BACKGROUND,
Section 1108-2.212 of the County Ordinance Code authorizes the Purchasing Agent to dispose of
any personal property belonging to Contra Costa County and found by the Board of Supervisorsnot
to be further required for public use. The property appropriate for disposal is: A) obsolete, B) worn
out, C) beyond economical repair, or D) wrecked beyond repair.

SUBJECT: ACCEPT REIMBURSEMENT IN THE AMOUNT OF $1,013,414
FOR SOLAR CELL INSTALLATIONS AT THE MARTINEZ
DETENTION FACILITY AND AT 50 DOUGLAS DRIVE,
MARTINEZ
SPECIFIC REQUEST($)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
1. ACCEPT reimbursement from PG&E in the amount of $1,013,414 relating to the solarcell
installations'at the Martinez Detention Facility (MDF) and at 50 Douglas Drive, Martinez.
2. RECOGNIZE the energy savings at both facilities of 370,000 kWh annually, a cost savings to
the County of$60,659.
3. FURTHER RECOGNIZE additional benefits resulting from these solar installations, including
reductions in air pollution and decreased demand on the statewide energy grid during peak
times.
FINANCIAL IMPACT
The total cost of both solar cell installations was $2,084,002, including some minor roof modifications
and repair. The PG&E reimbursement covers 48% of that total cost. The remainder was funded
through Lease Revenue bonds and will be repaid over time through energy savings.
BACKGROUND
In March, 2001, the Board of Supervisors adopted the Energy Reduction Action Plan. Concurrently,
the Internal Operations Committee of the Board proposed a policy regarding sustainability in County
buildings which was adopted by the Board in August, 2001. In February, 2002, the Board approved a
contract with Powerl'ight Inc. to install photovoltaic cells at the MDF and at 50 Douglas Drive.
Construction on both projects was completed by December of 2002.
