HomeMy WebLinkAboutMINUTES - 12022003 - SD7 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA SUBJECT: Resolution Calling for a Special } Election to be Conducted in Contra } RESOLUTION NO. 2003/_7 a I_ Costa County on the Question of } Whether Voters Shall Approve a$1 } Increase on the Seven State-Owned } Bridges in the San Francisco Bay Area } with Funds to be Used for a Regional } Traffic Relief Plan Pursuant to SB 916 } WHEREAS, in October 2003,the California Legislature enacted and the Governor approved SB 916 (codified as Chapter 715 of Statutes 2003)to authorize and fund a Regional Traffic Relief Plan in the vicinity of bridge corridors throughout the San Francisco Bay Area; WHEREAS, SB 916(at Streets and Highways Code, § 3092 1)requires a vote of the people to authorize a one dollar($1)toll increase on all toll bridges in the Bay Area(except the Golden Crate Bridge)to fund the projects set forth in SB 916, and WHEREAS, SB 916 (at Streets and Highways Code, § 3092 1)requires that the City and County of San Francisco, and the Counties of Alameda, Contra Costa, Marin, San Mateo, Santa Clara, and Solano each call a special election to place this measure on the ballot and to consolidate the election with the March 2, 2004 primary election, NOW, THEREFORE BE IT RESOLVED by the Board of Supervisors of Contra Costa County that: 1. This Board calls a special election to be conducted on Regional Measure 2 a measure to ask the voters to (1)approve a Regional Traffic Relief Plan, and(2)to fund this plan with a one dollar ($1)toll increase on all toll bridges in the Bay Area(except the Golden Gate Bridge); 2. This County shall consolidate this election with the March 2, 2004 primary election; 3. Pursuant to Streets and Highways Code, § 30921 (b),the County Registrar of Voters shall submit the following question to the voters as Regional Measure 2, stated separately in the ballot from state and local measures: "REGIONAL MEASURE 2" "Shall voters authorize a Regional Traffic Relief Plan that does the following: (1) Directs revenues generated through the collection of bridge tolls',to provide the following projects: (A)Expand and extend BART. (B)New transbay commuter rail crossing south of the San Francisca-Oakland Bay Bridge. (C) Comprehensive Regional Express bus network. (D)New expanded ferry service. (E) Better connections between BART, buses, ferries, and rail. (2) Approves a one dollar($1)toll increase effective July 1, 2004, on all toll bridges in the Bay Area, except the Golden Gate Bridge?" 4. The County Registrar of Voters is directed to include in the ballot pamphlet for the measure a detailed description of the Regional Traffic Relief Plan detailing the projects, services, and planning requirements set forth in Streets and Highways Code, §§ 30914 (c)'& (d)and 30914.5 (d)-(f), as prepared and provided by the Metropolitan Transportation Commission; RESOLUTION NO.2003/ " — S. The County Registrar of Voters is directed to report the results of the special election pursuant to Streets and Highways Code, § 30921 (d). 6. Pursuant to Streets and Highways Code, § 30921 (d), if a majority of all voters voting on the question at the special election vote affirmatively,the Bay Area Toll Authority will adopt the increased toll schedule to be effective July I, 2004, 7. According to Streets and Highways Code, § 30921 (f),this County will be reimbursed for the incremental costs of submitting this measure to the voters of this jurisdiction. 8. The County Registrar of Voters is hereby authorized and directed to provide all notices and take all other actions necessary to holding this election.
