Finance As Vice President of Benefits I have worked with all aspects of business finance including budget setting, profit& loss reports, etc. Government As Executive Director of the AHA I was always working with local politicians to communicate the philosophy and policies of the AHA with regards to legislative issues. These local politicians included County Supervisors,as well as City Council and Mayors in Contra Costa County. Health As a Life/Health Insurance Agent I spend every day dealing with health related issues as well as issues involving health insurance. Additionally, as Executive Director of AHA I was continually involved in health issues. Sales is public relations. Question#g Why do you want to serve©n the CCCW? I was"coming of age"when'Title 9 came into being in 1972. I did not truly benefit from Title 9 as a pre-adolescent or as a teenager. However, as a mother I have watched my daughter benefit from the knowledge that she has the right to participate in any sport that she wants. I believe that it has made a huge difference in the advancement of self-image and confidence in pre-adolescent girls. But I also believe that there is still much work to be done to shore-up issues for young women. I was working in a business climate that had not yet experienced Anita Hill during the 1980's. There was no such thing as a sexual harassment policy in any corporation in America. I and women friends like me, suffered injustice at the hands of male supervisors who didn't know any better and who had not been taught any differently. Since Anita Hill, I have seen the change in corporate America, as women are no longer put into those types of discriminatory situations. But I believe that there is still much to be done to ensure that all women are given the opportunity to make their lives as successful as they want. I believe that I bring the.experience, strength of conviction and will to make a difference that the Contra Costa County Commission for Women needs. I am willing and able to commit myself to work hard to bring about the positive changes that can forever alter, in a positive way,the opportunities and overall quality of life for the women that the commission serves. My skill in relation to homeless issues is experience.Having been homeless I have empathy and understanding of the issues and barriers faced by homeless persons. I have worked in Human Services within Contra Costa County for 10 years and I have collaborated with many community based, public and private agencies. I currently work for an organization that develops and maintains affordable housing for low income people. I know that the need for more permanent housing is a challenge in this day of inflated real estate cost. 2. What are some of your perceptions and/or opinions about homelessness in Contra Costa County? Homelessness is a continuing problem in our county.We have done much work to develop a system of care to guide people towards self-sufficiency but It is not enough and must be refined as needed and continued. East County continues to be an area where services need to be developed.We made progress with the opening of the Family shelters and the expansion of services for single adults but we need to be ever aware of the numbers still experiencing the lack of a safe bed to sleep in.These numbers also include persons with mental health and substance abuse issues and a growing number of elderly facing homelessness. 3. Why are you interested in homeless issues? 3 As a care giver having had personal experience being homeless and working with homeless clients for over ten years and the issues surrounding the eventual loss of housing,I feel that I have a personal buy-in towards developing new resources and improving existing resources.As a care provider in Substance Abuse and Homeless services I faced the issue daily where to send people with the answer most often being a temporary bed in a motel. I want to be part of solutions,part of the campaign for improved services and a quality system of care. 4. What specific skills do you bring from you private or business life? Knowledge of substance abuse and recovery,homeless services,domestic violence and limited knowledge of the criminal justice system. I bring the ability to be a team player. The ability to collaborate and network with other resources.And energy to follow through with the projects that improve the system of care. 5. What are your main areas of interest relative to homeless issues,ie. emergency housing, education,health care,transitional housing,etc? My main interest is in seeing the development of affordable housing to meet the needs of all areas of the county and populations.Transitional housing opportunities for all populations including service delivery onsite at housing projects. People reentering the mainstream after the experience of being homeless need supportive services to transition to self-sufficiency. 6. What communities do you represent? I live in Central County. My work experience is in Central and East County. 7. Additional comments: I am delighted to reapply to the Board. My prior experience working on the program committee was rewarding and challenging. I saw the eventual development of quality standards and the improvement in the number of shelter beds. Many challenges remain and I want to be part of the solutions. Specifically, the Board charged the Commission with drafting a hazardous materials storage and transportation plan and ordinance, coordinating the implementation of the hazardous materials release response plan and inventory program, and to analyze and develop recommendations regarding hazardous materials issues with consideration to broad public input, and report back to the Board on Board referrals. The Internal Operations Committee approved reappointment of the above individuals at its February 3, 2003 meeting and now proffers its recommendation to the Board. Background The ,Affordable Housing Finance Committee advises the Board of Supervisors on the annual allocation of approximately $4.5 million in HOME Investment Partnership Act (HOME) and Community Development Block Grant (CDBG) funds for affordable housing development in Contra Costa County. These funds are allocated to the County on an annual basis by formula through the U.S. Department of Housing and Urban Development. The Committee consists of nine members, including: three city representatives (one each from East, Central and West County) • three county representatives; and + three community representatives. The three city representatives are nominated by the cities in each subregion of the County and approved by the Board of Supervisors. Nominations for county and community representatives are solicited by the Community Development Department. All county and community representative appointments to the AHFC are reviewed by the External Operations Committee (IOC) and referred to the Board of Supervisors for approval. A press release was distributed to major news media in the County and posted on County bulletin boards. The Department received an application from Ms. Alonzo-Perez to continue serving as a county representative. On December 3, 2002 the AI-IFC unanimously supported her re-appointment to the committee with a term to end on June 30, 2005. A copy of her application is attached for your information (Attachment B). CDD has again initiated a process to recruit applicants for the vacant community seat. To date, five applications have been received. A sub-committee of the AHFC will interview the applicants and forward their recommendation to the IOC/Board of Supervisors. An additional three seats have terms ending June 30, 2003 and a recruitment to fill those seats will begin this spring.
