This bill would pave the way for Caltrans to construct SR 239, along the current 17-mile route of the Byron Highway, and to construct SR 84 route along Vasco Road. This bill is an important step toward improving the transportation network in East Contra Costa and Alameda County. This bill designates State Route 239 in eastern Contra Costa County and State Route 84 in eastern Contra Costa.and Alameda Counties as part of the state's Interregional Read System. State Route 239 is an unconstructed route through eastern Contra Costa County, western San Joaquin County, and a portion of Alameda County. It would connect State Route 4 in Byron with the Interstate 205/lnterstate-580 in western San Joaquin County. focal roads, such as Byron Highway, now perform this function. Various transportation agencies, including the State Department of Transportation, have identified SR 239 as an essential connector between state Route 4 and I-205/I-580. State Route 84 would follow the route of Vasco Road between Highway 4 in Brentwood and I- 580 in Livermore. Vasco Road serves as the primary connector between the housing of eastern Contra Costa and the jobs of the Tri-Valley area of Alameda County. The Contra Costa Transportation Authority and the Alameda County Congestion Management Agency have identified Vasco Road as an essential connector between both counties. This bill would pave the way for Caltrans to construct SR 239, along the current 17-mile route of the Byron Highway, and to construct SR 84 route along'Masco Road. Caltrans has granted interregional status in the past to similar routes. Thank you for your favorable consideration of SB 802. Existing law requires certain transportation funds made available for transportation capital improvement projects to be programmed and expended in specified amounts for interregional improvements and regional improvements. Existing law specifies the state highway routes that are included in the interregional road system and the state highway routes that are eligible interregional and intercounty routes. This bill would include a portion of State Highway Route 84 and all of State Highway Route 239 as eligible interregional and intercounty routes. Vote: majority. Appropriation: no.
