RECOMMENDATIONS
ADOPT Resolution authorizing transmittal of the Draft Environmental Impact Report for the
Downtown El Sobrante Redevelopment Project Area,

None. No General Funds are involved in the redevelopment plan adoption proceedings.
BACKCROUNDIREASONS FOR RECOMMENDATIONS
On November 5, 2002 the Board of Supervisors authorized the study of the El Sobrante
community for redevelopment
By resolution dated October 15, 2002 the Board of Supervisors designated the County of
Contra Costa as the Lead Agency under the California Environmental Quality Act(CEQA)for
preparation of environmental documents for the redevelopment plan adoption proceedings.
The recommended resolution authorizes and directs staff to distribute the Draft EIR to all
affected taxing entities, the Planning Commission, and other interested parties.

Prepared for the Downtown El Sobrante Redevelopment Project Area
The Contra Costa County Board of Supervisors RESOLVES THAT:
Pursuant to the California Community Redevelopment Law (Health &Safety Code
Section 33000 et sem.) and to direction by the Redevelopment Agency of the County of Contra
Costa(the "Agency") staff and consultants are preparing for distribution to each affected taxing
entity,and other interested parties, a Draft Environmental Impact Report(the "Draft EIR") for
the Downtown El Sobrante Redevelopment Project Area (the "Project"); and
By resolution adopted on October 15, 2002, the Board of Supervisors designated the
County of Contra Costa as the Lead Agency under the California Environmental Quality Act for
the preparation of environmental documents for the Project.
The Centra Costa County Board of Supervisors, as Lead Agency, hereby authorizes and
directs staff to distribute the Draft EIR to all affected taxing entities, the Project Area
Committee, the PlanningCommission, and various other interested persons and entities as
required by law.
