SUBJECT: JUVENILE HALL REPLACEMENT PROJECT: FENCE REPLACEMENT POLICY
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Authorize General Services Director to reimburse property owners on the southern property line of juvenile
hall complex (as listed below)for one half of the property owner's actual documented net replacement cost
(as defined below.)
FISCAL IMPACT
Annual amount is not expected to exceed $8,000 depending upon number of property owner's that pay up
front to replace their fences and then request reimbursement for County share, (amount to be paid from
current GSD appropriations.)
BACKGROUND:
Integral to the juvenile hall replacement planning was a series of community meetings with neighbors. The
purpose was to design a building that provided security and was appropriate to the area. These meetings
represented the desire of the County to be a good neighbor. As a result of these meetings we built a fence on
the western border and agreed to extensively landscape the southern property line. We also agreed in
principle to fund one half of the net cost of replacing the existing six (6) foot redwoodfence as reimbursement
to each property owner when the work was done. There are ten (10) parcels bordering the southern property
line. The proposed agreement with these owners' would require the County to reimburse the property owner
the costs of replacing on a one time basis the existing six (6) foot redwood fence with a like fence in an
amount not the exceed one half of the owners' actual net cost (defined as total cost of installation and
materials minus any insurance or third party reimbursement.) Current estimates of installation and materials
cost is $60.00 per linear foot. This report recommends capping the County share at no more than $30.00 per
linear foot. This policy would apply to the following properties: all in Martinez:
