December 9, 2003 SUBJECT: Acceptance of EPA Grant for Rodeo Waterfront SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: ACCEPT two $100,000 grants from the United States Environmental Protection Agency (EPA) to provide funding for environmental assessments at the Rodeo Waterfront FINANCIAL IMPACT: None. U.S. EPA Funds will be used for the project. BACKGROUND: Contra Costa County Redevelopment Agency has been selected by the US EPA to receive grant funding under the Small Business Liability Relief and Brownfields Revitalization Act for the Rodeo Waterfront. A brownfield is abandoned, idled, or underused industrial or commercial facility where expansion or redevelopment is complicated by real or perceived environmental contamination. EPA's Brownfields Program empowers states, communities, and other stakeholders in economic development to work together to prevent, assess, safely clean up, and the sustainable reuse of brownfields. Because the Rodeo waterfront site has potential of both petroleum and hazardous materials contamination, the Agency received $100,000 for petroleum related contamination and $100,000 for hazardous material related contamination. The grants will be implemented simultaneojusly. ABSENT: ABSTAIN: ATTESTED Contact: JOHN SWEETEN,AGENCY kd'RETARY cc: CAO County Counsel --- Redevelopment Agency By: eputy BACKGROUND (continued): The EPA funds will be used for a Phase I and Phase 11 environmental assessment, the development of a remediation plan, and community outreach associated with the process. Community outreach will include attending local community group meetings, hosting three project update workshops, and working with five local youth writers to create a newsletter to inform Rodeo residents. The Redevelopment Agency is working with the community to reestablish the Rodeo Waterfront as an economic and social center for Rodeo with a working marina, commercial and retail opportunities, and park and open space. The environmental assessment will be combined with a marina feasibility study and an economic analysis as a comprehensive Predevelopment Assessment Process to provide the Agency with relevant data and implementation plans necessary for revitalization. It is the Agency's intent to use the information provided from the predevelopment assessment process as a base map for a future community planning process that incorporates land use planning and design guidelines.
