RECOMMENDATION(S):
APPROVE and AUTHORIZE the County Administrator, or his designee, to execute a
contract amendment with Pacific Health Consulting Group, LLC to extend the term of
the contract for consultation services from June 30 to September 30, 2002, with no
increase to the payment limit.
FISCAL IMPACT: None
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
Scheduling of meeting dates with County representatives was delayed due to workload
constraints on the part of the County. This impacted the scheduled completion, printing
and delivery dates of the final report. Therefore, the Contractor requested a time
extension to September 30, 2002.
There is no change to the original payment limit.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
APPROVE and AUTHORIZE the Human Resources Director, or designee, to execute a
contract amendment with Apple One Employment Services to extend the term from
January 31 through June 30, 2003, and to Increase the fiscal year 200212003 payment
limit by $500,000 to a new payment limit of $1,000,000 to provide continuing temporary
staff services to County agencies, departments, or offices.
FISCAL. IMPACT
The extension of this contract will benefit the County by ensuring that for the
remainder of fiscal year 200212003, the mark-up rates will remain at the current level
established by the original contract in 1995 and the rates will not Increase, A Request
for Proposal (RFP) has been Issued soliciting new firms, however, rates for the new
contracts for fiscal year 200312004 may significantly increase.
BACKGROUND
The County has been contracting with this agency continually since October of 1995
and the extension will ensure that there will be no interruption in services to County
departments. The County frequently requires temporary help to assist County agencies,
departments, or offices during peak loads, temporary absences and emergency
situations. It is in the economic interest of the County to provide such temporary help
by contract with temporary help firms since they include all insurance coverages in
their rates, thus reducing future County liabilities. Temporary help obtained under
these contracts may not be used in place of employees in the case of a labor dispute or
for more than 90 days for any single instance of peak load, temporary absence or
emergency situations as governed by State law.

Approve and authorize the Health Services Director, or his designee
(Kathryn Grazzini) to execute on behalf of the County, Contract
#26-306-6 with Per Diem Staffing Systems, Inc. , a corporation., in an
amount not to exceed $220, 000, for' the period from February 1, 2003
through January 31, 2004, for the provision of respiratory therapist
registry services at Contra Costa Regional Medical Center and Contra
Costa Health Centers.
FISCAL IMPACT:
This Contract is included in the Health Services Department' s
Enterprise I budget . Source of funds includes third party revenues
as appropriate.
BACKGROUMIREASONS FOR RECOMMENDATIONS:
On February 5, 2003, the Board of Supervisors approved Contract #26-
306-5 with Per Diem Staffing Systems, Inc . , for the period from
February 1, 2002 through January 31, 2003, for the provision of
respiratory therapist registry services at Contra Costa Regional
Medical Center.
Approval of Contract #26-306-6, will allow the Contractor to continue
providing registry services for peak loads, temporary absences, and
emergency situations through January 31, 2004 .

BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
On March 12, 2002, the Board of Supervisors approved Contract #26-433,
with Cynthia L. Lai, to provide Echocardiogram services at Contra Costa
Regional Medical Center' s Cardiopulmonary Department, including, on-call
coverage services, Diagnostic Cardiac Ultrasound, and EKG' s, for the
period from March 1, 2002 through February 28, 2003 .
Approval of Contract #26-433-1 will allow the Contractor to continue
providing services through February 29, 2004 .

In January 1999,the Welfare-to-Work Transportation Plan was developed by the Transportation Alliance to
address overall County transportation issues including,job development in transportation services and the
unmet transportation needs related to childcare for children of CaIWORKs recipients. The Plan presented
recommendations for wide ranging program(s)development and implementation. The Welfare-to-Work
Transportation Plan explored and recommended expansion of the CaIWORKs transportation programs and to
seek additional funding streams to expand services to other low income populations.
Mr. Branson is the EHSD liaison representative to regional and local transportation planning meetings to seek
multi-county solutions to the transportation barriers for CalWORKs and low-income populations.
Transportation programs such as the Children's Voucher transportation,Rides to Success and local routes
serving low-income areas of the County, assist CaIWORKs and low-income populations to address
transportation barriers in obtaining and maintaining unsubsidized employment.
In addition to seeking and developing additional funding streams and encouraging community involvement to
facilitate the planning and implementation of innovative transportation programs, Mr.Branson will work with
Aging and Adult Services to identify gaps in transportation services and develop a plan of action to bridge gaps
in transportation to the elderly and disabled adult population. Mr. Branson will coordinate with transportation
providers and other agencies to promote transportation resources and networks currently available and
accessible to the elderly and disabled population.
