BACKGROUND: The correction is recommended to clarify, based on a transcript of the October 9 , 2001 discussion, the intent of the Board with regard to the formation of a Stakeholders Group to oversee the development of a new Buchanan Airport Master Plan, and with regard to the plans to extend Diamond Blvd., Concord. Financial impact: The total cost of the Airport Master Plan and Business Plan is $544,400. Ninety percent (901%) or $486,000 from the Federal Aviation Administration,four and one-half percent(4.5%) from the State of California in the amount of$24,300, and five and one-half percent (5.5%) local share of$29,700 will be funded from the Airport Enterprise Fund. The total cost of the FAR Part 150 Noise Study is$365,000. Ninety percent(90%)or$328,500 from the Federal Aviation Administration, four and one-half percent (4.5%) from the State of California in the amount of$16,425, and five and one-half percent(5.5%) local share of$20,075 will be funded from the Airport Enterprise Fund. III. Reasons for Recommendations and Background: The last Master Plan for the Buchanan Field Airport was completed in 1990. The Airport and the surrounding communities have experienced significant changes. Over the last ten years, many issues surfaced between the Airport and the surrounding communities and within the Airport itself. The master planning process,which is similar to a specific plan,will be a good vehicle for the Board to involve the Public in discussing and resolving these issues. Supervisor DeSaulnier and the Public Works Department conducted two public workshops regarding the proposed grant request to update the Airport Master Plan, Business Plan and FAIL.Part 150 Noise Study at Buchanan Field Airport. The public workshops were held on August 22, 2001 in Pacheco with approximately 110 in attendance and on September 17, 2001 in Concord with approximately 140 in attendance. information was presented at each workshop on what an Airport Master.Plan Update and FAR: Part 150 Noise Study would involve. The workshops allowed public input into the decision of whether the County should pursue funding for the Master Plan effort at this time and what issues should be considered in the study if it goes forward. Several issues were raised at the workshops and submitted to the Department in writing. The key issues are described in this report. The key issues raised by the public at both meetings were noise, the jurisdiction of the Federal Aviation Administration (FAA), airport expansion, passenger airline service, local access, specifically the extension of Diamond Boulevard and widening of Marsh Drive and general concern about the Master Plan update process and the ability for the public to have input. Noise: • Many citizens expressed concern that updating the Airport Master Plan and the Part 150 Noise Study would invalidate the County's Noise Ordinance with regard to the Airport+ We asked FAA to make a determination on this issue and they have issued the attached letter which states that the Part 150 Noise study would not affect the County's Noise Ordinance. This information was received after the first workshop but was presented at the second workshop. • SMJECT: AIRPORT 114PROVEMENT PROGRAM (AIP) GRANT APPLICATION TO UPDATE THE BUCIIANAN FIELD AIRPORT "MR PLAN, BUSINESS PLAN AND FEDERAL AVIATION REGULATION PART 150 NOISE STUDY DATE: October 9,2001 PACE. 3 • There were several people who stated that the current noise levels From the Airport are unacceptable and affect property values and that noise complaints are not followed up. Linder FAA.regulations, the Airport has certain grant obligations to let planes land and take off at Buchanan Field :Airport. However, the County has been enforcing the County's noise ordinance to ensure that aircraft meet the requirements of the noise ordinance. The Airport has had some staffing shortages and the noise complaints were tagging in response as a result.We now have an Airport intern and expect to be able to provide better service. • The question was raised as to whether the Master Plan update and FAR Part 150 Noise Study would look at noise impacts and alternative flight patterns. The FAR Part 150 Study would look at the impacts of the airport noise based on the projected use. The findings of the Part 150 Study would determine if Federal funds could be used to mitigate the impacts on the community.The FAR Part 150 Study will: • Provide an updated Noise Exposure heap and its supporting documentation. • Provide a description and analysis of alternative measures considered. • Categorize the parties responsible for implementation. • Develop a noise compatibility program,if applicable. • Provide a schedule of implementation Federal Aviation Administration Jurisdiction: • There were severalquestions raised on the FAA's jurisdiction over Buchanan Field and the requirements associated with accepting Federal Funds to do the Airport Master Plan. The FAA's mission is to maintain a national system of airports and Buchanan Field is part of this system. The Airport receives Federal gents for safety, operational and capital improvements. Each tune we accept one of these grants, it obligates the County to continue to run Buchanan Field as an airport for the next twenty years in compliance with the grant assurances. However, the grant to update the Master Plan does not have the same twenty-year obligation requirement. Airport expansion and passenger carrier service. • Many questions were asked about the possibility of expanding Buchanan Field Airport. It was explained that the current Master Plan includes a new passenger terminal as well as development of an office building.However,expansion of the runways is not possible as they are constrained by Highways 4 and 680 and the commercial buildings in Concord. • There was concern at both meetings about passenger airline service corning into Buchanan Field Airport. There were questions regarding the compatibility of this use with the surrounding communities as well as whether it was economically viable. SObJECT: AIRPORT IMPROVEMENT PROGRAM (AIP) GRANT APPLICATION TO UPDATE THE BUCHANAN FIELD AIRPORT MASTER PLAN, BUSINESS PLAN AND FEDERAL AVIATION REGULATION PART 150 NOISE STUDY DATE: ' October 9,2001 PAGE: 4 The current Master Plan allows for up to seven commercial flights per day. In the early 1990's there was passenger service at Buchanan Field Airport. The current Master Plan would allow for such service to resume. Whether it will ever be economically feasible is difficult to predict. The County is not actively seeking passenger service. It would happen only if an airline carrier thought it would be profitable and made a proposal to the County. Under the current Master Plan and FAA regulations,the County cannot refuse passenger service if it were proposed. However, a limiting factor for passenger service is the length of the runways. Only certain types of passenger aircraft would be able to land and take off at Buchanan Field Airport. Extension of Diamond Boulevard and widening of Marsh Drive: • There was concern expressed about the County's plans for extending Diamond Boulevard and widening Marsh Drive and the impacts to the community, particularly the mobile home park residents. The question of how the Diamond Boulevard extension would impact the golf course was also raised. The current Master Plan includes the Diamond Boulevard extension and widening of Marsh Drive. The County pursued this project in 1993 and obtained a Federal Grant for construction. Based on public input, the Board of Supervisors decided not to accept the grant and the project did not move forward at that time. However, the project is still part of the Master Plan and the County General Plan. A Master Plan Update would reconsider the local access needs for the community and the Airport. The current Master Plan, with the proposed Diamond Boulevard extension, has provisions for keeping the golf course open. The Master Plan process and public to have Input: • There were several questions asked about the Master Plan process and where the public would have input into the decisions.There was concern that the decisions have already been made about what the Master Plan would look like and how much flexibility there would be with the FAA having jurisdiction The Master Plan Process is described on the attached flow chart and where the public will have input into the process is shown. Decisions have not been made about what the Mater Plan will be. Some issues to be studied have been identified, though a scooping meeting involving the public will be one of the first steps in the update. The Master Plan will have to meet FAA approval and the Airport will continue to operate under FAA regulations,but that does not lock the Master Plan into a particular alternative. The workshops highlighted the public's concern over Buchanan Field Airport. There was general agreement that the current Master Plan is out of date and many of its components such as the Diamond Boulevard extension, a new passenger terminal and passenger service should be reconsidered.
