SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
CONSIDER authorizing the Chairof the Board of Supervisors to sign a letterto the Chairof
the Contra Costa Transportation Authority to encourage the evaluation of alternative
service models and management issues in their Paratransit Improvement Study.
FISCAL IMPACT
None to the General Fund.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Committee has received periodic reports on the Contra Costa Transportation
Authority's(Authority) Paratransit improvement Study since the Board referred this matter
to the Committee on July 8, 2003. The Authority initiated this study at the request of the
Board of Supervisors. $100,000 is budgeted for hiring a consultant to prepare the attached
scope of work(see Exhibit A). MTC contributed $50,000 for this effort. A consultant was
hired in June to begin work.

Preliminary draft findings and recommendations were presented to the TAC on November
20, and subsequently to the Paratransit Coordinating Council. While the study is scheduled
to be completed in January 2004,these preliminary recommendations were developed in the
absence any analysis of alternative service delivery models, management issues, or an
evaluation of proposals for enhancing the efficiency and effectiveness of paratransit services
as called for in the Scope of Work for this study.
The Committee is concerned that development of preliminary draft recommendations is
premature given the absence of completing a major portion of the scope of work and the
lack of documentation to substantiate its recommendations and be made available for
review and comment by interested parties. At this point, the Committee recommends that
the Board authorize the Chair to send a letter to the Authority encouraging adoption of a
schedule that allows the full analysis of the issues called for in the scope of work and a
through review of its findings by interested parties. Such a schedule will ensure the study's
recommendations will have the widest support possible and the best chance for success at
addressing the transportation needs the elderly and persons with disabilities.

The Board of Supervisors receives regular updates on the Contra Costa County Paratransit Improvement
study from staff. We have been informed that the preliminary draft findings and recommendations were
presented to the TAC on November 20, and subsequently to the Paratransit Coordinating Council. These
preliminary recommendations were developed in the absence of an documented analysis of alternative

service delivery models, management issues, or an evaluation of proposals for enhancing the efficiency and
effectiveness of paratransit services as called for in the Scope of Work for this study.
The Board is concerned that development of preliminary draft recommendations is premature given the
absence of a major portion of the scope of work. This omission is the documentation substantiating the
findings and recommendations. This information should be made available for review and comment by
interested parties.
It appears that the timeline is rather aggressive given the amount of material which still needs to be
produced and reviewed. The Board requests that the Authority adopt a schedule for this study that allows
the full analysis of the issues called for in the scope of work and a thorough review of its find* s b

interested parties. We are aware that the Authority is interested in making the study's findings available for
the debate on priorities for the renewal of Measure C. However, the addition of a month or two to the
schedule is important to ensure that the study's recommendations will have the widest support possible and
