SUBJECT Approval to Execute a Grant Award Agreement with the US Department of Justice for Funding of
Community Gun Violence Prosecution Project in the Amount of$40,000 per Year for Three Years
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND ANIS JUSTIFICATION
Approve and authorize the District Attorney to execute a grant award agreement, and any extensions or
amendments thereof, pursuant to guidelines, with the US Department Justice for funding of a Community
Gun Violence Prosecution.Project in the amount of 40,€104 per year for three years(Federal funds).
FINANCIAL IMPACT:
The grant funds 80%of the salary and benefit cost of an prosecutor, up to a maximum or S 40,000 a year,
hired for the project or to backfill the position of an experienced prosecutor assigned to the project.
REASONS FOR OMEN 3ATIO IBACKGU D,
This project will target firearm-related crimes in the City of Richmond. By population,_Richmond represents
only 10% of the County's population, yet it accounts for 28% of the violent firearm-related felonies
prosecuted by the .District Attorney's Office. Of the thirty-rune homicides committed in 1999 which were
solved and prosecuted, fifteen involved firearms; eight of these homicides by firearms were committed in
Richmond. This grant will permit one experience gang attorney to concentrate on the firearm related violent
crimes that occur in the City of Richmond. The position will concentrate on the most violent and notorious
offenders in Richmond, as well as anyone trafficking in firearms in West County. The project attorney will
vertically prosecute cases and will have increased interaction with, police detectives in areas of target
selection., investigation strategy, legal advice, trial preparation, and feedback on prosecutions. Tracing
offenses, arrests,prosecutions, and court dispositions well permit evaluation of project activities.

Under this grant, the District Attorney roust make good faith efforts to coordinate the gun prosecution
strategy with the U.S'. Attorney for the District and with ether community justice initiatives, such as
Meek and Seed, SafeCities Network, and ATVs Youth Crime Gun Interdiction Initiatives, In addition,
the agency roust make a good faith effort to retain the prosecutor hired under this program for a
minimum of one year following the conclusion of the grant period,
CONSEQUENCES OF NEGATIVE ACTION:
Failure to approve the recommendation will result in the inability of the District Attorney receive to
$40,000 a year in Federal funds for three years for a Community Guru Violence Prosecution
Programin the City of Richmond.

No County Casts. The federal grant will fund the Small Business Management Assistance Program through
the County Small Business Development Center.
This grant supports the third community outcome established in the Children's Report Card: 3) "Families
that are Economically Self Sufficient."
The Small Business Assistance Program through. the County Small Business Development Center provides
assistance and training for srnafl business entrepreneurial development. The program facilitates the
development and retention of jobs, which directly benefit low-to-moderate income residents in the urban
areas of the County.

Installation of the Institutional Management System is complete. To ensure proper
operation of this system, a contract for maintenance Services is required.

1. RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff, or designee, to execute e Contract with level ll,
Incorporated, in an amount not to exceed $444,330-00 to provide the County's new computerized
Message Switching System, during the period of January 1, 2003 through December 31, 2003,
IL FINANCIAL IMPACT:
ONE. This Contract is funded by the State of California High Technology Great The on-
going maintenance for the system will be funded with money in the Sheriffs s Office budget.
No additional funds will be required.
III. BACKGROUND:
The Message Switching,System connects Contra Costa County public safety agencies with the
State criminal justice system and provides the mechanism for connection n with federal databases.
The current Message Switching System is outdated and information requests have increased
significantly resulting in delayed responses dire to the limited capabilities of the equipment.
The operating system and software must be upgraded to meet the standards as required by the
Department of Justice.
IV. CONSEQUENCE OF NEGATIVE ACTION-
Efficient and effective lair enforcement is greatly enhanced when vital information is quickly
accessible to all agencies in the County. The Message Switching System is critical to providing
the information needed for the enforcement of the law and the safety of the citizens of the County.

RECOMMENQATION
APPROVE and AUTHORIZE the Human Resources Director, or designee, to execute
contract amendments with Venturi Staffing Services, Apple One Employment Services,
TAC Staffing Services, and Barrett Business Services, Inc., to extend the terms each
from January 31 through Jure 30, 2003, and to increase the fiscal year 200212003
payment limits each by $600,000 to now payment limits of $1 1000,000 to provide
continuing temporary staff services to County agencies, departments, or offices.

The extension of the contracts with the temporary help agencies will benefit the County
y ensuring that for the remainder of FY 02-030 the mark-up rates will remain at the
current level established by the original contract In 1996 and the rates will not Increase.
A Request for Proposal (RFP) has been issued soliciting new firms, however, rates for
the new contracts for FY 03 may significantly Increase.

The ounty has been contracting with these agencies continually since October o
1996 and the extension will ensure that there will be no Interruption In services to
County departments. The County frequently requires temporary help to assist County
agencies, departments, or offices during peak loads, temporary absences and
emergency situations. It is in the economic Interest of the County to provide such
temporary help by contract with temporary help firms since they Include all Insurance
coverages In their rates, the reducing future County liabilities. Temporary help
obtained under these contracts may not be used In place of employees In the case of a
labor dispute or for more than 90 days for any single Instance of peak load, temporary
absence or emergency situations as governed by State law.
