FISCAL IMPACT:
$3,258,037 is available to Contra Costa County through the Juvenile Justice Crime
Prevention Act for expenses incurred through June 30, 2004. No match is required.
BACKGROUND:
The State of California Board of Corrections, pursuant to the Juvenile Justice Crime
Prevention Act (Schiff-Cardenas Crime Prevention Act of 2000, Assembly Bill 1913),
allocates funding to local government units to develop and implement a Comprehensive
Multi-agency Juvenile Justice Plan.

Funding from the Juvenile Justice Grime Prevention Act (JJCPA) allows Contra Costa County
Probation Department to fund significant children's services. The following is a list of the
programs funded under JJCPA:
1. Deputy Probation Officers in High Schools Program
2. Deputy Probation Officers in Middle Schools Program
3. Community Probation Program
4. Orin Allen Youth Rehabilitation Facility Aftercare
5. Summit Center Program
6. Volunteers in Probation Program
7. Fee for Service Funding for Juvenile Therapeutic Treatment Services
To more effectively respond to the needs of clients, $206,000 of the Juvenile Justice Grime
Prevention Act funds was designated for the purchase of services on an as needed basis.
The goal of this approach is to effectively address the service needs of youth on an individual
basis in order to provide meaningful services for youth. The Probation Department continues
to work with community-based organization in providing this support to children in the justice
system.
Additionally, the evaluation services will allow the Probation Department to continue it's
commitment to intensive evaluation of its' new and ongoing programs and to meet the
requirements of data collection and reporting of Juvenile Justice Crime Prevention Act
program services to the State Board of Corrections.

I. RECOMMENDATION:
APPROVE and AUTHORIZE the Sherr', or his designee, to execute a Contract Amendment
on behalf of the County with KENDA Systems, Incorporated, to extend the contract for
completion of the development and implementation of the Contra Costa County Integrated
Justice Information System to a revised contract termination date of December 31, 2003
with no increase in the payment limit.
Il. FINANCIAL IMPACT:
NONE. The is no change to the payment limit.
III. BACKGROUND:
KENDA Systems, Incorporated is working with the County and the Justice Automation Advisory
Committee to develop and implement the technology to allow for the immediate sharing of
vital law enforcement information between the Office of the Sheriff and other jurisdictions
within the County. The completion of this project will allow critical information to be readily
accessible to all agencies in the County resulting in greatly enhanced effectiveness and
efficiency. The additional time requested will be Used to complete the implementation of the
project.

BACKGROUND/REASONS FOR RECOMMENDATIONS
The Building Inspection Department is in the process of upgrading its technology
infrastructure. Since the late nineteen eighties the Department has been using a 16
bit Imaging Application. The Department's first system was the Target Aims System.
In 1993, the Department changed to Ikon Data Image. The Department has since
upgraded its Information Systems to a 32-bit Operating System (Windows NT and
Windows 2000) supporting 32-bit applications. The Department has experienced
problems integrating the 15-bit Imaging Application into our 32-bit Citrix environment.
Staff has experienced numerous SQL Run 50 errors that resulted in down time due
to re-booting the workstations and the server. Ikon Data Image has stated the best
way to prevent these errors is to upgrade the Imaging environment to their 32-bit
Imagine System. The Department has also experienced other flaws that the vendor
has stated will be fixed in the next upgrade of their software. The vendor has
informed the Department that they will discontinue the support of the version of their
system that is currently installed. As a result of these issues the Department is
forced to either upgrade the current imaging software or move to another imaging
system. After careful analysis, the Department has decided to purchase a new
system, which has the added benefit of being compatible with the existing laser fiche
system in the Department of Community Development.
The Department requested qualifications from various imaging firms including the
current vendor and evaluated five Imaging vendors. At least four of the vendors, are
currently doing business with the County.
Based on the total cost of ownership model, responses from each vendor's
customers and review by Department staff, the Department has decided to purchase
a Laser Fiche product. This software will allow the Department to upgrade the
Imaging environment, reduce errors, improve efficiency, utilize Citrix to distribute the
application to all users and have more control over the underlining database.
The $55,000 cost of this project includes the installation of the software, data
conversion and maintenance for three years.

CONTRACTOR: Advance Title Research

RECOMMENDATIONS
APPROVE AND AUTHORIZE the Director of Building Inspection or Designee to
amend the contract with Advance Title Research by increasing the contract amount
from $49,300.00 to $04,000.00. Contract end date of December 31, 2003, and
other terms of the current contract would remain the Same.
FISCAL IMPACT
Reimbursement of title Search is a recovered cost that is requested from property
owners or paid by the Community Development Block Grant Funds for the
Neighborhood Preservation Program.
BACKROUND/REASONS FOR RECOMMENDATIONS
The Building Inspection Department is currently contracted with Advance Title
Research to perform title Searches on property for code enforcement cases and the
Neighborhood Preservation Program. The department is in the process of seeking
bids for this service. In order to avoid any interruption in the department's
productivity, we are requesting the current amount be increased to cover the bidding
period.

RECOMMENDATIONS
Authorize the Community Development Director or designee, to execute a contract amendment
with Science Applications Intl Corp, effective September 10, 2003, to increase the payment
limit by$2,983 to a new payment limit of$27,983 to provide Recycling Outreach Services,
with no change in the term through March 31, 2004.
FISCAL IMPACT
None. The cost is covered by revenue received from Recycling Market Development Zone
Incentive Funds provided by the California Integrated Waste Management Board.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Community Development Department has contracted with Science Applications Intl Corp.
since May 1, 2002 for Recycling Market Development Outreach services. This contract
amendment would allow the services to continue through March 31, 2004, with additional
assistance being provided to companies to enable further recycling market development efforts,
and increases the contract by$2,983 to a new total of$27,983.
