This Contract includes a six-month automatic extension through December 31, 2004, in an amount not to exceed$35,829. FISCAL IMPACT: This Contract is funded 100% by State Funds through the Employment and Human Services Department. CHILDREN'S IMPACT STATEMENT: This CalWORKs program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School" and"Families that are Safe, Stable, and Nurturing". Expected program outcomes include an increase in positive social and emotional development, as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and a decreased use of acute mental health care. BACKGROUND/REASON(S)FOR RECOMMENDATION(S): On December 17, 2002, the Board of Supervisors approved Novation Contract #74-035-4 with Early Childhood Mental Health Program for the period from July 1, 2002 through June 30, 2003, (which included a six-month automatic extension through December 31, 2003) for the provision of mental health services to recipients of the CalWORKs Program and their children. Approval of Novation Contract#74-035-5 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2004. BACKGROUNDIREASON(S) FOR RECOMMENDATION In August 1997, the State of California Legislature passed Assembly Bill 1542 which brought major changes to the welfare programs previously operated by the State . Among the changes was a provision which required treatment of substance abuse and mental illnesses of Welfare-to-Work participants, when these conditions interfere with participation in Welfare-to-Work activities . Subsequently, the County' s Employment and Human Services Department and Health Services Department signed Interdepartmental Services Agreement #21-427, which allowed the Health Services Department to provide substance abuse and mental health services to Welfare-to-Work participants referred by the Employment and Human Services Department . On December 10, 2002, the Board of Supervisors approved Contract #74-112-3 with Asian Community Mental Health Services to provide mental health services, including individual, group and family collateral counseling, case management, and medication management services for Asian-language speaking CalWORKs participants to reduce barriers to employment, for the period from July 1, 2002 through June 30, 2003 (which 'included a six-month automatic extension through December 31, 2003) . Approval of Novation Contract #74-112-4 replaces the six-month automatic extension under the prior Contract, and allows Contractor to continue providing services through June .30, 2004 . On July 23, 2002, the Board of Supervisors approved Novation Contract#24-578-19 (as amended by Administrative Amendment Agreement #24-578-20) with Sunrise House, Inc., for the period from July 1, 2002 through June 30, 2003, (which included a six-month automatic extension through December 31, 2003) for the provision of drug and alcohol programs and residential treatment services. Approval of Novation Contract #24-578-21 replaces the automatic extension under the prior agreement and allows the Contractor to continue providing services through June 30, 2004. B►ACKGROUNDAREASON(S)FOR RECOMMENDATION(S): The Substance Abuse and Crime Prevention Act of 2000 (Prop 36) has mandated and funded Counties to establish Alcohol and Other Drug (AOD) treatment programs for non-violent drug offenders in lieu of incarceration. On February 6, 2001, the Board of Supervisors designated the County's Health Services Department, through its Community Substance Abuse Services Division, as the lead agency in Contra Costa County responsible for the implementation of Prop 36 treatment efforts On December 17, 2002, the Board of Supervisors approved Novation Contract #74-141--2 (as amended by Contract Amendment Agreement #74-141-3) with Neighborhood House of North Richmond, Inc., for the period from July 1, 2002 through June 30, 2003, (which included a six- month automatic extension through December 31, 2003) for the provision of residential substance abuse treatment and detoxification services for Prop 36 Court Referrals. BACKGROUND/.REASON(S)FOR RECOMMENDATIONW: This Contract meets the social needs of County's population in that it provides outpatient substance abuse treatment services to County residents with co-occurring substance abuse and psychiatric disorders. On February 25, 2003, the Board of Supervisors approved Contract #74-196 with Phoenix Programs, Inc. for the period from February 1, 2003 through June 30, 2003, (which included a six- month automatic extension through December 31, 2003) for the provision of outpatient Medi-Cal drug treatment services. BACKGROUND/REASON(S)FOR RECOMMENDATION(S): The State Department of Mental Health has established a mandated program to provide Therapeutic Behavioral Services (TBS) to children ages 0-21 years of age and their families, who participate in the Early and Periodic, Diagnosis, and Treatment (ESPDT) Supplemental Specialty Mental Health services. This program provides services to eligible Medi-Cal beneficiaries less than 21 years of age who meet the Mental Health Plan medical necessity criteria, who are members of the certified class and who meet the criteria for needing these services.
