REASONS FOR RECOMMENDATION/BACKGROUND: The purpose of the projects is to repair roadway pavement and install an overlay to roadways within the county. Project Locations:John Glenn Dr.Overlay project is located in the unincorporated central county area,near Buchanan Field Airport on John Glenn Drive; approximately 100 feet from Concord Ave. heading north approx 1,550 feet(Figures 1-2). Kirker Pass Overlsv project is located in the unincorporated central county area, on Kirker Pass Road between the City of Concord and City of Pittsburg (Figures 3-4). Marsh Dr./Center Ave. Overlay project is located in the unincorporated central county area, in the Town of Pacheco,on Center Avenue at Pacheco Boulevard and Marsh Drive from Center Avenue to approximately 1,100 feet northeast of Sally Ride Drive(Figures 5-6). El Sobrante Overlay and Reconstruction project is located in the unincorporated west county area (Pebble Dr. from Appian Way to Hilltop Dr.lPebble 0.1"itesands 0.19%itesands Pll El Cerro Dr.lDriftwood Ct.) in the El Sobrante area (Figures 7-9). The project consists of excavating existing pavement,installing aggregate base and asphalt concrete(AC), AC pavement grinding, crack sealing, repairing base and pavement failures, reconstructing portions of roadway, tree root trimming, possible non-native tree removal, adjusting utilities and mailboxes, conforming roadway and driveways,placing shoulder backing,installing drainage systems,striping,and pavement markings,removing and replacing road barriers,placing AC dikes/swales,adjusting guardrails and drainage inlets, removing and replacing portions of curb, gutter, and sidewalk, installing ADA (Americans with Disabilities Act) curb, gutter, and sidewalk, short retaining walls, pavement reinforcement fabric, and an asphalt concrete overlay. Tree branches and shrubbery may need trimming throughout the project. Ornamental shrubbery may need to be removed. In order to minimize damage to trees, any roots exposed during excavation will be cut cleanly. Real property transactions,including right-of-way acquisition maybe necessary in support of this project. Traffic safety will be implemented (see each site). Location: The project is located in the unincorporated central county area, near Buchanan Field Airport on John Glenn Drive;approximately 100 feet from Concord Ave.heading north approx 1,550 feet (Figures 1-2). 2a. Project Description: The purpose of this project is to repair the pavement and install an overlay. Some of the medians along the center of John Glenn Drive have trees, in which the roots extend into the roadway and are uplifting the road, making it a driving hazard. On the second landscaped median between Cessa and National Car Rental, approximately six non-native pine trees[approx. 32"-24"-12"-30"-20"-28" diameter at breast height(dbh)]may have to be removed. Also,on the northeast side of John Glenn Drive, one non-native maple (approx. 25" dbh)that is located near the parking lot for National Car Rental may have to be removed. Tree branches and shrubbery may need trimming throughout the project. In order to minimize damage to trees, any roots exposed during excavation will be cut cleanly. Location: The project is located in the unincorporated central county area,on Kirker Pass Road between the City of Concord and City of Pittsburg (Figures 3-4). 2b. Project Description: The purpose of this project is to repair the pavement and overlay approximately 6,800 feet of worn roadway surface on Kirker Pass Road. An encroachment permit may need to be obtained from the City of Concord. Kirker Pass has a high traffic volume. During peak commute hours, construction will be in the opposite direction of the commute. In the morning, the southbound lanes will be open (commute direction), and the northbound lanes will only have one lane open during construction. In the afternoon, the northbound lanes will be open (commute direction), and the southbound lanes will only have one lane open during construction. Marsh Dr.\Center Ave. Overlay (0662-6U4023�, 1 c. Location: The project is located in the unincorporated central county area, in the Town of Pacheco, on Center Avenue at Pacheco Boulevard and Marsh Drive from Center Avenue to approximately 1,100 feet northeast of Sally Ride Drive (Figures 5-6). 2c. Project Description: The purpose of this project is to repair and overlay the pavement (approximately 6,600 feet). One lane will remain open during construction. Location: The project is located in the unincorporated west county area (Figures 7-9) in the EI Sobrante area. 2d. Project Description: The purpose of this project is to repair pavement surfaces and provide an overlay for several roads in the EI Sobrante area. The entire project length is approximately 4,200 feet with road widths of up to approximately 33 feet. A retaining wall (2' high x 10'long)needs to be installed on Driftwood Court. Due to the steep grade of the project area,ADA(Americans with Disabilities Act)curb and sidewalk will only be installed at some locations. One lane will remain open during construction. Sunset Dr. Reconstruction_(0662-6R4246�, 1e. Location: The project is located in the unincorporated west county, in the EI Sobrante area, on Sunset Drive (Figures 10-11). 2e. Project Description: Portions of the project are within the City of Richmond(City). This is a joint project with the City, therefore a Joint Exercise Powers Agreement (JEPA) and General Plan Conformance will be obtained from the City of Richmond. The purpose of this project is to reconstruct the existing roadway (approx. 770 feet) and install asphalt concrete dike and a drainage system to connect into an existing drainage inlet on Valley View Road. It may be necessary to phase construction activities. Due to the narrow road width and steep grade, the street maybe closed for short intervals, during construction. Parking will not be allowed on the street during construction, but residents will be notified to park in designated areas and will have access to their homes. A temporary pedestrian pathway may be required from Valley View to Sunset Drive. Emergency vehicles will have access at all times. 3. General work description: Cold plane existing pavement, install open graded asphalt concrete pavement surface for full width of Kirker Pass Road approximately 1.2 miles in length, including base and pavement failure repairs, surface preparation (crack filling), and replace traffic stripes and pavement markings. Engineer's cost estimate: $371,000 A pre-bid meeting will be held on Monday, March 10, 2003, at 10:00 a.m. at the Public Works Department to cover the County's Bidder Outreach Program. Prospective bidders attendance is recommended but not mandatory. Contract Documents, including plans and specifications, may be viewed and/or obtained at the Public Works Department, C.C. Rich Building, 255 Glacier Drive, Martinez, California 94553-4897, Monday - Thursday (7:00 a.m. - 12 Noon and 1:00 p.m. - 5:00 p.m.) (closed Fridays). To obtain plans and specifications a service charge is required in the amount of$ 21.65(sales tax included). Plans, specifications may be ordered by mail for an additional shipping and handling fee of$3.00. Checks shall be made payable to 'The County of Contra Costa' and be mailed to the above address.
