Bay Paint, CA 94565 Chair: Hebra Mason Staffperson: Maureen Torras Reporting Period: 2002 I. Activities: The Bay Point Project Area Committee (PAC) was involved is several large projects this year. The PAC actively participated in the review and interviewing of consultant teams for the Bay Point Waterfront Planning Process. ,Along with members of the Bay Point Municipal Advisory Council (MAC) and members of the public, the PAC participated in public workshops for the planning of the Bay Point Waterfront area. The PACalso actively participated in the review of proposals' and developer interviews for the development of an 8-acre infill site in Bay Paint. The PAC advocated for an affordable housing component of the project during previous community planning meetings and included this component when recommending the development team. The PAC worked with staff and comm unity members of drafting the Bay Paint Planned-Unit (P-1) District Rezoning, development Plan and the Draft Design Guidelines. The PAC, along with MAC members, attended meetings of the East County Regional ' Planning Commission when the commission ' considered a recommendation on the Pittsburg/Bay Point BART Station'Area Specific Plan. PAC members also worked with staff on economic development projects, including a business park proposal and a Commercial Capacity Study in Bay Point. Many of the topics the PAC considers are relevant to the Bay Point ICAC. Numerous joint meetings with the two committees have been held throughout the year to consider items jointly. 11. Accomplishments: As described above, the PAC has had some major accomplishments, including working with a consultant and the community on developing a draft Bay Point Waterfront Plan; selecting a developer for the 8- acre development to include both single-family and affordablemultiple-family residences; finishing the Bay Point P-1 program. (to be considered by the .} s. PCRPCand Board in 2003); reviewed numerous applications for the lard use entitlements. III. Attendance: Between January and September of 2002, all seat of the PAC have been. filled. A vacancy on the PAC was created due to the resignation of Ray O'Brien. Every meeting held in 2002 has had a quorums. The current PAC members have fully participated in meetings, workshops, and subcommittees, as needed. IV. Tra rimy/Certification: The PAC members have participated in the required training.' By January 8, 2003, all members had submitted their training certifications to staff. In addition, the PAC has received training related to the planning,process and.the PAC's review of applications. V. Proyosed Work Pima/OWectives for lie : The wear ,plan/objectives for next year include continuing to work on the Waterfront Flan and begin implementation of the pian; continue working with staff on the implementation of the development of the 8-acre residential site; and completing the Commercial Capacity Study. The PAC will continue working with staff on the implementation of the Pittsburg/Bay Point BART Station Area.Specific Plan, including related land acquisition activities The PAC will also continue to implement the Community Croup Funding Program for neighborhood beautification projects initiated by volunteerr groups in Bay Point. This activity will both enhance the physical image of Bay Point,and develop the capacity and financial resources of community groups. The Bay Point PAC will continue to work with appropriate non.-profit and for- profit organizations in developing affordable housing, and actively participate in development activities where able.
