Recommended Action:
A. APPROVE Right of Way Contract and License Agreement; ACCEPT the Grant Deed
from Security public storage.
B. AUTHORIZE Public 'works Director to execute said Right of Way Contract and License
Agreement on behalf of the County.
C. APPROVE payment of$3,622,466 for said property rights and AUTHORIZE the Auditor-
Controller to isle a check in said amount payable to Placer Title Co., 1961 N. Broadway,
Suite 100, Walnut Creek, CA 94696 Escrow No. 61633$6 to be forwarded to the ,Real
Property Division for delivery.
U. DIRECT the Real Property Division to have the above referenced Grant Deed recorded in
the Office of the County Recorder.

The Board of Supervisors of Contra Costa County RESOLVES THAT-
Contra
IAT.Contra Costa County acquired certain real property on August 7,, 2001 in the City of
Pittsburg, for highway purposes. A portion of said property, described in Exhibit"A"attached
hereto, is DETERMINED to be surplus and no longer necessary for County or other public
purposes.The parcel was purchased with Contra Costa Transportation Authority(OCTA)funds.
This Board hereby APPROVES and AUTHORIZES the exchange of said property to
Security Public Storage,a California Limited Partnership,,pursuant to Streets&Highways Code
Section 000 and the Board Chair is hereby AUTHORIZED to execute a Grant Deed as partial
compensation. The estimated fair market value of the property is $377,514. The remaining
balance of$3,622,466 shall be paid in cash by the County and reimbursed by Contra Costa
Transportation Authority as agreed upon in the light of Way Contract. The,County is acquiring
approximately 1.9 acres of landfor the State Route 4 East Project on behalf of the Contra
Costa Transportation Agency.
The Real Property Division is DIRECTED to cause said Grant Deed to be delivered to
the grantee.
The Board of Supervisors ADOPTED the Mitigated Negative Decl-aration/Finding of No
Significant Impact on March 27, 2001. These property rights are required for the construction
of an expanded freeway along the southern portion of State Route 4 in the City of Pittsburg in
accordance with approved plans and specifications.

There will be no financial impact to the County General T'land. The estimated project cost for the project is
$200,000 funded by Local Road Funds (70%) and Navy Mitigation Funds (30%).
III. REASONS FOR RECOMMENATIONL IBACKGROI.ND:
The project consists of extending the westerly terminus of three streets and installing a bicycle-pedestrian
trail along an old railroad right of way. Kilburn street,Middlesex street,and Essex Street will be extended
approximately 77 feet from their current terminus at Norman Avenue through an existing railroad right of
way to meet Port Chicago Highway. The County will purchase the existing 60-foot wide railroad right of
way between Port Chicago Highway and Norman Avenue from Medburn Street to Marwick Street
(approximately 4.7 acres). The extension of the three streets will allow residents in the community better
ease of access to their homes. The number of vehicle trips made down the residential street of Norman
Avenue will decrease thus making the residents safer. The extensions will not increase the flow oftraffic
into the community of Clyde nor will additional trips through Clyde will be,generated. In addition to
extending the streets,the County will also install a bicycle-pedestrian trail along the railroad right of way
from Medburn street to Warwick Avenue. The southern end of the trail will connect to Clyde Park and
provide the community with a convenient and safe way to access the park..
Project construction will include roadway excavation,placing asphalt pavement(0.6 feet thick for the streets
and 0.17 feet thick for the trail),installing curb and sidewalk,installing a'Type C'drain inlet,installing stop
drain pipes,and installing stop signs. Utility poles,water pipes,or other utilities may need to be relocated in
order to accommodate the road extensions. Neither the street extensions nor the trail will cause the removal
of any vegetation besides non-native species. Standard Best Management Practices will be employed. Once
the trail is completed,the Special Districts Unit of the Contra Costa County Public Works Department will
maintain the trail as designed and constructed. Additional Real Property transactions may be necessary.

GENERAL CONSIDERATIONS:
1. Location: The project is located north of Highway 4 along Port Chicago Highway in the community of Clyde. ;See
Figures 1-2)

necessary to complete the project. Standard Best Management Practices such as,fueling and;maintaining equipment at
designated staging areas and maintaining a clean worksite will be employed. Once the trail is completed, the Special
Districts Unit of the Contra Costa County Public Works Department will maintain the trail as designed and constructed.
