FISCAL IMPACT None. No General Funds are involved in the redevelopment plan adoption proceedings. The recommended resolution authorizes and directs staff to distribute the Plan, the Preliminary Report, and the Draft EIR to all affected taxing entities,the Planning Commission and other interested parties. A description/purpose of these three documents follow: • Redevelopment Plan—A legal document(rather than a planning document)that contains the following provisions: ➢ a legal description of the project boundaries; ➢ a map showing permitted land uses(same as County General Plan map); ➢ goals and objectives for the project; ➢ the agency's powers and authorities including tax, increment financing, and eminent domain, as desired; ➢ alist of prospective public improvements the agency may fund; ➢ low and moderate income housing, and owner participation provisions; ➢ time limits on: • establishing of debt; • debt repayment; and • plan duration; ➢ cap on: • amount of tax increments that can be received, and • amount of bonded debt that can be outstanding • Preliminary Report—This report contains the analysis of conditions in the study area, and identifies/evaluates methods of addressing conditions, including: ➢ reasons for selecting the project area; ➢ description of physical and economic conditions ➢ description of specific projects that may be pursued to eliminate blight; ➢ assessment of proposed method of financing, including economic feasibility and basis for including tax increment financing; ➢ description of how the proposed project will alleviate blighting conditions.. • Draft Environmental Impact Report(EIR)—The EIR is a planning tool designed' to inform the public and decision makers on the environmental consequences' of the proposed project. The Proposed Project is the adoption of the Redevelopment Plan and a limited General Plan Amendment for the properties south side of San Pablo Avenue at Tara Hills Drive. The Redevelopment Agency will be required to make environmental findings prior to adoption of the proposed redevelopment plan. The final EIR consists of the Draft EIR and the Responses to comments received. Personallboardorders\BOARD.RDA.elsobrante.plan.2.18.03 THE REDEVELOPMENT AGENCY OF CONTRA COSTA COUNTY,CALIFORNIA Adopted this Order on February 25, 2003, by the following vote: AYES: Supervisors Gioia, Uilkem, Gerber, Glover and DeSwInier NOES: None ABSENT: None ABSTAIN: Nom Resolution No.: 2IX731148 SUBJECT: Resolution of the Redevelopment Agency of the County of Contra Costa Authorizing Transmittal of the Redevelopment Plan for the Downtown El Sobrante Redevelopment Project Area(the "Plan"),Preliminary Report on the Plan, and the draft Environmental Impact Report for the Plan The Contra Costa County Redevelopment Agency RESOLVES THAT: Pursuant to the California Community Redevelopment Law (Health &Safety Code Section 33000 et seq.) and to direction by the Redevelopment Agency of the County of Contra Costa(the "Agency"), staff and consultants are preparing for distribution to each affected taxing entity a draft Redevelopment Plan for the Downtown El Sobrante Redevelopment Project Area (the "Plan"), a Preliminary Report on the Plan (the "Preliminary Report"), and a Draft Environmental Impact Report(the "Draft EIR") for the Plan; and Pursuant to the California Community Redevelopment Law and the California Environmental Quality Act, the Agency is required to distribute the Plan, Preliminary Report, and Draft EIR to all affected taxing entities, the Planning Commission of the County of Contra Costa(the "Planning Commission"), the Project Area Committee (the "PAC"), and various other interested persons and entities; The Agency hereby authorizes and directs staff to distribute the Plan, Preliminary Report and Draft EIR to all affected taxing entities, the Planning Commission, the PAC, and various other interested persons and entities as required by law.
