SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS)
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on
behalf of the County,Novation Contract#74--035-5 with Early Childhood Mental Health Program, a
non-profit corporation, in an amount not to exceed $71,658, to provide mental health services to
recipients of the CalWORKs program and their children for the period from July 1, 2003 through
June 30, 2004. This Contract includes a six-month automatic extension through December 31,
2004, in an amount not to exceed$35,829.
FISCAL IMPACT:
This Contract is funded 100% by State Funds through the Employment and Human Services
Department.
CHILDREN'S IMPACT STATEMENT:
This CalWORKs program supports the following Board of Supervisors' community outcomes:
"Children Ready For and Succeeding in School" and"Families that are Safe, Stable, and Nurturing".
Expected program outcomes include an increase in positive social and emotional development, as
measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and a decreased use
of acute mental health care.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
On December 17, 2002, the Board of Supervisors approved Novation Contract #74-035-4 with
Early Childhood Mental Health Program for the period from July 1, 2002 through June 30, 2003,
(which included a six-month automatic extension through December 31, 2003) for the provision of
mental health services to recipients of the CalWORKs Program and their children.
Approval of Novation Contract#74-035-5 replaces the automatic extension under the prior Contract
and allows the Contractor to continue providing services through June 30, 2004.

RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of

Health Services

RECOMMENDATION
Approve and authorize the Health Services Director, or his designee (Donna
Wigand) to execute on behalf of the County, Novation Contract #74-112-4 with
Asian Community Mental Health Services, a non-profit corporation, in an
amount not to exceed $183 , 000, for the period from July 1, 2003 through June
30, 2004 , to provide mental health services, including individual, group,
and family collateral counseling, case management, and medication management
for Asian-language speaking CalWORKs participants . This Contract includes
a six-month automatic extension through December 31, 2004, in an amount not
to exceed $91, 500 .
FISCAL IMPACT:
This Contract is 100% funded by the State CalWORKs through the Employment
and Human Services Department .
BACKGROUNDIREASON(S) FOR RECOMMENDATION
In August 1997, the State of California Legislature passed Assembly Bill
1542 which brought major changes to the welfare programs previously operated
by the State . Among the changes was a provision which required treatment
of substance abuse and mental illnesses of Welfare-to-Work participants,
when these conditions interfere with participation in Welfare-to-Work
activities . Subsequently, the County' s Employment and Human Services
Department and Health Services Department signed Interdepartmental Services
Agreement #21-427, which allowed the Health Services Department to provide
substance abuse and mental health services to Welfare-to-Work participants
referred by the Employment and Human Services Department .
On December 10, 2002, the Board of Supervisors approved Contract #74-112-3
with Asian Community Mental Health Services to provide mental health
services, including individual, group and family collateral counseling, case
management, and medication management services for Asian-language speaking
CalWORKs participants to reduce barriers to employment, for the period from
July 1, 2002 through June 30, 2003 (which 'included a six-month automatic
extension through December 31, 2003) .
Approval of Novation Contract #74-112-4 replaces the six-month automatic
extension under the prior Contract, and allows Contractor to continue
providing services through June .30, 2004 .

(Adanna Henry) to execute on behalf of the County, Novation Contract
#24-948-10, with New Connections, a non-profit corporation, in an
amount not to exceed $662 , 253 , to provide substance abuse services,
perinatal day-treatment services and CalWORKs assessment services,
for the period from July 1, 2003 through June 30,, 2004 . This
Contract includes a six-month automatic extension through December
31, 2004, in an amount not to exceed $331, 127 .
FISCAL IMPACT:
This Contract is funded 1002.- by State CalWORKs funds through the
Employment and Human Services Department . No County funds are
required.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County' s population in that
it provides assessments and pre-treatment and pre-sobriety services
for substance abusing and mentally ill participants in the CalWORKs
program to help eliminate barriers to employment .
On December 17, 2002 the Board of Supervisors approved Contract
#24-948-9 with New Connections, for the period from July 1, 2002
through June 30, 2003 (which included a six-month automatic
extension through December 31, 2003) to provide substance abuse
treatment and recovery services, outpatient perinatal intensive day
treatment services and substance abuse and mental health assessment
services for participants in the CalWORKs Program.
Approval of Novation Contract #24-948-10 will replace the six-month
automatic extension under the prior Contract, and allow Contractor
to continue providing services through June 30, 2004 .

Approve and authorize the Health Services Director, or his designee (Adanna Henry) to execute on
behalf of the County, Novation Contract #24-578-21 with Sunrise House, Inc., a non-profit
corporation, in an amount not to exceed $397,288, to provide drug and alcohol residential and day
treatment services for the period from July 1, 2003 through June 30, 2004. This Contract includes a
six-month automatic extension through December 31, 2004,in an amount not to exceed$198,644.
FISCAL IMPACT:
This Contract is 63.6%Federally funded and 36.4% County funded.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that addicted individuals are
provided the opportunity to recover from the effects of alcohol and other drug use and become self-
sufficient individuals who can contribute to their families and communities as clean and sober
individuals.
On July 23, 2002, the Board of Supervisors approved Novation Contract#24-578-19 (as amended
by Administrative Amendment Agreement #24-578-20) with Sunrise House, Inc., for the period
from July 1, 2002 through June 30, 2003, (which included a six-month automatic extension through
December 31, 2003) for the provision of drug and alcohol programs and residential treatment
services.
Approval of Novation Contract #24-578-21 replaces the automatic extension under the prior
agreement and allows the Contractor to continue providing services through June 30, 2004.

