Project Description:
The Recycled Water Program is a recycled water supply project consisting of the
treatment, distribution, storage, and use of highly -treated recycled wastewater for
landscape irrigation within the study area. Principal users are expected to be city.
parks, schools, golf courses, commercial and office park areas, homeowner
association areas, and road medians.
This is to advise that the Board of Directors has considered the Final Environmental Impact Report,
Findings, Statement of Overriding Considerations, and Mitigation Monitoring Program and has
approved the above described project on December 16, 1996, and has made the following
determinations regarding the above described project:
1. The project may have a significant effect on the environment.
2. An Environmental Impact Report was prepared and certified for this project pursuant to
the provisions of CEQA.
3. Mitigation measures were made a condition of the approval of the project, and ftirp

RESOLUTION NO.
APPROVING THE SAN RAMON VALLEY WATER RECYCLING PROGRAM, AND AUTHORIZING
AND DIREC'T'ING THE FILING OF NOTICE OF DETERMINATION FOR SAID APPROVAL
WHEREAS, the DSRSD•EBMUD Recycled Water Authority (DERWA), a Joint Powers
Authority in Alameda and Contra Costa Counties, intends to develop and Implement a project
called the San Ramon Valley Recycled Water Program ("Program"); and
WHEREAS, the purpose of the Program is to maximize the use of recycled water in
ways that offset potable irrigation water demand for DERWA's member agencies, while
recovering costs; and
WHEREAS, the Program is solely a wholesale supplemental water supply program and
is not intended to affect wastewater disposal capacity in or adjacent to the study area.
WHEREAS, DERWA initiated a facilities planning effort for the San Ramon Valley
Recycled Water Program in November 1995, which resulted in a document entitled the San
Ramon Valley Recycled Water Program Facilities Plan considered and accepted by the DERWA
Board of Directors on August 19, 1996; and
WHEREAS, multiple customer service options, water supply options, and facilities
options (including transmission line, distribution line, storage tank, and pump station
siting/routing alternatives) were developed and evaluated in the Facilities Plan, and the
environmental impacts of said options were evaluated in an Environmental Impact Report (EIR)
preparedby DERWA as Lead Agency in accordance with the California Environmental Quality
Act (CEQA), the State CEQA guidelines, and DERWA's regulations implementive of CEQA
(DERWA Resolution 96-3), and said EIR was reviewed and considered by the Board and
certified as being complete and in compliance with CEQA through Resolution No. 96-5 on
December 16, 1996; and
WHEREAS, on December 5, 1996, subsequent to the printing of the Final EIR, DERWA
received a copy of a letter dated December 3, 1996 (which would have been treated as a
comment on the Draft EIR had it been received in a timely manner) from the United States Fish
& Wildlife Service (FWS) to the United States Environmental Protection Agency, which
responded to the State Water Resources Control Board's (SWRCB) circulation of the Draft EIR
to Federal agencies in conformance with State Revolving Loan Fund (SRF) Guidelines as well
as the SWRCB's request that a determination whether formal consultation under the federal
Endangered Species Act would be required if a State Revolving Fund (SRF) loan should be

