FOR HVAC REPLACEMENTS AT 3U ANU 4U MU)R RD., MARTINEZ,
FOR THE EMPLOYMENT AND HUMAN SERVICES DEPARTMENT

RECOMMENDA
ADOPT Resolution No. 2003/40 allowing the County to reimburse certain expenditures for
replacement of HVAC systems at 30 and 40 Muir Rd., Martinez., for the Employment an
Human Services Department, Workforce Services Bureau, from the proceeds of an upcoming
lease revenue bond financing.
FISCAL IMPACT
The General Services Department has estimated that the HVAC replacements at 30 and 40
Muir Rd. will cost $2,5 million. Financed over 15 years at an assumed interest rate of 510, this
project Will result in increased annual debt Service of approximately $250,000 to be charged to
the Employment and Human Services Department. State and Federal funding sources will
reimburse 30% of this debt service cost, resulting in a $50,000 annual cost to the County,
BACKGRC'UND
The existing HVAC systems at 30 and 40 Muir Rd. are 22 years old and Well pest the Suggested
15 year useful life for such systems. Due to age, these heating and cooling systems are not
operating properly and are causing discomfort to employees occupying the buildings. There is
a Substantial risk of failure if these MVAC systems are not replaced scion. A' system failure
would necessitate an emergency replacement, leading to Work disruptions and increased costs
compared to a scheduled replacement of these systems.

REsoLuTioN,, DECLARING THE OFFICIAL INTENT
OF THE COUNTY OF CONTRA COSTA
TO REIMBURSE CER'T'AIN EXPENDrrURES
FROM PROCEEDS OF INDEBTEDNESS
WHEREAS, the County of Contra Costa(the"Issuer")intends to acquire,
construct and improve certain facilities for use by the Issuer as described in Exhibit A hereto(the
"Project");
WHEREAS,the Issuer expects to pay certain expenditures(the"Reimbursement
Expenditures")in connection with the Project prig to the issuance of indebtedness for the
purpose of financing costs associated with the Project on a long-term basis;
WHEREAS, the Issuer reasonably expects that debt obligations in an amount not
expected to exceed$2.5 million will be issued, in one or more series, and that certain of the
proceeds of such debt obligations will be used to reimburse the Reimbursement Expenditures;
and
WHEREAS, Section 1.150-2 of the Treasury Regulations requires the Issuer to
declare its reasonable official intent to reimburse prig expenditures for the Project with proceeds
of a subsequent borrowing;
NOW,THEREFORE,BF,rrSOLVED BY the Beard of Supervisors of the
County of Contra Costa as follows:
Section 1. The Board finds and determines that the foregoing recitals are true and
correct.
Section 2. This declaration is made solely for purposes of establishing
compliance with the requirements of Section 1.150-2 of the Treasury Regulations. This
declaration does not bind the Issuer to make any expenditure, incur any indebtedness, or proceed
with the Project.
Section 3. The Issuer hereby declares its official intent to use proceeds of
indebtedness to reimburse itself for Reimbursement Expenditures.
Section 4. This declaration shall take effect from and after its adoption.
