SUBJECT: APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract
amendment with URS Corporation effective September 9, 2003 to increase the payment limit by
$2,300 to a new payment limit of$32,300 and amend the Scope of Services to include additional

I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment
with URS Corporation effective September 9, 2003 to increase the payment limit by $2,300 to a new
payment limit of$32,300 and amend the Scope of Services to include additional work to prepare a"Finding
of No Adverse Effect" (FONAE) document for the Orwood Bridge Replacement project.
II. FiscalImact:
The estimated cost of the amended contract increase is$2,300, funded by 80%Highway Bridge Repair and
Rehabilitation(HBRR) funds and 20%Local Ro4ds�-€ nds

III. REASONS FOR RECOMMENDATION/BACKGROUND:
This amendment is needed in order to assist Public Works Department staff with specialized archeology and
architecture surveys and studies for the Orwood Bridge Replacement project
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the contract amendment is not approved, the County will not complete the necessary archeology and
architecture studies and reports in a timely manner and will not comply with National Environmental Policy
Act(NEPA).

Additional work consists of preparation of a "Finding of No Adverse Effect" (FONAE)
document for the Section 106 process and submit it to the California Office of Historic
Preservation (OHP) for review and concurrence.