sought for the DERWA Program, and despite the lateness of the letter, DERWA staff contacted
FWS staff, responded to their letter, and has scheduled a meeting with FWS regarding the
procedures FWS will follow if an SRF loan is sought or if another aspect of the DERWA
Program will require FWS participation; and
WHEREAS, as stated in Resolution No.96-5 certifying the EIR, DERWA has eliminated
or substantially lessened significant effects on the environment, as shown in the findings in
Resolution No. 96-5, and has acknowledged a slight potential that certain impacts may not be
eliminated or reduced, but it appears to the Board that if these impacts should occur and not
be fully mitigated, they may be outweighed by Program benefits of water recycling, potable
water conservation and the development of a supplemental water supply; and
WHEREAS, the DERWA Board of Directors does desire to implement the San Ramon
Valley Recycled Water Program, and desires to select, approve, and implement a project from
the options documented in the Facilities Plan and EIR for the Program.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
DSRSD+EBMUD RECYCLED WATER AUTHORITY AS FOLLOWS:
1. The Board of Directors has evaluated the various customer service options together
with the estimated recycled water demands for each option, the water supply options
to meet the demands, the facilities options necessary for treating, conveying, pumping,
storing and using recycled water to and by the customers and the EIR, and hereby
finds, determines, and concludes the following:
a. The DERWA Joint Exercise of Powers Agreement states that the "purpose of
the Authority (DERWAJ is to maximize the amount of recycled water delivered
while recovering its costs. The Authority shall implement and may expand the
joint Recycled Water Program".
b. Recycled water service to existing customers of the DERWA member agencies
is an integral component of the EBMUD Water Supply Management Plan
(WSMP) and the DSRSD Urban Water Management Plan (UWMP).
C. The EBMUD WSMP identifies projects to meet a water recycling goal of 8.0
mgd. In April 1995, EBMUD refined its water recycling goal to reach a 4.5 mgd
recycling level in 2002. The recycled water use in the San Ramon Valley was

identified as the largest project (2.8 mgd or more) to help meet that goal. If
recycled water service is not made available to EBMUD's customers, the goals
of the EBMUD WSMP would not be met. Potable water supplies of EBMUD
would be strained and other water sources would be required. In addition, more
frequent and more severe water shortage conditions would likely occur.
d. The DSRSD UWMP is based on serving 510 AFA to existing retail customers of
DSRSD. If recycled water service is not made available to DSRSD's customers,
the goals of the DSRSD UWMP would not be met. Potable water supplies of
DSRSD would be strained and other water sources would be required. In
addition, more frequent and more severe water shortage conditions would likely
occur.
e. Development within the area bounded by Customer Service Options 2 and 3 and
within Alameda County (including but not limited to the Eastern Dublin planning
area) already approved by the local planning agencies, is conditioned upon the
use of recycled water for certain irrigation needs as a mitigation for increased
potable water use. If recycled water service was not provided, the potable
water supply needs of the development as currently planned and approved
would increase and additional new potable water supplies would be needed.
DSRSD and Alameda County Flood Control and Water Conservation District
(Zone 7) have committed to serving potable water to these areas.
f. Currently existing demands that are not now DSRSD retail customers, such as
but not limited to Camp Parks and the Dublin Housing Authority, can be reduced
if those customers are provided with recycled water service and thereby reduce
the impact those areas would have on the DSRSD potable water system if and
when those areas are connected.
g. Development within the Dougherty Valley (including those identified in Customer
Service Option No. 2), already approved by the local planning agencies, is
conditioned upon the use of recycled water for certain irrigation needs.
Furthermore, the near term development of the Dougherty Valley (excepting the
Country Club at Gale Ranch) is dependent upon DSRSD securing a potable
water transfer agreement to develop a supply to serve potable water to

Dougherty Valley. The amount of potable water to be transferred is based on
potable demand within the development and requires irrigation water to be
supplied through a recycled water program. If no recycled water program were
to be implemented, the potable water supply to be transferred would be
inadequate for the development as currently planned and approved. If, by the
year 2002, DSRSD is unable to secure a potable water supply for the Dougherty
Valley, then EBMUD is committed to serve potable water to the Dougherty
Valley in accordance with the terms of the Dougherty Valley Settlement
Agreements. Under such a scenario, recycled water service would still be
required.
h. Development within the Country Club at Gale Ranch area in the Dougherty
Valley, already approved by the local planning agencies, is conditioned upon the
use of recycled water for certain irrigation needs as a mitigation for increased
potable water use . if recycled water service is not provided to this area, the
potable water supply needs of the development as currently planned would
increase and additional new portable water supplies would be needed. The area
is within EBMUD`s Ultimate Service Area Boundary and as such EBMUD is
committed to providing potable water service.
L Development within the Schaefer Ranch area in the Western Dublin planning
area, already approved by the local planning agencies, is conditioned upon the
use of recycled water for certain irrigation needs as a mitigation for increased
potable water use . If recycled water service is not provided to this area, the
potable water supply needs of the development as currently planned would
increase and additional new potable water supplies would be needed. DSRSD
and Zone 7 have committed to serving potable water to the Schaefer Ranch
area in Western Dublin.
j. Development within the Westside San Ramon specific planning area, already
approved by the local planning agencies, is conditioned upon the use of recycled
water when available as a mitigation for increased potable water use. If
recycled water service is not provided to this area, the potable water supply
needs of the development as currently planned would increase and additional

