THE BOARD OF SUPERVISORS
CONTRA COSTA COUNTY, CALIFORNIA
Date: December 9, 2003
The Board of Supervisors considered accepting an oral report from the Health Services and
Sheriff's Department on the update of health services at County detention facilities. Present was
Dr. William Walker, Sheriff Warren Rupf and Dr. Jeff Smith.
Dr. Jeff Smith advised at the last meeting issues were raised regarding improving amount of
medical care at West County,Martinez and West County facilities and reconstruct the
administrative structure of detention health. Dr. Smith was happy to report that there has been
significant progress. Since Spring 2003, West County Detention Facility has been providing 16
hours of nursing services per day, 16 hours a week of Mental Health Services and 40 hours a week
of physician services. Most female inmates have been moved to the West County Detention
Facility with an exception of a few who are needed to be retained in Martinez for special
observation. Dr. Smith advised he would like to see healthcare delivery expand at West County 24
hours a day, 7 days a week. He thanked the Sheriff's Office for their assistance.
Sheriff Rupf advised there has been a reduction of violent acts and as of April 2003,with the
increase level of medical staffing,there has not been a single in custody death. The Sheriff advised
that there is still a need for more medical staff at West County.
