FISCAL IMPACT: This Contract is funded 28%by Federal Medi-Cal (FFP) and 72%by Mental Health Realignment. BACKGROUND/REASON(S)FOR IRECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides a continuum of services to residents transitioning from crisis residential care to transitional residential care and keeps these clients out of higher levels of care,including State Hospitals. On July 23, 2002,the Board of Supervisors approved Novation Contract#24-751-69 (as amended by Administrative Amendment Agreement #24-751-70) with Phoenix Programs, Inc., for the period from July 1, 2002 through June 30, 2003, (which included a six-month automatic-extension through December 31, 2003) for the provision of mental health program services for mentally disturbed adults. BACKGROUNDIR ", ON(S) FOR RECONNE]NDATION{S) This Contract meets the social needs of County's population in that it provides self-help programs for County's mental health clients and provides a mental health resource library/clearinghouse for County residents. On December 17, 2002, the Board of Supervisors approved Novation Contract #24-360-23 (as amended by Administrative Amendment Agreement #24-360-24) with Mental Health Consumer Concerns for the period from July 1, 2002 through June 30, 2003 (which included a six-month automatic extension through December 31, 2003) to provide, a self-help program for the Contra Costa Network of Mental Health Clients, operate the Contra Costa Community Center and continue the Consumer/ Community Support Worker Project. Approval of Novation Contract #24-360-25 replaces the six-month automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2004. This Contract includes a six-month automatic extension through December 31, 2004, in an amount not to exceed$86,139. FISCAL IMPACT: This Contract is funded 100% by State Substance Abuse and Crime Prevention Act (SACPA) - Prop 36 funds. No County funds are required. BACKGROUND/REASON, (S)FOR IIIECOMMENDATION(S): The Substance Abuse and Crime Prevention Act of 2000 (Prop 36) has mandated and funded Counties to establish Alcohol and Other Drug (AOD) treatment programs for non-violent drug offenders in lieu of incarceration. On February 6, 2001, the Board of Supervisors designated the County's Health Services Department, through its Community Substance Abuse Services Division, as the lead agency in Contra Costa County responsible for the implementation Of Prop 36 treatment efforts. On December 17, 2002, the Board of Supervisors approved Novation Contract #74-162-1 with Rubicon Programs, Inc. for the period from July 1, 2002 through June 30, 2003, (which included a six-month automatic extension through December 31, 2003) for the provision of dual diagnosis treatment services for County residents. Approval of Novation Contract#74--162-2 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2004. On August 6, 2002, the Board of Supervisors approved Novation Contract#24-723-54 (as amended by Administrative Amendment Agreement #24-723-55) with Neighborhood- House of North Richmond for the period from July 1, 2002 through June 30, 2003, (which included a six-month automatic extension through December 31, 2003)for the provision of substance abuse detoxification and residential treatment program services. BACKGROUND/REASON(S) FOR RECOMMENDATION(&: The Teen Traffic Education and Enforcement Project is a partnership between Contra Costa County's Public Health Department and the City of Richmond to reduce alcohol involved collisions for teens age 16-21 in the City of Richmond. Year 2000 data indicates that the City of Richmond ranks #1 in its size category for persons under 21 years old who had been drinking and driving, both by vehicle miles and population and ranks #3 by vehicle miles and #4 by population for incidents of hit and run. Under this Contract #22-887, the City of Richmond will conduct quarterly DUI and seat belt checkpoints and increase enforcement shifts of the Traffic Unit during holiday and peak periods, through June 30, 2005. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On December 10, 2002, the Board of Supervisors approved Contract #22-857, with The Perinatal Council, for the period from July 1 2002 through June 30, 2003, to coordinate and collaborate with other appropriate programs to provide a comprehensive home-visiting program for at-risk pregnant and parenting teens, African American and Latino women, and their children up to three years of age,, to ensure access to health insurance, quality prenatal, and other health care services . The Agreement with the First 5 Contra Costa Children and Families Commission was recently approved by the Board of Supervisors on October 28, 2003 . Approval of Contract #22-857-1 will allow the Contractor to continue to providing the Pregnancy Home Visiting Program through June 30, 2004 . FISCAL IMPACT: This Contract is funded by Enterprise I Budget . BACKGROUND/REASON(S)- FOR RECOMMENDATION(S) : According to the National Standards for Culturally Appropriate Services in health care, health care organizations are required to provide language assistance services at no cost to each patient with limited English proficiency, as well as, to patients who use sign language to communicate. In order to be in compliance with this mandate, the hospital and health centers has requested Asian Community Mental Health to provide translation services for the Ambulatory Care Unit . Under Contract #26-484, Contractor will provide translation services to Southeast Asian refugees at the County' s Richmond. Health Center including family case management services through June 30 , 2004 . FISCAL IM PACT: Funding for this Contract is included in the Department's Enterprise I budget. BACKGROUND/REASON(S)FOR RECOMMENDATION : In April 2002, the County Administrator approved and the Purchasing Services Manager executed Contract#23-325 (as amended by Contract Amendment Agreements#23-325-1 and#23-325-2) with Wilson Consulting,Inc., for the period from March 15, 2002 through December 31, 2003, to provide consultation and technical assistance to the Department with regard to County's Patient Accounting System. Approval of Contract #23--325--3 will allow the Contractor to continue providing services through December 31, 2004.
