SUBJECT: Verde Involving Parents (VIP) Peacemaking Head Coach
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment and Human Services
Director, or designee, to execute a contract from August 1, 2003 to June 30, 2004 with Millicent
White in the amount of $40,575.00 to serve as the Peacemaking Head Coach for the Service
Integration Program's Verde Involving Parents Program.
FISCAL. IMPACT
Funding is fully provided through a grant from the Zellerbach Family Foundation and a contract
with the Vilest Contra Costa Unified School District.
BACKGROUND/REASON(S} FOR RECOMMENDATION(S):
Overseen by the Contra Costa Service Integration Program, the Verde Involving Parents (VIP)
Program is a team effort of parents, teachers and county agency and non-profit organization staff
who live and work in Forth Richmond, CA. The VIP Program strives to expand parent/family
member involvement, increase student attendance, improve student behavior and, ultimately,
enhance student performance at North Richmond's Verde Elementary School.
Less than three years after implementation, VIP reduced full day absences and tardier at Verde
School by 38% and pushed monthly attendance rates to almost 94%. Since February 2001, VIP
has returned approximately $175,000 in vitally needed Average Daily Attendance revenue to
Verde School. Verde's Standford-9 test results showed the school's greatest improvement in
years -- gains in almost all subjects and across almost all grade levels.
During the 200312004 school year, VIP will launch a new Student and Family Peacemaker
Program which will develop the conflict resolution and communication skills of Verde students and
their parents. As the Peacemaking Head Coach, Ms. White will be responsible for implementing
and overseeing the Peacemaker Program.

RECOMMENDATIONN:

execute on behalf of the County, Contract #22-866-1 with Shizuko Angel, a self-employed individual,
in an amount not to exceed $27,667, for the period from September 1, 2003 through February 29,
2404, to provide consultation and technical assistance to the Public Health Community Wellness and
Prevention Program (CWPP) with regard to website maintenance.
FISCAL IMPACT:
This Contract is funded 100% by Federal Bioterrorism Grant funds.

In April 2003, the County Administrator approved and the Purchasing Services Manager executed
Contract#22-866 with Shizuko Angel, for consultation and technical assistance to the Public Health
Community,Wellness and Prevention Program (CWPP) with regard to website maintenance, for the
period from March 1, 2003 through August 31, 2003.
Approval of Contract#22866-1 will allow the Contractor to continue to provide website maintenance
for CWPP, through February 29, 2004.

on behalf of the County, Contract#74-216 with Oscar A. Martinez, a self-employed individual, in an
amount not to exceed $38,300, for the period from August 18, 2003 through June 30, 2004, to provide
consultation and technical assistance to the Division with regard to the Children's Mental Health Program.
FISCAL IMPACT:
This contract is 87.5% funded by Federal Financial Participation (FFP) and 12.5% State EPSDT funds.
BACK ROUND/REAS N(S) FOR RECOMMENDATION(S):
Under Contract#74-216, Oscar A. Martinez will provide consultation and technical assistance to the
Division as a Family Partner Wrap-Around Team Facilitator, including, but not limited to, parent support
services, training of County-selected staff, liaison services, increasing parent involvement in planning,
service design and evaluation of Children Programs, and gathering information with regard to community
resources, through Tune 30, 2004.

RECOMMENDATIONM:
Approve and authorize the Health Services Director, or his designee (Donna Wigand), to execute on
behalf of the County, Contract #74-215 with Saundra L. Green, a self-employed individual, in an
amount not to exceed $43,322, for the period from September 1, 2003 through June 30, 2004, to
provide animal assisted therapy services for emotionally and behaviorally disturbed adolescent girls at
the Chris Adams Girls Center.
FISCAL IMPACT:
This Contract is funded 50% by Federal Financial Participation (FFP), 45% State EPSDT and 5%
County Mental Health Realignment funds.
CHILDREN"S IMPACT STATEMENT:
This Contract supports the following Board of Supervisors community outcomes: 1) Children ready for
and succeeding in school, (2) Families that are safe, stable and nurturing, and (3) Communities that are
safe and provide a high quality of life for children and families. The expected program outcomes
which include all goals identified by Children's Statewide System of Care guidelines are as follows: A)
To increase and maintain school attendance as measured by school records; B) To increase in positive
social and emotional development as measured by the Child and Adolescent Functional Assessment
Scale (CAFAS); C) To increase family satisfaction - as measured by the Parent Satisfaction Survey; D)
To decrease use of acute care systems; and E) To decrease juvenile offender recidivism as measured by
probation data.

This Project is a collaborative project between the Mental Health Division, the County's Probation
Department and the Tony La Russa's Animal Rescue Foundation which incorporates the use of animals
as a therapeutic comment for adolescent girls, at the Chris Adams Girls Center.
Approval of Contract#74-215 will allow the Contractor to provide animal assisted therapy for
emotionally and behaviorally disturbed adolescent girls, through June 30, 2004.

Approve and authorize the Health Services Director, or his designee (Milt Camhi), to execute on behalf of the County,
Contract #27-159-3 with Abbas Mandavi, M.D., Inc., a corporation, in an amount not to exceed $175,000, for the
period from September 1, 2003 through August 31, 2004, for provision of professional primary care services for Contra
Costa Health Plan members.
FISCAL IMPACT:
This Contract is funded by Contra Costa Health Plan member premiums. Costs depend upon utilization. As
appropriate, patients and/or third party payors will be billed for services.
BACKGROUND/ ASON(S_L AOR RECOMMENDATION(S),:
On February 1, 1997 the Local Initiative for Medi-Cal managed care in Contra Costa County was implemen ted. Local
Initiatives are rewired to include traditional Medi-Cal providers from the community in their provider networks. This
Contract is necessary to meet State mandates to expand the number of community providers for the Local Initiative,
along with a Department of Corporations audit finding that requires formal contracts with low volume providers.
Under Contract 27-159-3, the Contractor will provide professional primary care services to Health Plan members
through August 31, 2004.