new potable water supplies would be needed. The area is within EBMUD's
Ultimate Service Area Boundary and as such EBMUD is committed to providing
potable water service.
k. Where projected recycled water demand is associated with proposed
development that has not yet been approved by the local planning agencies,
there exists a risk that the demand may not materialize, resulting in oversizing
of facilities and consequently higher unit costs for recycled water if those
demands from unapproved development were included in the project option
selected by DERWA for implementation.
1. Inclusion in the Program of the Tassajara Valley and Western Dublin (except for
the Schaefer Ranch area in Western Dublin) areas, neither of which has been
approved for development by the local planning agencies at this time, could
result in oversizing of facilities and unnecessarily higher unit cost for recycled
water should development not be approved in these areas.
M. Based on analysis of the economies of the project options evaluated, the unit
cost for producing and delivering recycled water decreases as the recycled
water demand of the member agencies increases.
n. Customer Service Option No. 2, with the inclusion of the Schaefer Ranch
project, requires an estimated 8,210 AEA of recycled water.
o. The supply of recycled water to DERWA is dependent upon the capability and
commitments of wastewater agencies to provide treated wastewater to meet
demands of DERWA.
P. Water sales contracts with recycled water retailers are necessary to the
successful implementation of the approved project.
q. Where available supplies from wastewater agencies are insufficient and result
in a shortfall of recycled water to serve the Program's seasonal demand,
seasonal and/or interruptible storage such as aquifer storage and recovery {ASR}
and/or other interruptible of firm supply or supplies may have to be implemented
to supplement the available supplies.
r. A supply of treated wastewater for the Program is available as firm supply from

DSRSD at DSRSD's regional wastewater treatment plant, representing that
portion of the treated effluent that is exclusively under DSRSD's control; this
flow will increase over time as development in DSRSD's wastewater service
area increases.
S. A supply of treated wastewater for the Program appears to be reasonably
available as a firm supply from Pleasanton's share of the treated effluent from
the DSRSD treatment plant subject to Pleasanton's concurrence and the
execution of the necessary agreements. The portion of Pleasanton's
wastewater that might be available as a firm supply represents that portion that
Pleasanton would not use for their recycled water projects and which they
would agree to supply on a firm basis.
t. A supply of treated wastewater for the Program appears to be reasonably
available as an interruptible supply from the DSRSD treatment plant representing
that portion of the treated effluent that is not exclusively under DSRSD's control
but rather which, under certain circumstances, is reserved for use by Pleasanton
for recycled water projects to be undertaken by Pleasanton. Furthermore, the
time until when Pleasanton might reasonably be expected to implement a
recycled water project allows DERWA to have access to the treated wastewater
originating in Pleasanton until other sources become available.
U. Other potential wastewater supplies from the the City of Livermore, the Central
Contra Costa Sanitary District (CCCSD), and the Livermore-Amador Valley
Water Management Agency (LAVWMA) as well as other potential water
supplies including groundwater extraction and potable water augmentation
cannot now be considered firm and require further environmental evaluation; the
availability of these potential wastewater sources requires further evaluation.
V. An aquifer storage and recovery (ASR) system appears to be reasonably feasible
to be implemented up to an approximate annual "put and take" capacity of
1,500 AFY.
W. The use of an ASR supply component would have the potential to reduce the
size of other facilities (such as pipelines) since the source of the supply would
be physically closer to the demands. Furthermore, ASR may result in smaller

