Costa Health .Plan members. FISCAL IMPACT: This Contract is funded by Contra Costa Health Plan member premiums. Costs depend upon utilization. BACKGROUND/REASON(S) FOR RECCIMMENDATION(S): On February 1, 1997, the Local Initiative for Medi-Cal managed care in Contra Costa County was implemented. Local Initiatives are required to include traditional Medi-Cal providers from the community in their provider networks. On September 24, 2002, the Board of Supervisors approved Contract #27-160-2 with Myung Rae Cho, M.D., for the period from September 1, 2002 through August 31, 2003. Approval of Contract #27-160-3 will allow the Contractor to continue to provide services to Health Plan members, through August 31, 2004. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Approve and authorize the Health Services Director, or his designee(Milt Camhi), to execute on behalf of the County, Contract#27-543-1 with Cyracom International, Inc., a corporation, in an amount not to exceed$150,000, for the period from September 1, 2003 through August 31, 2004, for the provision of aver-the-phone interpreter services for Contra Costa Health Plan patients. FISCAL IMPAC ': This Contract is funded by Contra Costa Health Plan (Health Plan) member premiums. Costs depend upon utilization. As appropriate, patients and/or third party payors will be billed for services. B .CTS O-UNDIREAS N S EOR RE E 3 ME A IONS : Due to State and Federal regulations the Health Services Department is required to have available interpretation services for non-english speaking residents using the County's Health Services. This Contractor shall recruit, screen, train, supervise, and otherwise provide qualified interpreters to provide over-the-phone foreign language translation services, with over 140 languages from Vietnamese to Portuguese, for Contra Costa Health Plan patients. On September 17, 2002, the Board. of Supervisors approved Contract #27-543 with Cyracom International, Inc., for September 1, 2002 through August 31, 2003, for over-the-phone interpreter services for Contra Costa Health Plan member. Cole Recovery Homes,Inc.,a for-profit corporation,in an amount not to exceed$109,500,to provide residential alcohol and drug abuse treatment services to court-referred County residents 18 years of age and older, for the period from July 1, 2003 thfough June 30, 2004. This Contract includes a six month automatic extension through December 31, 2004, in an amount not to exceed$54,750. FISCAL jIVPACT: This Contract is 100%funded by the State Substance Abuse and Crime Prevention Act(SACPA)-Prop 36 funds. No County funds required. BACK tC1L1ND1REA 0N(S) FOR RECOMMEND T ONL$S : The Substance Abuse and Crime Prevention Act of 2000 (Prop 36) has mandated and funded Counties to establish Alcohol and Other Drug (AOD) treatment programs for non-violent drug offenders in lieu of incarceration. On February 6,2001,the Board of Supervisors designated the County,�s Health Services Department,through its Community Substance Abuse Services Division,as the lead agency in Contra Costa County responsible for the implementation of Prop 36 treatment efforts. On January 7, 2403,the Board of Supervisors approved Contract#74-189 with J. Cole Recovery Homes,Inc., for the period from January 1, 2003 through June 30, 2003 (which included an automatic extension through December 31, 2003) for operation of an alcohol and drug abuse treatment program, at its facility located in Antioch, for eligible (Proposition 36)court-referred residents,through June 30, 2003. FINMCIAL IMPACT Funding for this Contract is included in the Health Services Department ' s Enterprise I Budget. REASONS FOR RECOMMENDATIONS/BACKGROUND: On October 1, 2002, the Board of Supervisors approved Contract #23-167-11 with Robert DeCesare to provide consultation and technical assistance to the Health Services Division Directors with regard to compliance with Medicare and Medi-Cal rules and regulations covering reimbursement for patient services . Approval of Contract #23-1.67-12 will allow the Contractor to provide consultation and technical assistance to the Department regarding compliance with billing guidelines related to fraud and abuse, and ensure compliance with HIPAA privacy regulations, through September 30, 2004 . FISCAL MWACT: This Contract is funded 100% by Federal McKinney-Vento Funds, through a Housing and Urban Development(HUD)Supportive Housing Program Grant. CHILDREN'S IMPACT STATEMENT: This program supports the following Board of Supervisors' community outcome: "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include access to support and educational services for children in homeless families. BACKGROUND/REASON(S)FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides permanent supportive housing and case management services for families with special needs. This Contractor will renovate a 28-unit apartment building and will provide permanent housing for homeless families in Central County. Families residing in the apartments will receive case management services to help them access job training and mainstream health and human services and to obtain long-term permanent housing. Approval of Contract#25--056 will allow Garden Park Apartments Community to provide homeless services through June 30, 2004.
