FINANCIAL.IMPACT, $40,000 Title III E Older Americans Act(OAA); 100%Federal. $�C GROTINDs Regents, University of California San Francisco (UCSF)will provide research and evaluation services for the PACT Program (Providing Assistance to Caregivers in Transition). Research and evaluation services augment family caregivers knowledge of available options and alternatives for care recipients, increase the number of care recipients transitioning to the community, and increase the caregiver's ability to make informed decisions for care recipients. Ongoing services include an analysis of client recruitment, assessments, and care planning experience, survey of hospital and nursing home discharge planners, and analysis of caregiver outcomes and experiences. Dr. Robert Newcomer, Ph.D., Professor and Chair of the Department of Social and Behavioral Sciences at UCSF will lead the design and evaluation of the PACT Program. Dr. Newcomer demonstrates an operational knowledge of Contra Costa County. CHILDREN'S IMPACT STATEMENT: This Contract supports all five of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families." BACKGROUND: ROUND: Volunteer and Emergency Services Program of the Employment and Human Services Department (EHSD) provides emergency supplemental resources to stabilize low-income families and individuals in crisis. Resources such as food, furniture, clothing, toys, and education supplies assists families to remove barriers to employment, housing, and other basic living needs empowering families to move to self-sufficiency, Additional program services include summer camperships, holiday food baskets, and tickets to cultural and sporting events, which support the entire families' quality of life experience. The program receives a grant from the San Francisco Chronicle's Season of Sharing(SOS)campaign, which provides housing assistance for families in crisis. Ms. Morales was hired from a competitive procurement, Request for Interest (RFI) 133, Summer 2003. She will provided Project Management Services to the Volunteer and Emergency Services Program. Ms. Morales, who just completed her MEA, has many years of project management experience. BACKGROUND- The AC'I YRC IYiti D:The Contra Costa County Office of Education(CCCOE) provides in-school youth services countywide under the Workforce Investment Act(WIA). This Board Order seeks approval to amend the current contract by adding $347,000 from the 2003-2004 federal WIA youth allocation. The original contract term remains the same. Under the current contract, mandated in-school youth services will be provided only through September 30, 2003, after which only follow-up services will be provided. This contract amendment will allow for mandated in-school youth services to continue through June 30, 2004, The Youth Council approved this recommendation in its July 8, 2003 meeting. At its July 2003 meeting, the Workforce Development Board accepted the Youth Council's recommendation to amend the current contract with CCCOE by adding$347,000 to cover the costs of mandated in-school WIA youth services for the period October 1, 2003 through June 30, 2004, which was not budgeted in the original contract. BACKGROUND: In March 2003, the Employment and Human Services Department(EHSD), on behalf of the Workforce Development Board (WDB), issued Request for Proposals (RFP)#1075 for in-school, out-of-school and follow- up services as mandated by the Workforce Investment Act(WIA). In May 2003, a panel of independent raters reviewed and ranked the proposals submitted in response to RFP #1075 and recommendations for funding were made to the Youth Council. At its August 8, 2003 meeting, the Youth Council determined that it would consider the results of the independent raters' review in making its recommendation to the Workforce Development Board(WDB). The Youth Council subsequently recommended to WDB that the contracts with the current out-of-school youth service providers be amended so that mandated WIA services continue through FY 2003-2004. At its August 13, 2003 meeting,the WDB accepted the Youth Council's recommendation to amend the contracts with the current out-of-school youth services providers. This Board Order will increase the payment limits of the three (3) out-of-school providers listed above by $61,000 respectively, to cover the costs of extending the provision of mandated WIA out-of-school services through June 30, 2004. Under the current contracts, the provision of mandated WIA.out-of-school services is good only through October 31, 2003, after which follow-up services will be solely provided.
