FISCAL IMPACT: This Contract is 100% funded with existing budgeted Net County Cost for Fiscal Year 2002-2003. BACKGkOUND/REA ON(S)FOR RECOMMENDATION(S): For a number of years, HACCC has provided homeless program services, including operation of County's Homeless Program's Brookside and Central County shelters and the Mt. FISCAL ,IMPACT Contractor shall be paid a fee rate of not less than: $95 . 00 per hour nor more than $425 . 00 per hour in accordance with the Contractor' s usual and customary hourly billing rates for its services, a approved by the Health Services Director or his designee . The Contractor will also be reimbursed for travel on behalf of the County, as approved in advance by the Health Services Director or his designee, and for miscellaneous expenses actually incurred in the provision of services under the Contract . This Contract is funded by Enterprise I in the Health Services Department ' s budget . BACKGROt__ /REASON(S) FOR REC0MMENUT10N(S) : Epstein Becker & Green, P. C. , has one of the largest national law practices devoted to health care law. Their clients include HMOs, PPOs, IPAs, group health insurers, hospital systems and a variety of other managed care related companies. In addition to their background in managed care litigation, they have extensive expertise in health care transactional and regulatory law, including issues involving the Knox-Keene Act, Medicare issues and a wide variety of subscriber and provider contract issues. On January 8, 2002, the Board of Supervisors approved Contract #23-267-3 with the Contractor for the period. from December 1, 2001 through November 30, 2002, to provide the Department with temporary specialized legal services regarding Managed Care issues, , including the Medi-Cal Local Initiative Health Plan contract and Ongoing litigation concerning Health Plan rate issues . Approval of Contract #23-267-4 will allow the Contractor to continue to provide specialized legal services rough November 30, 2003 . FISCAL IMPACT: This Contract is funded by State Prop 10 funds through the Contra Costa Children and Families Commission. CHILDREN'S IMPACT STATEMENT: This Prop 10 program supports the Board of Supervisors , "Families that are Safe, Stable, and Nurturing" community outcome by providing parenting education, stability, and safety for mothers (and their children) and pregnant women who are alcohol and drug dependent, while they are in substance abuse treatment . Expected outcomes include delivery of drug-free babies, decreased use of alcohol, tobacco and other drugs, reduction in the number of relapses, and creation of a sober social network. BACKGROUND/REASON(S)—FOR RECOMMENDATION(S) : This Contract meets the social needs of County' s population in that it provides family-centered alcohol and drug treatment services to pregnant and parenting women, in order to prevent perinatal substance abuse and maintain appropriate family relationships . On August 6, 2002, the Board of Supervisors approved Contract #74-144-3 with Ujima Family Recovery Services, for the period from July 1, 2002 through December 31, 2002, for the provision of residential substance abuse treatment services for pregnant and/or parenting women, and their children. Approval of Contract #74-144-4 will allow the Contractor to continue providing services through June 30, 2003 . FISCAL MIPACT: This Agreement is funded 50% by Federal Funds, 45% by a State "AB 3015" Grant, and 5% by a Mount Diablo Unified School District match. CHILDREN'S IMPACT STATEMENT: This program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale(CAFAS). BACKGROUND/REASON(S)FOR RECOMMENDATION(S): This Agreement meets the social needs of County's population in that it provides child-family team facilitators and other wraparound services to families of children with serious emotional and behavioral disturbances; facilitates multi-agency collaborative service delivery; and minimizes the need for crisis services and involvement with the Juvenile Justice System. Approval of Interagency Agreement #74-193 will allow Mount Diablo Unified School District to provide wraparound services for Severely Emotionally Disturbed (SED) children and their families through June 30, 2003.
