HomeMy WebLinkAboutMINUTES - 02252003 - D5 Contra Costa TU: BOARD OF SUPERVISORS County FROM: John Sweeten •r' - ' County Administrator DATE: February 25, 2003 SUBJECT: APPRENTICESHIP TRAINING PROGRAM EIR SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: ACCEPT this report, and DETERMINE action that Board wishes to take with regard to Environmental Impact Report for proposed apprenticeship training program affecting refineries in Contra Costa County. DISCUSSION: On December 3, 2002 (D.2), the Board directed the County Administrator to determine options to pay for an EIR that would be necessitated by adaption of the proposed apprenticeship program for refineries. The Director of Community Development has advised that the cost of an EIR.for this program is estimated to be $150,000, plus a standard 30% ($45,000) for County staff support. The County's current budget pressures make it difficult to provide funding to support this activity. Any allocation for this purpose will unavoidably come at the expense of existing programs. For that reason, contact was made with individuals associated both with the refineries and with the Building Trades Council. A telephone call was received from a representative of the Building Trades Council on February 19, 2003, indicating that the group was willing to contribute $50,000 toward the cost of the EIR. No response was received from a refinery representative. As of February 20, 2003, approximately$150,040 in addition to the$50,000 offered by the Building and Trades Council is needed to pay for the suggested EIR.. Given the County's current budget situation,the Board may wish to consider if it wishes to go forward with the EIR.. If not,the Board may wish to consider the impact of its decision in this regard on its ability to implement an apprenticeship training program. The following members of the public presented testimony: Greg Feere, 935 Alhambra Ave.,Martinez(Contra Costa Building' Trades Council); Tom Adams, 176 'Valdeflores, Burlingame, Contra Costa Building' Trades Council; The Board members having discussed the matter, it was moved by Supervisor Gioia and seconded by Supervisor Gerber that the Board: + ACCEPT the $50,000 donated by the Building Trades towards the cost of preparing an Environmental Impact Report; • DIRECT the County Administrator to seek additional funding for the Environmental Impact Report from stakeholders, and only after exhausting that alternative, County Administrator to locate additional funds if necessary, and as necessary, for the Environmental Impact Report costs; a AUTHORIZED the Director, Community Development Department, to negotiate contracts for the Environmental Impact Report for Board approval as necessary. After further discussions, the vote on the motion was as follows: AYES: Supervisors Gioia, Gerber, and DeSaulnier NOES: Supervisor Uilkema ABSENT: None ABSTAIN: Supervisor Glover The motion passed.
