FISCAL. IMPACT Funding is fully provided through a grant from the Zellerbach Family Foundation and a contract with the Vilest Contra Costa Unified School District. BACKGROUND/REASON(S} FOR RECOMMENDATION(S): Overseen by the Contra Costa Service Integration Program, the Verde Involving Parents (VIP) Program is a team effort of parents, teachers and county agency and non-profit organization staff who live and work in Forth Richmond, CA. The VIP Program strives to expand parent/family member involvement, increase student attendance, improve student behavior and, ultimately, enhance student performance at North Richmond's Verde Elementary School. Less than three years after implementation, VIP reduced full day absences and tardier at Verde School by 38% and pushed monthly attendance rates to almost 94%. Since February 2001, VIP has returned approximately $175,000 in vitally needed Average Daily Attendance revenue to Verde School. Verde's Standford-9 test results showed the school's greatest improvement in years -- gains in almost all subjects and across almost all grade levels. During the 200312004 school year, VIP will launch a new Student and Family Peacemaker Program which will develop the conflict resolution and communication skills of Verde students and their parents. As the Peacemaking Head Coach, Ms. White will be responsible for implementing and overseeing the Peacemaker Program. Approval of Contract#22866-1 will allow the Contractor to continue to provide website maintenance for CWPP, through February 29, 2004. FISCAL IMPACT: This Contract is funded 50% by Federal Financial Participation (FFP), 45% State EPSDT and 5% County Mental Health Realignment funds. CHILDREN"S IMPACT STATEMENT: This Contract supports the following Board of Supervisors community outcomes: 1) Children ready for and succeeding in school, (2) Families that are safe, stable and nurturing, and (3) Communities that are safe and provide a high quality of life for children and families. The expected program outcomes which include all goals identified by Children's Statewide System of Care guidelines are as follows: A) To increase and maintain school attendance as measured by school records; B) To increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS); C) To increase family satisfaction - as measured by the Parent Satisfaction Survey; D) To decrease use of acute care systems; and E) To decrease juvenile offender recidivism as measured by probation data. BACKGI2.(7 )N /REAS NN(S) FOR RECOMMENDATION(S): This Project is a collaborative project between the Mental Health Division, the County's Probation Department and the Tony La Russa's Animal Rescue Foundation which incorporates the use of animals as a therapeutic comment for adolescent girls, at the Chris Adams Girls Center. FISCAL IMPACT: This Contract is funded by Contra Costa Health Plan member premiums. Costs depend upon utilization. As appropriate, patients and/or third party payors will be billed for services. BACKGROUND/ ASON(S_L AOR RECOMMENDATION(S),: On February 1, 1997 the Local Initiative for Medi-Cal managed care in Contra Costa County was implemen ted. Local Initiatives are rewired to include traditional Medi-Cal providers from the community in their provider networks. This Contract is necessary to meet State mandates to expand the number of community providers for the Local Initiative, along with a Department of Corporations audit finding that requires formal contracts with low volume providers.
