SUBJECT: President's Family Justice Center Initiative
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
APPROVE and AUTHORIZE the County Administrator, or designee, to submit an application on behalf of the
County's Zero Tolerance for Domestic Violence initiative to the Department of Justice Office of Violence
Against Women for the President's Family Justice Center Initiative.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
The President's Family Justice Center Initiative is a pilot program that will provide $20 million in Fiscal Year
2004 for planning and development for the establishment of comprehensive domestic violence victim service
and support centers. Family Justice Centers are designed to bring together advocates from non-profit, non-
governmental domestic violence victim services organizations, law enforcement officers, prosecutors,
probation officers, governmental victims assistants, forensic medical professionals, civil legal attorneys,
chaplains, legal advocates, and representatives from community-based organizations into one centralized
location. The initiative will support the development and creation of 12 Family Justice Centers in various
communities nationwide. Individual sites may receive up to 1.5 million from the Office of Violence Against
Women.
Since its inception, the Zero Tolerance for Domestic Violence (ZTDV) Initiative has been recognized for its
innovation in the area of system change through a comprehensive, coordinated, community-wide approach
that interrupts the progressive cycle of violence, recognizing the cost effectiveness of integrated and
collaborative service strategies. The Family Justice Center Initiative's goal of improvising access to services
for victims and families is consistent with Zero Tolerance's visions and objectives.

SUBJECT: Office for Victims of Crime 2004 NCVRW Community Awareness Projects
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
APPROVE and AUTHORIZE the County Administrator, or designee, to submit an application on behalf of the
County's Zero Tolerance for Domestic Violence Initiative and the Advisory Council Against Domestic Violence
to the Office for Victims of Crime for a $5,000 grant for a Community Awareness Project.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
The Office for Victims of Crime (OVC) offers funding to organizations and agencies that are committed to
crime victim's rights and services for the purpose of promoting community awareness and outreach activities
that support the 2003 National Crime Victim's Rights Week (NCVRW) theme, Victim's Rights: America's
Values.
OVC will reimburse 60 communities across the United States up to $5,000 for expenses incurred in
conducting allowable, local, public awareness activities in support of NCVRW.
Since its inception, the Zero Tolerance for Domestic Violence (ZTDV) Initiative has been recognized for its
innovation in the area of system change through a comprehensive, coordinated, community-wide approach
that interrupts the progressive cycle of violence, recognizing the cost effectiveness of integrated and
collaborative service strategies. Community education is a vital component of this initiative.
The Advisory Council Against Domestic Violence has a long history of providing education to the community
on the issue of domestic violence. The Education/Prevention subcommittee will focus its efforts on this
activity.
