractor to continue to provide TBS services to eligible clients who are part of the certified class mandated to receive them. AUTHORIZATION OF SERVICES: These services were requested/authorized by the Children's Program Chief who is granted this authority by the Mental Health Director, pursuant to the California Welfare and Institutions Code, under the Bronzon-McCorquodale Act, W&I Section 5608.
