SUBJECT: AUTHORIZATION TO EXECUTE CONTRACT FOR TEMPORARY
ACCOUNTING STAFF SERVICES

APPROVE and AUTHORIZE the Community Services Department Director or designee to
execute contract #384769-4 with Accountemps in the amount of$29,000 for the provision of
temporary accounting staff services for the period from December 23, 2002 through March
31,2003.
FINAINCI IMPACT:
This contract is funded through the State Department of Education and is included in the
Community Services Department's FY 2002-03 Budget. There is no net County cost to this
contract.
CHILDREN'S IMPACTSTATEMENT:
The Community Services Department supports two of Contra Costa County's community
outcomes: "Children Ready for and Succeeding in School" and `Tamilies that are Safe,
Stable and Nurturing." These outcomes are achieved by offering comprehensive services,
including high quality early childhood education, nutrition, and health to low-Income
children throughout Contra Costa County,
REASONS FOR RECOMMENDATIONS/BACKGROUND:
Contractor shall provide temporary accounting staff services to assist the Community
Services Department in meeting State Child Development program compliance
requirements. The Contractor has worked extensively with Independent Auditors to
streamline the fiscal reporting system and to implement Independent Auditor's
recommendations. It is in the Department's interest to use this contractor's institutional
knowledge for the time being.
Contract negotiations with Accountemps commenced 'november 7, 2002 and extended
through January 14, 2003.

FINANCIAL IMPACT-

BACKGROUND:
The Contra Costa County Office of Education (CCCOE) provides in-school youth development services
under the 'workforce Investment Act (WIA), On January 7, 2003 (Item C.80), the Board authorized
amending the CCCOE contract so that it is converted to a 2-year term:to allow the provision for WIA-
mandated 12 month follow-up services to participants who exit the program.. This Board Order seeks
approval to roll over unspent funds in the amount of$23,070 from the 2001102 contract which will be used
for fallow up services in FY 2002103 to the youth participants who were in the program in FY 2001102, The
2001102 contract was written for a 1-year period and the follow up services component of this contract is
being executed in EY 2002103. The Workforce Development Board's Youth Council approved:this action'
during its Jah.7, 2003 meting.

This contract supports four of the five community outcomes: 1)"Children and Mouth. Healthy and Preparing
for Productive Adulthood"; 2)"Families that are Economically Self-Sufficient"; 3j"Families'that are Safe
Stable and Nurturing"; and 4) "Communities that are Safe and Provide a High Quality of fife for Children
and Families."
RACKGRWIND.
The 3 contractors listed above were selected in July 2002 through RFP # 1064 to provide out-of-school youth
development services under the Workforce Investment Act. Funding for these contracts is based on provision
of 12-month core services followed by 12-month follow-up services. Due to unforeseen.contract delays, these
3 contractors were not aisle to begin their youth programa on the anticipated start date. This Board Order will
authorize the three contracts to be extended for another 2 months, through October 31, 2004, to allow
contractors to provide participants the full 12 months of core services and 12 months of follow-up services,

CalWORKs participants in obtaining and sustaining unsubsidized employment.

In October 1999, Laidlaw Transit, Inc., implemented a pilot program for child voucher and transportation
focused training and employment services to hard-to-serve CalWORKs participants funded by the Governor's
15%Grant for Special projects. With additional funding provided through Ca(WGRKs,the child voucher
program was expanded from a program serving the Richmond area to a countywide program serving multiple
county locations providing saffe,dependable transportation for CalWORKs participants and families.
EHSD is seeping approval and authorization to extend the contract term of this transportation service program
for Cal'` ORKs participants to coincide with the terra of current fiscal year. The request to amend and extend is
in carder for the Department to complete the Request for Proposal (RFP)process for a wide variety of
transportation services and to align the new services with the fiscal year. The RPP will encompass several
transportation projects county�Nrde for services to varied program recipients(i.e. Cal 'GRKs,Independent
Living Program,Aging and Adult).

Amended funding amount of$336,760 will come from the following sources: $220,000 CalWOR S; 15%
County; 85%federal, $20,000 Independent Living Skills Program; 50%State, 50%federal, $17,000 US
Department of Labor; $71,760 Metropolitan Transportation Commission LIFT Grant. $8,000 CJS Department of
Labor Workforce Investment Act(LIFT Grant Match).

and.Provide a High Quality for Children and families" by providing services to meet the transportation steeds of
CalWORKs participants in obtaining and sustaining unsubsidized employment.
Transportation has been defined as one of the major barriers to self-sufficiency for CaIWORKs participants.
Transportation is often not available to travel to the locations and at the times CaIWORKs participants need to
access employment and training opportunities. This service is designed to assist participants with immediate,
short-term transportation solutions for interviews,employment and training until the participant can transition
into long term transportation solutions(transit,carpool,van pool,personal automobile)and to provide
emergency transportation once the participant's long-term transportation solution has been implemented.
Laidlaw Transit, Inc. has demonstrated success in providing transportation services to the CaIWORKs
population through this project,the bus driver training and employment program and the child voucher
transportation program.
EHSD seeks approval and authorization to extend the contract term of this transportation service program for
CaIWORKs participants to coincide with the term of current fiscal year. The request to amend and extend is in
order for the Department to complete the Request for Proposal(RFP)process for a wide variety of
