Problem identification and solutions adva=nced are often focused on one subject area to the exclusion of others. In so doing, there is no exarnination of the interrelatedness of issues. dor example, the debate often centers on issues of growth or no growth without a full examineion of the either issues that affect quality o3 xrfes Further, there has :rot beer.cea`:rntywide recognition of issues facing older cities whose growth and, develop-merit is sty ed ;y poor schools, higher crime rates, older housing stock and abandoned industrial lands Our roads are jairaned with cars, people co=;. *c long distances in order to find af'ordahle homes and good schools, and residents resist and development adjoinhing their homes, particularly those that may look different or bring higher density. Valuable open space land gives way to more homes. Historically,thee general public has not been engaged in planning for its future. Planning has been done by local governinaent agencies with opporvanity for public review. The cam°rent planning orientation is focused principally on -shaping the futon laird uses within e zsti g or planned city boundaries with limited view to the larger geographic area. If,xe are to collectively shape our frit re,hold steps are needed to crate what we want our future to be. We must look beyond historic, competitive methods of planning for the fie-a re. Oligreat importance is the need to involve people in understanding the choices available, the consequences of those choices and opportunities for cooperative action. THE OUTCOME This project will result in a con,prehensive vision to guide growth and development that will occur while maintaining g quality of life. Alternative growth scenarios and the 041902 9 g CO SHAPING OUR FUTURE PROCESS Almost a year ago Shap ng OFir Future initiated a process to see how 19 cities and tyle County might shape Contra Costa's fixture. 'I" ere has been extensive public involvement in co=.;€wnity and region¢wide workshops. Utilizing results oftlhas input o€, consultants reviewed local general plans and desires, arad applied the science of land use planrair�g and transportation model-ng as well as economic analysis to help shape the Vision that is ort eorninga This drab proposal will be again subjected to public review though various means as well as scrutiny by local elected officials. The Vision will he implemented by means of a-,voluntary compact among all mernber agencies. W S, ping €r Future Vision, collaborativelycreated y local area citizens, elected officials, and business, environmental and neighborhood leaders, provides a regional-community-wide framework for local decisions or growth and development within the County; -3na 111. WHEREAS, the Cities and County are willing to make a commitment to the accommodation and encouragement of planned growth and development, to the orderly extension sof urban services, to the enhancement of the quality of life, to the protection of the environment, and to the promotion of the economic viability of their respective communities and the county, and IV. WHEREAS, the Cities and County support planned growth and development to maximize efficiency through coordination among jurisdictions; provide for the orderly extension and Integration of urban services, promote the economic vitality of the Cities and County and enhance the quality of life of its residents; and V. WHEREAS, the Cities and County have general Plans that provide for the development within their respective jurisdictions; and they recognize the need to have consistent and coordinated general plans In order to provide for the orderly growth and development of the region, and V1. WHEREAS, there is an increasing need to spear collectively as a community to local, regional and state bodies that have an impact on the Contra Costa Community, and to proactively work to solutions that work for our community; V1. WHEREAS, the Cities and County desire to voluntarily and collaboratively set forth the principles defined herein that illustrate their commitment to address the ,nature and location of growth within their individual and overlapping jurisdictions and the region as e whole. NOW, THEREFORE, in consideration of the mutual promises and covenants contained herein, the undersigned Cities and County (hereinafter referred to as we) agree as follos.r� : 1. Nature of the Compact: This compact is entered `€roto voluntarily by all the signatory parties. The signatory parties recognize that in some oases, the public benefit is best served by a coordinated and collaborative approach to growth and livability issues in this community. This Compact is intended to be the basis for the furtherance of such cooperation. . The Contra Costa "Shaping Our Future`s Vision. We acknowledge that, the Shaping Our Future Vision will guide land use and transportation planning ning and coordination among jurisdictions. Moreover, we agree that it is a dynamic document that may be modified in the future by mutual consent of the signatories to reflect changes in the county. 