NETg was selected after a competitive procurement process (RFI #150) in December 2001 to provide on-line
computer software tutorials to Employment and Human Services Department (EHSD) staff in preparation for
the implementation of CaIWIN, a welfare automation system being jointly developed and implemented by
eighteen (18) counties in California including Contra Costa. CalWIN is the welfare service delivery and
tracking system for programs including cash and food benefits, employment services, general assistance,'
medical benefits, and foster care. This system will run on a Windows 2000 platform with use of Microsoft
Office 2000 software applications. The process of migrating to a new system requires implementing training
programs and initiatives that would promote staff proficiency and confidence in their overall computer skills.
The NETg course curriculum includes introduction to PCs and Application Software, Introduction to the
Internet and World Wide Web, Microsoft Word 2000, Microsoft PowerPoint 2000, Microsoft Excel 2000,
Microsoft Outlook 2000, Microsoft Access 2000, Microsoft Project 2000 for all competency levels
(fundamentals, proficient users, and expert users), MS Windows 2000 User Fundamentals, and Microsoft
Internet Explorer 5.0 User Fundamentals. These online courses are accessible through the internet from any
location, 24 hours per day, 7 days per week and allow the user to customize the computer training by
selecting the proficiency level and course curriculum to meet their individual needs. All EHSD staff will be
given online access to NETg's core courses to be able to refresh and improve their computer skills as part of
the CaIWIN PC Literacy Certification process. /�L

This contract supports all five of the community outcomes established in the Children's Deport Card: 1)
"Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for
Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe,
Stable and Nurturing"; 5) "Communities that are Safe and Provide a High Quality of Life for Children and
Families." The Bilingual Outreach Project provides bilingual and bicultural outreach, linking Latino
residents to North Richmond Service Integration Team (SIT) services. By helping local families overcome
language and cultural barriers, residents of the communities served by this project benefit from improved
access to services.
The Bilingual Outreach Program began as a pilot for a term of July 1, 2000 through June 30, 2001 in an
effort to link more Latino residents of North Richmond and Old Town San Pablo to SIT services. The
outreach workers provide housing, employment, domestic violence and other SIT service information to the
Spanish-speaking community.
Following the pilot program, the contract (#21-793-0) term was from August 20, 2001 through August 31,
2002, however did not cover July 1, 2001 through August 19, 2001, the period of contract negotiation.
Desarrollo Familiar, Inc. continued to deliver ongoing services with the expectation that the contract term
was to begin July 1, 2001.
Employment and Human Services is requesting the Board to ratify the delivery of ongoing services delivered
by Desarrollo Familiar, Inc. and direct the Contra Costa Auditor-Controller to pay the outstanding demand in
the amount of$1,260 to reimburse Desarrollo Familiar, Inc. for services 4ekyered.

RECOMMENDATION (S):
APPROVE and AUTHORIZE the Community Services Director or designee to
execute contract #38799 with McGrath Systems Inc. in the amount of $43,370 for
management training servicers for the period from February 15, 2003 through June 30,
2003.
FINANCIAL IMPACT:
This contract is funded through administrative portions of State and federal grants.
Funding for this contract is included in the Community Services Department's FY
2002-03 budget. There is no net County cost to this contract.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
Contractor will perform services for the Community Services Department consisting
of the following: The McGrath Train the Trainers Program will certify 15 Department
staff members to conduct trainings in supervisory discipline according to the McGrath
Template and provide training to 342 employees. The McGrath template ensures that
supervisory practices or disciplinary actions are fully in accordance with current
Human Resources laws.

RECOMWNDATION (S):
APPROVE and AUTHORIZE the Community Services Director or designee to execute
contract amendment #38-764-2 with Nulinx International Inc. to extend the contract period
from January 31, 2003 to April 30, 2003 with no increase in payment limit for the
continued development of a customized, Internet-based, server platform for federally
mandated family and childassessments.
FINANCIAL IMPACT:
This contract is federally funded by the Head Start Basic Grant. Funding for this contract is
included in the Community Services Department's FY 2002-03 budget. There is no net
County cost to this contract.
CHILDREN'S IMPACT STATEMENT
The Community Services Department Head Start Program supports two of Contra Costa
County's community outcomes: "Children Ready for and Succeeding in School" and
"Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering
comprehensive services, including high duality early childhood education, nutrition, health,
and social services, along with a strong parent involvement focus, to low-income children
throughout Contra Costa County. The overall goal of the program is to bring about a
greater degree of social competence in preschool children from low-income families.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
The Administration for Children and Families (ACF), and the California Department of
Education, both require that family and child assessments be conducted on each family
within the program. The family and child assessment modules are required by federal rule
to collect data on a family's progress toward self-sufficiency and the child's progress for
school readiness. The contract provides for the development of a customized, Internet-
based, server platform for data input and report retrieval.
Approval of this amendment will allow contractor to complete said project and receive
feedback on customizations performed as part of the original contract.

to execute contract amendment #38-483-2 with Martinez Early Childhood
Center Inc., in the amount of$12,000 for a new payment limit of$36,400 for
Head Start Program Enhancement services for the period from January 1,
2003 through June 30, 2003.
FINANCIAL IMPACT:
Funded by the U.S. Department of Health and Human Services Administration for
Children and Families (ACF). Funding for this contract is included in the Centra
Costa County Community Services Department's FY 20012-03 Budget. There is no
net County cost to this contract.

On September 14, 2002, the Board approved and authorized submission of the
2003 Head Start Basic Grant Application to the U.S. Department of health and
Human Services, Administration for Children and Families to continue Head Start
program services to program eligible children and their families for the period
from January 1, 2003 through December 31, 2043.
Approval of this contract with Martinez Early Childhood Center Inc. will allow for
Head Start Enhancement services to an additional 20 program eligible children
ages three (3)to five(5)years, in a full day childcare program.
