This Contract includes a six-month automatic extension through December 31, 2004 in an amount not to exceed $187,600. FISCAL IMPA : This Contract is funded 50W by 'Federal FFP Medi-Cal, 45% by State EPSDT, and 5* by County Mental Health Realignment (for 5% required match) . CHILDREN'S IMPA T S AT =: This Mental Health EPSDT Program supports the following Board of Supervisors' community outcomes: Children ready for and succeeding in school; Families that are safe, stable, and nurturing; and Communities that are safe and provide a high quality of life for children and families. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) . gACX#RQ=/RSnSON(S) FOR ECOMMENMION( .) : This Contract meets the social needs of County's population in that it provides therapy, medication support, case management, outreach, and crisis intervention services to elementary aged students in East County in order to reduce the need for out-of-home placements. Under this Contract, Bay Area Community Resources will provide School-Based Mental Health Services for Severely Emotionally Disturbed (SED) Students and their Families through June 30, 2004. REASONS FOR RECOMMENDATIONS/BACKGROUND: For several years the County has contracted with registries to provide temporary medical professionals to assist Contra Costa Regional Medical Center and Contra Costa Health Centers during peak loads, temporary absences, and emergency situations . There is a nationwide nursing and healthcare staff shortage, and in spite of persistent efforts to recruit nurses and ether healthcare staff, the Department has experienced great difficulty in filling any vacant positions . Therefore, the Department has had to rely heavily on the registry services in order to provide quality nursing care for patients . On September 17, 2002, the Board of Supervisors approved Contract #26- 457 with Coast to Coast Nurse Staffing, Inc . , for the period from September 1, 2002 through August 31, 2003 to provide nursing registry services for Contra Costa Regional Medical Center. Approval of Contract #26-457-1 will allow Contractor to continue to provide services, through August 31, 2004 . (All.Districts) DATE: September 9, 2003 PAGE: 2 III. Reasons for.Recommendations and BBackeround: The original contract with Mr. Gossett was amended previously with two contract amendments. The first amendment was done to increase the time for the original contract by four months. Contract amendment number two increased the time by another six months and the payment limit from the original amount of $50,000 to $90,000. This amendment will increase the time to March 31, 2004 and payment limit to a total of$130,000. This extension is necessary to allow Mr. Gossett to continue work on development applications, as well as improvement plan review. Given the current status of Mr. Gossett's review of existing projects, it is prudent to extend the contract to maintain efficient processing without loss of continuity. By extending and increasing this contract, the Public Works Department can ensure that project reviews can be completed in a timely manner. IV. Consequences of dative Action: Review work already started will have to be reassigned and there will be a loss of efficiency and continuity on the projects Mr. Gossett is working on.