treatment facilities (filters and/or microfiltration) because those facilities would
not be needed to supply peak hydraulic demands.
X. Customer Service Option No. 2 (with the inclusion of Schaefer Ranch), can be
served by a combination of DSRSD firm supply together with ASR and/or a firm
or interruptible Pleasanton supply.
Eacilities Q tions
Y. Analysis of transmission pipeline routing (including sub -alignments) indicates
that the south -to -north alignment through the San Ramon Valley is most
desirable generally within, or adjacent and generally parallel to, the former
Southern Pacific Railroad right-of-way (including sub -alignments) and the east -
to -west pipeline is most desirable generally within the Bollinger Canyon Road
right-of-way.
Z. Future phase pipelines in areas yet to be developed will be located within future
roadways or other similar alignments and can be installed at the time the
roadways are constructed or the ether alignments are established.
aa. Distribution pipeline routings in existing areas from the transmission pipelines
to the customers appear available and feasible.
bb. Above -ground reservoir sites appear available and feasible. Further investigation
is required to assess each proposed site. Final selection of sites will be
documented in compliance with CEQA requirements.
CC. Pump station sites appear available and feasible. Further investigation is
required to assess each proposed site. Final evaluation of Pump Station No. 1
will be documented in accordance with CEQ.A requirements.
2. The Board of Directors of the DSRSDOEBMUD Recycled Water Authority hereby finds
and determines that implementation of Customer Service Option No. 2 with the
inclusion of the Schaefer Ranch project in Western Dublin, as defined below and
graphically illustrated in Figure 1 attached to this Resolution is the project which is
hereby approved.
The approved project will ultimately serve a recycled water demand of approximately
8,210 acre feet per year. The approved project will serve a recycled water demand

of approximately 4,410 AFA to currently existing retail customers. The approved
project will serve existing customers within the DSRSD and EBMUD service areas, plus
approved future development within existing DSRSD and EBMUD service areas, plus
approved future development adjacent to existing DSRSD and EBMUD service areas
(including but not limited to Schaefer Ranch). The approved project will consist of
treatment, transmission, distribution, storage, and pumping systems that will deliver
recycled water meeting Title 22 Standards for unrestricted uses to DERWA's member
agencies for them to serve recycled water customers in the following areas:
• Dublin (including Camp Parks and the Dublin Housing Authority)
• San Ramon (including Westside San Ramon)
• Danville
• Unincorporated areas adjoining Danville as shown on Figure 1 including the
areas between and including, those communities commonly known as Diablo

S. In approving this project, the Board of Directors of DERWA hereby finds, determines,
and concludes that the project as approved will not have a significant effect on the
environment because such effects have been eliminated or substantially lessened where
feasible, as shown in Resolution No. 98-5. This includes the salt loading impacts to the
Alameda Creek watershed. However, there is no salt management plan in place for the
Alameda Creek watershed. At this time, mitigation measures for salt impacts are
being developed by DERWA in cooperation with Alameda County Water District
(ACWD) and Zone 7, with active participation by the Regional Water Quality Control
Beard ( RWQCB); the slight potential that salt loading impacts to the /Alameda Creek
watershed and to the ACWD water supply will not be eliminated or reduced to less
than significant by these measures (which are not solely in DERWA's control) is
outweighed by the project's benefits of water recycling, potable water conservation,
and supplemental water supply.
4. In approving this project, the Board of Directors of DERWA finds, determines and

