RECOMMENDATION:
RECEIVE 2003 Annual Report submitted by the Public and Environmental Health Advisory
Board.
BACKGROUND:
On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/377, which requires
that each regular and ongoing board, commission, or committee shall annually report to the
Board of Supervisors on its activities, accomplishments, membership attendance, required
training/certification (if any), and proposed work plan or objectives for the following year, on the
second Tuesday in December.
Annual reports shall follow the following format and shall not exceed two typewritten
pages:

2003 Annual Report for
Public and Environmental Health Advisory Board (PEHAB)
Meeting Time/Locations:
Full Board: January 16, March 20, May 15, July 17, September 18, November 20. All meetings
were held from 9:30-11:45 a.m. at Summit Centre, 2530 Arnold Drive, Martinez, except on
January 16, which was held at 1465-D Enea Circle, Concord.
Steering Committee: February 20, April 17, June 19, August 21, October 16, December 18. All
meetings were held from 9-10:30 a.m. at 597 Center Ave., Suite 200, Martinez.

Reporting Period: January 1 — December 31, 2003
I. Activities
PEHAB meets on a bi-monthly basis as a full board, with the Steering Committee meeting on
alternate months to conduct administrative business. Every year, the board reviews and sets its
priorities for the coming year. This year, the priority areas were environmental health and
access to health care. The Access to Health Care Committee and the Environmental Health
Committee met on a monthly basis to follow issues related to these topics.
The Access to Health Care Committee follows issues for specific populations including seniors,
uninsured children and adults (both individuals and families), minority populations, and disabled
populations. Members are particularly concerned about health systems viability and
accessibility, emergency room closures, prescription drug costs, specialty/clinical services,
geographic accessibility, long-term care, chronic disease, and preserving a public health safety
net that includes community clinics.
The Environmental Health Committee spent considerable time reviewing proposed amendments
to the Industrial Safety Ordinance, and helping develop implementation plans for the County's
new Integrated Pest Management policy. Other committee priorities include dioxin,
environmental justice, asthma, air quality (e.g., auto pollution, wood burning fireplaces), and
providing education to policy makers and the public, (such as through the Pesticide Report and
Consumption of Contaminated Fish Report).
11. Accomplishments
Access to Health Care
• Wrote letter to John Sweeten, County Administrator, in response to Board of
Supervisor's request for PEHAB's inDUt MY-lArfiinrl

• Wrote letter to William Norton, Bay Area Air Quality Management District, regarding
developing rules to control refinery flare emissions.
• Wrote letter of endorsement for the Parents for a Safer Environment {PfSE) Coalition, to
support its efforts to urge local cities to adopt integrated pest management approaches.
• Reviewed proposed amendments to Contra Costa County's Industrial Safety Ordinance
and provided feedback to the Contra Costa Board of Supervisors.
111. Attendance/Representation
PEHAB filled three vacancies during 2003. The new members filled the following seats: Member
At-Large, East County, Member At-Large, General, and the Immigrant Community
representative. We are continuing recruitment for the vacant Labor and second At-Large, East
County seats.
PEHAB maintains a diverse board through geographic representation, as well as health care
professionals and community members who represent a wide range of ethnic groups, age
groups, and constituency groups. Throughout the year, PEHAB has maintained a quorum at all
meetings, except for the November meeting. No actions were taken at the November meeting
due to lack of a quorum.
IV. Training/Certification
PEHAB hosted several trainings during 2003 to keep members informed on public and
environmental health issues. The trainings were:
• Transportation issues related to Measure C and Overview of Roadblocks to Health
report by the Transportation and Land Use Coalition by Jeff Hobson and Sita
Chokkolingharn
• Overview of the new West County Asthma Project—Kim Cox, Program Manager, Public
Health Division
• Presentation on West Nile Virus—Craig Downs, General Manager, Contra Costa
Mosquito and Vector Control District
• The Public Health Department's role in emergency preparedness — Erika Jenssen,
Health Emergencies Coordinator
• Presentation from Gwenn White, Program Coordinator, On the Move with Foodwise, on
food security issues and opportunities to improve community access to healthy foods
The Environmental Health Committee also received a great deal of informal training from
Michael Kent, Hazardous Materials Ombudsman, in order to better understand issues related to
the Industrial Safety Ordinance.
