Barry, AiCP Community Development Director DATE: February 25, 2003 SUBJECT: Downtown El Sobrante Redevelopment Plan SPECIFIC REQUEST(S) OR RECOMMENDATIONS($) & BACKGROUND,AND JUSTIFICATION RECOMMENDATIONS ADOPT Resolution authorizing transmittal of the Draft Environmental Impact Report for the Downtown El Sobrante Redevelopment Project Area, FISCAL I'M'PACT None. No General Funds are involved in the redevelopment plan adoption proceedings. BACKCROUNDIREASONS FOR RECOMMENDATIONS On November 5, 2002 the Board of Supervisors authorized the study of the El Sobrante community for redevelopment By resolution dated October 15, 2002 the Board of Supervisors designated the County of Contra Costa as the Lead Agency under the California Environmental Quality Act(CEQA)for preparation of environmental documents for the redevelopment plan adoption proceedings. The recommended resolution authorizes and directs staff to distribute the Draft EIR to all affected taxing entities, the Planning Commission, and other interested parties. The Centra Costa County Board of Supervisors, as Lead Agency, hereby authorizes and directs staff to distribute the Draft EIR to all affected taxing entities, the Project Area Committee, the PlanningCommission, and various other interested persons and entities as required by law.