concludes that the project will provide recycled water to replace potable water for
irrigation use in portions of the service areas of its two member agencies. it will
provide a reliable supply of supplemental water to both member agencies. The project
is consistent with the California Constitution and with statewide and local land use and
utility policies encouraging use of recycled water, including the policies of both utilities.
5. The approved project requires approximately $,210 AFA of recycled water supply. This
could result from a combination of DSRSD's ultimate firm share of treated effluent from
the DSRSD wastewater treatment plant together with additional supply from a
combination of Pleasanton (interruptible or firm supply) and/or aquifer storage and
recovery sources.
6. In approving the. project, the Board of Directors of DFRWA hereby finds, determines
and concludes that the design and construction of the following physical facilities is
required to implement the approved project as part of implementation of the approved
project. Where required further environmental review of those facilities evaluated at
a programmatic level shall be conducted in accordance with CEQA. The facilities are
to be sized to accommodate the approved project. Details of the designed and
constructed project may vary from those identified herein, provided that the Board of
Directors is notified in advance of any such variations, and provided that such
variations do not involve new significant environmental impacts or render mitigation
measures infeasible and providing that they are consistent with CEQA and State CEQA
Guideline provisions and DFRWA regulations implementative thereof regarding
subsequent or supplemental environmental documentation.
• The refurbishment of existing filtration facilities and/or the construction of new
microfiltration facilities at the DSSRSD wastewater treatment plant.
• Storage tanks necessary to provide necessary distribution system storage for
the approved project identified in the Facilities Plan and EIR as Tank Nos. 1, 2,
3A, 4, 5A, 7, BA, and 10 as described on Table 2-3 of the EIR and graphically
illustrated on Figure 1 attached to this resolution.

• Pumping stations necessary for the approved project identified in the Facilities
Plan and EIR as Pump Stations 1, 2, 3, 4, 5, 7, 9, and 10 as described on Table
2-4 of the EIR and graphically illustrated on Figure 1 attached to this resolution.
• Transmission pipelines necessary to serve the approved project shall include the
following major alignments as well as include the sub -alternative alignment
options identified in the Facility Plan and EIR and graphically illustrated on Figure
1 attached to this resolution:
- SPRR - Bollinger Alternative Alignment
- Dougherty Valley Segment
- Blackhawk Segments
- Western Dublin Segment
- Eastern Dublin Segment
- WWTP to Dublin Boulevard Segment
• Those distribution lines within Customer Service Option No. 2 (including
Schaefer Ranch) necessary to serve the approved project as shown on the
attached figure and listed in Appendix E of the EIR and also listed in Attachment
"A" to this resolution but sized to conform with the demands of Customer
Service Option No. 2 (including Schaefer Ranch) and included herein in its
entirety by reference.
• Those required customer on-site facilities required, described on page 2-34 of
the EIR (included as Attachment "S" and included herein in its entirety by
reference), needed to serve customers included in the Customers Service Option
No. 2 (including Schaefer Ranch) as listed in Appendix G of the. Facilities Plan
(included herein as Attachment "C" and in its entirety by reference.
• Aquifer Storage and Recovery (ASR) injection and extraction wells together with
turnout facilities branching from the main transmission pipelines, ASR facilities
shall be constructed to the extent needed to make up the deficit between
supplies available to DERWA and the supply needed (to a maximum 1,500 AFA
for the approved project.