3. Comprehensive Data. We acknowledge that comprehensive and consistent data are critical to coordinating and monitoring a county-wide growth management strategy. We agree to maintain standardized data that are useable at the region-wide level to observe, compare, and monitor the cumulative effects of change with respect to growth management. We agree to ensure appropriate and reliable methods in gathering data; standardizing the method for determining vacant land and properties already developed with high potential for reinvestment. We agree to collaborate with the County to uphold standards of maintaining consistent data. 4. implementing the Visions We agree to cooperate in implementing the long-range vision with respect to where growth is located based on local general plans and the Shaping Our Future concept. We agree that we will ensure that our general plans will allow for the kind, type, location, and quality of development described by the Shaping Our Future Vision. & Coordinated Housing Elements. Under California State law each uric iction is respons le to develop housing elements as pari of their General Plans. We agree that in Contra Costa County, the housing elements shall use the Countywide coordinated database for vacant and buildable land, and be consistent with the Shaping Our Future Vision and this Compact. The County will maintain a database of the housing elements of the cities and the County, consistent with the grov'ah management database. 6. Urban Limit Line: The Urban 'Limit Line is a key tool of Contra Costa's GrovAh Management. We agree that all general plans should acknowledoe the Urban Limit Line (ULL) as proposed in Shaping Our Future. We agree that the ULL is a shared management tool between the cities and the County, ands1hould be consistently adopted and implemented across the County. The ULL will continue to serve a means to protect important agricultural and open space resources outside the :ALL, and promote the efficient use of urban land within the ULL. We agree that the boundary should be reviewed at least every five years and contain within it at least a 5-year supply of buildable land. We recognize that, some minor adjustments in the Urban Unit Line will need to be made in order to make the ULL consistent with the vision. The signatories agree to work toward this process in a cooperative fashion in implementation of the Shaping Our Future Vision. 7. Reinvestment and Infill. A key part of the Shaping Our Future Vision is to encourage the accommodation of growth in targeted reinvestment and infill areas. Recycling underutilized developed land preserves the health of both the developed community, and open space. The growth and prosperity of urban centers, as envisioned in the Shaping Our Future Vision, requires that areas be identified for reinvestment, and policies, laws, and investments should support these targeted areas. 8. Regional Transportation Planning and Growth Management. We agree that the Contra Costa Transportation Authority will use the Shaping Our Future Vision to craft transportation plans. The transportation plans will contain a growth management strategy consistent with the goals envisioned by the Shaping Our Future Vision. The two together will reinforce the vision developed in the Shaping Our Future process by cities and the county. 9. Open Space, We agree to undertake the coordination and implementation of the County community's future open space -the oseos Preservation goals, as delineated in � draft propd pen pace funding measure. We agree to tie current and future open space acquisition efforts to the Vision's open space element. We agree to value open space protection agreements already in place, and work to enhance additional opens space needs. I g.Collective Voice. We agree to coordinate united responses to local, regional, and state and other regulating entities based on the clueand well-being of the regional Contra Costa communis, and consistent with the Shaping Our Future Vision where applicable. 11.Economic activities, We agree to coordinate with the Contra Costa -con mic Partnership and local area Chambers of Commerce in attracting investment and job growth to Contra Costa County. We will assist in developing a "one stop shop" for economic development information and referral In the County. 'We agree to assist in developing employment opportunities in the targeted locations of the Shaping Our Future Vision. 12.Social Equibl. We agree to develop affordable housing equitably in the most appropriate settings and to mitigate the effects of displacement that reinvestment can have in affordable communities. We agree to cooperate in creating a housing "trust fund" that can be ;used to focus investments in affordable housing in locations or jurisdictions that most need assistance. The housing trust fundl could include local governments, the Economic Partnership of Contra Costa, the banking community and community development financial institutions. 13.School District Coordinations We will continue to work with school districts to continue to improve educational opportunities for area citizens. Cities and the County will coordinate with local area schools and school districts to determine suitable and best locations for new schools and also redevelopment of existing school, as part of the planning process. 14.Dispute Resolution. We agree at the local level to persue dispute resolution processes should disagreements arise, prig t0 paring legal remedies. 15.Term, Local governments will carry out the precepts of Shaping Our Future and this Compact as an ongoing effort. We agree to periodically monitor and ascertain progress towards the SOF vision. "phare will be an annual review to address progress to date in achieving the goals of SOF. We commit to updating and refining Shaping Our Future concept 5 years. 16.Intent of Agreement, This Agreement is intended to describe rights and responsibilities only as between the named parties hereto. It is not intended to and shall not be deemed to confer rights to any persons or entities not, named as parties hereto.
