[CI: D-CP#03-33] (District I)Project No. 7527-6D9704«03 DATE: September 9, 2003 PAGE: 2 II. FISCAL IMPACT: The estimated project cost is $100,000, funded by Flood Control Zane 7 (100%). III. REASONS FOR RECOMMENDATION/BACKGROUND: The project consists of the removal of approximately 10,000 cubic yards of silt from the Wildcat Creek Sedimentation Basin. The basin was designed and constructed by the U.S. Carps of Engineers specifically for the purpose of sediment collection and removal. The accumulated sediment is reducing the hydraulic capacity of Wildcat Creek at this location, threatening to cause flooding at a nearby school, homes, and local industries The project has been determined to be in compliance with the General Plan and is exempt from CEQA. The project consists of excavating material from a sediment basin, which will be disposed of at an approved location. The prof ect will consist of minor alteration in the condition of land, water, and vegetation that sloes not involve removal of any mature scenic trees. IV. CONSEQUENCES OF NEGATIVE ACTION. Delay in approving the projects may result in a delay of construction and may jeopardize funding. CONTRA PUBLIC WORKS DEPARTMENT COSTA INITIAL STUDY COUNTY OF ENVIRONMENTAL SIGNIFICANCE PROJECT #7527.6D9704-03 CP# 03-33 PROJECT NAME: Wildcat Creek Sediment Basin 2003 Silt Removal PREPARED BY: Lauren See DATE: 6/25/03 APPROVED BY: DATE: RECOMMENDATIONS: (X) Categorical Exemption (Class 4g) ( } Negative Declaration ( ) Environmental Impact Report Required ( ) Conditional Negative Declaration The project will not have a significant effect on the environment. The recommendation is based on the fallowing: The project consists of excavating material from a sediment basin which will be disposed of at an approved location. The project will consist of minor alteration in the condition of land, water, and vegetation which does not involve the removal of any mature scenic trees. What changes to the project would mitigate the identified impacts N/A USGS Quad Sheet Richmond Base Map Sheet# J-4 Parcel # N/A GENERAL CONSIDERATIONS: 1. Location; The project is located on Wildcat Creek, upstream of Giaramita Street in the west county area of Richmond (Figures 1-3). 2. Project Description: The project consists of the removal of approximately 10,000 cubic yards of silt from the Wildcat Creek Sedimentation Basin. The Wildcat Creek Basin was designed and constructed by the U.S. Army Corps of Engineers specifically for the purpose of sediment collection and removal. Based on the amount of accumulated sediment, desilting of the basin is necessary since additional sediment will not be trapped, potentially leading to large quantities of sediment passing through the basin and being deposited on the downstream floodplain of Wildcat Creek this winter. In addition, the accumulated sediment is reducing the hydraulic capacity of Wildcat Creek at this location, threatening to cause flooding at a nearby school, homes, and local industries. In order to minimize impacts to surrounding environmentally sensitive areas, the project has been designed including several Best Management Practices (BMPs). These BMPs consist of fencing off several adjacent areas including the mature riparian corridor that defines the southern Border of the project, the channel downstream of the water treatment system that defines the western boundary of the project, and the riparian area north of the basin (with the exception of the established access ramps). Additional BMPs include installation of a sediment trap downstream of the worksite to ensure that no sediment is transported downstream as a result of the project, daily trash removal from the construction site to ensure the area is maintained in a clean condition, and fueling and maintenance of equipment at designated areas outside of the basin area. Deal Property transactions may be necessary in support of this project. In order to minimize impact to adjacent riparian vegetation, access to the basin will be accomplished via the two existing access ramps and an additional temporary ramp from the eastern gate. Based on the requirements of the U.B. Army Corps of Engineers Operations and Maintenance Manual prepared for the project, the basin has been desilted frequently(most recently in 2002)to maintain the design capacity. Therefore, a mature wetland/riparian system has not developed within the basin itself. Vegetation to be removed within the basin as a result of the desilt consists of immature riparian and wetland vegetation dominated by cattails and willow seedlings. The sediment removed from the channel will be disposed of at the existing stockpile at the District property north of the basin. Following completion of the desilt, all disturbed slopes will be seeded with a mix including native grasses prior to winter rains. There is a known population of rainbow trout in Wildcat Creek; however, the population does not exhibit anadromous behavior(i.e.,the population out-migrates but does not return to Wildcat Creek) and, therefore, cannot be classified as the listed species of steelhead (pers. comm. P. Alexander, East Bay Regional Parks District Fisheries Biologist, 6118/03). In addition, according to Mr. Alexander, no other listed anadromous fish species occur within Wildcat Creek. 3. does it appear that any feature of the project will generate significant public concern?