7. The Board of Directors of DERWA hereby finds and determines that the ASR water
supply element of the project hereby approved may be subject to additional regulatory
processes or approvals, or may involve salt management considerations which are not
within DERWA's control and which could delay its timely implementation, and the
Board therefore finds and determines that its approval of said ASR element of the
project is separate and severable from the other elements of the project. The Board
hereby directs the DERWA Manager to proceed with actions needed to obtain the
necessary regulatory approvals and other actions necessary to implement ASR.
However, the Board further finds and determines that if, for any reason, ASR cannot
be implemented in a timely fashion, all other elements of the project shall be
implemented as herein directed, and the staff is hereby directed to promptly develop
and present to the Board a plan for providing recycled water service for Customer
Service Option No. 2 without reliance on ASR.
8. Pursuant to the provision of Public Resources Code Section 21081.6(a), a Mitigation
Monitoring Program for the Program , attached to this resolution as Appendix D, is
hereby incorporated herein in its entirety by this reference, and is hereby adopted by
DERWA.
9. Be it further resolved that the DERWA Manager is hereby directed to continue
discussions with the FWS regarding issues which may arise during implementation of
the Project herein approved which require FWS participation.
10. Be it further resolved that the DERWA Manager is hereby directed to continue
discussions that will lead to contracts under which DERWA obtains a supply of
recycled water sufficient for the approved project as well as contracts under which
DERWA wholesales that recycled water to its member agencies.
11. Be it further resolved that the DERWA Manager is hereby authorized and directed to
communicate with the ACWD, Zone 7, RWQCB and possibly with other affected public
agencies concerning the need for a salt management plan for Alameda Creep, and in
cooperation and collaboration with such agencies, to initiate work required to.

a. Review the relevant technical data and begirt the process leading to
establishment by the RWQ.CB of appropriate water quality standards;
b. Develop a salt management plan for Alameda Creels in order to achieve those
standards; and
C. Develop and implement appropriate and mutually acceptable mitigation
measures to accomplish the objectives of the salt management plan.
The DERWA Manager is further directed to report to this Board on quarterly basis
regarding the progress being made.

Storage and pump Station Facilities
Storage tank siting was accomplished by selecting candidate sites from 7.5 minute united
States Geological Survey (USES) quadrangles of the study area based on proximity to the
transmission pipeline alignments, the proper elevation, and attempting to identify sites that
minimize visual impacts. A large scale aerial photograph was also used to identify
developments in the vicinity of potential tank sites. Site visits were also made to assess the
feasibility of the proposed site to accommodate a storage tank. Several potential tank sites
were eliminated from consideration using this process. Tank capacity, dimensions and
other criteria are summarized in Table 2-3 for each of the customer service options. A
typical storage tank layout is shown in Figure 2-16.
Pump station siting was accomplished by selecting candidate sites at the approximate
location required from the system hydraulic modeling, and areas that would minimize
visual impacts and disturbance to surrounding developments. A large scale aerial
photograph was also used to identify potential pump station sites. in addition, site visits
were made to assess the feasibility of each proposed site. Pump station capacity,
dimensions, and other criteria ,are summarized in Table 2-4, for each of the customer service
option. Figure 2-17 presents a typical pump station layout.
Figure 2-18 shows the alternative storage tank and pump station locations that have been
identified in the Facilities Flan.
Distribution Lines
The distribution system will consist of pipes branding off the main transmission pipeline
as needed to connect the transmission system to recycled water customers. The distribution
livres may consist of pipes ranging from 6- to 18 -inches in diameter, depending on pressure
and volume considerations. The distribution lines would be placed primarily within public
streets and easements. Figure 2-19 illustrates the proposed distribution pipeline routing for
customers that have been identified by the facilities planning effort. A table identifying the
street segments within which the distribution lines would be located is included as
Appendix F in this E1R.
Customer Onsite Facilities
Onsite facilities will be required to connect recycled water customers to the distribution
system. These facilities will typically consist of a small -diameter pipeline branching off the
distribution pipe, and a -gate valve and metering device. Onsite improvements maybe
required in existing irrigation systems to accommodate use of recycled water and ensure
separation from the potable water system. New developments would be designed to
accommodate :recycled water use. Onsite field investigations will be conducted during
preliminary design to identify the onsite improvements that may be required to retrofit the
existing irrigation system for recycled water service. These investigations will also confirm
the suitability of the recycled water for each particular irrigation. use. The recycled water
quality profile and references for similar ongoing recycled water programs will be provided
to the prospective customer to assure that the recycled water is suitable for the specific use
planned, prier to beginning the onsite retrofit process.
