Barry,AICP n "' Community Development Director , _ County 4Xy DATE: February 25, 2003 SUBJECT: Funding sources for youth homeless shelters SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS ACCEPT a report on potential funding sources for youth homeless shelters. FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS On October 15, 2002, FY 2002/03 funding recommendations for the Emergency Shelter Grant program were considered by the Board of Supervisors. Contra Costa County receives federal Emergency Shelter Grant(ESG) funds on an entitlement basis for use in funding renovation,major rehabilitation,or conversion of buildings for use as emergency shelters for the homeless; provision of essential services for the homeless; emergency shelter operations and related services;and homeless prevention activities. ESG funds are allocated through a competitive application process administered by the Community Development Department(CDD). Projects are evaluated,and funding recommendations are developed using criteria consistent with federal regulations and County policies.This year,funds requested exceeded the amount offends available.Staff made funding recommendations consistent with the review criteria, and the Northern California Family Center was not recommended for funding.