Inc., a non-profit corporation, in an amount not to exceed$147,346, to provide residential substance
abuse treatment and detoxification services for the period from July 1, 2003 through June 30, 2004.
This Contract includes a six-month automatic extension through December 31, 2004, in an amount
not to exceed$73,673.
FISCAL IMPACT:
This Contract is funded 100% by State Substance Abuse and Crime Prevention Act(SACPA) -Prop
36 funds. No County funds are required.
B►ACKGROUNDAREASON(S)FOR RECOMMENDATION(S):
The Substance Abuse and Crime Prevention Act of 2000 (Prop 36) has mandated and funded
Counties to establish Alcohol and Other Drug (AOD) treatment programs for non-violent drug
offenders in lieu of incarceration. On February 6, 2001, the Board of Supervisors designated the
County's Health Services Department, through its Community Substance Abuse Services Division,
as the lead agency in Contra Costa County responsible for the implementation of Prop 36 treatment
efforts
On December 17, 2002, the Board of Supervisors approved Novation Contract #74-141--2 (as
amended by Contract Amendment Agreement #74-141-3) with Neighborhood House of North
Richmond, Inc., for the period from July 1, 2002 through June 30, 2003, (which included a six-
month automatic extension through December 31, 2003) for the provision of residential substance
abuse treatment and detoxification services for Prop 36 Court Referrals.
Approval of Novation Contract#74--141-4 replaces the automatic extension under the prior Contract
and allows the Contractor to continue providing services through June 30, 2004.

amount not to exceed $434, 527,, to provide residential and outpatinet
alcohol and drug abuse treatment services, for the period from July
11 2003 through June 30, 2004 . This Contract includes a six-month
automatic extension through December 31, 2004 in an amount not to
exceed $217, 263 .
FISCAL IMPACT:
This Contract is funded 1000 by State Substance Abuse and Crime

This Contract meets the social needs of County's population in that it provides outpatient substance
abuse treatment services to County residents with co-occurring substance abuse and psychiatric
disorders.
On February 25, 2003, the Board of Supervisors approved Contract #74-196 with Phoenix
Programs, Inc. for the period from February 1, 2003 through June 30, 2003, (which included a six-
month automatic extension through December 31, 2003) for the provision of outpatient Medi-Cal

the County, Novation Contract #74--043-7 with Seneca Residential and Day Treatment Center, Inc., a non-
profit corporation, in an amount not to exceed $540,000, to provide Therapeutic Behavioral Services for the
period from July 1, 2003 through June 30, 2004, This Contract includes a six-month automatic extension
through December 31, 2004, in an amount not to exceed$250,000.
FISCAL IMPACT:
This Contract is funded 50% by Federal Medi-Cal funds, 46% by State EPSDT funds, and 4% by
County Mental Health Realignment funds.
CHILDREN'S IMPACT STATEMENT:
This TBS program supports the following Board of Supervisors' community outcomes: "Children Ready
For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are
Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an
increase in positive social and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS), increase in family satisfaction - as measured by the Parent Satisfaction Survey,
decreased use of acute care system, and placement at discharge to a lower level of care.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
The State Department of Mental Health has established a mandated program to provide Therapeutic
Behavioral Services (TBS) to children ages 0-21 years of age and their families, who participate in the
Early and Periodic, Diagnosis, and Treatment (ESPDT) Supplemental Specialty Mental Health services.
This program provides services to eligible Medi-Cal beneficiaries less than 21 years of age who meet the
Mental Health Plan medical necessity criteria, who are members of the certified class and who meet the
criteria for needing these services.
On December 17, 2002, the Board of Supervisors approved Contract#74-043--6 with Seneca Residential and
Day Treatment Center,Inc. for the period from January 1, 2003 through June 30, 2003, (which included a six-
month automatic extension through December 31,2003)for the provision of Therapeutic Behavioral Services.
Approval of Novation Contract #74-043-7 replaces the automatic extension under the prior agreement and
allows the Contractor to continue providing services through June 30, 2004.

This Contract meets the social needs of County's population in that it provides specialized substance abuse
treatment and prevention programs so that addicted residents are provided an opportunity to prevent or
recover from the effects of alcohol or other drug use, become self sufficient, and return to their families as
productive individuals.
On September 10, 2002, the Board of Supervisors approved Novation Contracts #24-582-18 (as amended by
Administrative Amendment #24-582-19); #24-722-60 (as amended by Administrative Amendment
#24-722-61); #24-814-10 (as amended by Administrative Amendment #24-814-11); #24-873-11 (as
amended by Administrative Amendment #24-873-12); and #24-876-11 (as amended by Administrative
Amendment #24-876-12) with Bi-Betz Corporation for the period from July 1, 2002 through June 30, 2003,
(which included six-month automatic extensions through December 31, 2003) for the provision of substance
