II. Accomplishments
• Drafted a Letter to the Editor of the Contra Costa Times speaking out against the Pleasant
Hill Planning Commission's denial of a permit for the Crestwood Residential Treatment
Facility at 550 Patterson. (A Permit was granted and the Residential Treatment
facility was opened.)
• Forwarded to the Board of Supervisors request for"May is Mental Health Month"
Proclamation.
• Recommended to Mental Health Director Donna Wigand that EPSDT funding be provided
to pay for the ARF Program therapist so the Pet Assisted Therapy Program could continue
at Chris Adams Center for Girls. (Funding was provided and the program continues.)
• Promoted the need for the West County Community Center. (Thee WestCounty
Community Center opened this Fall.)
• Advocated for EPSDT funded positions for transitional age youth. (Funding was
provided for 5 ease managers: 2 in Central and East County and I in West County.)
• Advocated with Elder Abuse Services for changes in the 5150 Form. (Ni lost of the
proposed changes were adopted.)
• Commended Judith Schwartz for her work on the videotape which received a Bronze
Award at the Federal Grant Conference.
• Commended Steve Bautista, Head of Probation for his Gold Award from the Federal Grant
Conference.
• Commended CCTV Cameraman Bruce Stamm.
+ Forwarded to the Board of Supervisorsa request for"October 5-11, 2003'is Mental Health
Awareness Week"Proclamation.
• Participated in National Depression Screening Day. (Ours is the only Rental Realth
Commission in the State to organize and actively participate in National Depression
Screening Day.)
• Drafted a letter in support of the reappointment of Stephen Mayberg, Ph.D. as Director of
California DMH.
• Drafted a letter in support of"Statement to a New Administration from the California
Mental Health Constituency."
• Drafted a letter to Governor Schwarzenegger urging that the VLF monies be backfilled for
Mental Health Services.
• Approved a site visit protocol for the Commission.
• Presented at the CMHACY(California Mental Health Advocates for Children and Youth)
Conference on the topic of"System of Care Makes Sense for California"
• Presented at the Rose Jenkins Conference on the topic of"Options for Success:
Collaborative Funding for Program Expansion---Using School-Based Programming with
Collaborative Funding to Support Families and Children.."
• Gathered toys, video tapes, decks of playing cards, stuffed animals, and books for use by
children while at Psychiatric Emergency.
• Through a monetary gift from an individual at Walnut Creek Presbyterian Church,
purchased magazine subscriptions for use by children while at Psychiatric Emergency.
• Developed collaborative efforts with the Sheriff's Department and other law enforcement
agencies, as well as the District Attorney, Probation and the Public Defender's office.
• Through the Older Adult Committee, hosted a Public Hearing on"Addressing the Issue of
Homeless Mentally Ill Elders in Contra Costa County."
• Through the Older Adult Committee,hosted a"Homeless Housing Development
Symposium."
• Completed PACT Model Revisions to be forwarded to publisher,NAMI.

Children and Youth)and the Rose Jenkins Conferences.
V. Proposed Work Plan/Obiectives for Next Year
• Continued advocacy for children's,transitional-aged youths, adults and older adults mental
health services
• Seeking additional funding to help ensure vital mental health programs do not get cut
• Working toward greater collaboration between County agencies
• Addressing the need of Children's Emergency Psychiatric Unit in Contra Costa County
• Addressing concerns raised the closing of the geriatric psychiatric unit in Contra Costa
County
• Developing a plan to obtain housing for homeless mentally ill seniors
• Getting a Mobile Crisis Team up and running in Contra Costa County
• Continued advocacy for a mental health court in Contra Costa County
• Investigating implementing a Crisis Intervention Team
• Working with law enforcement to develop a Liaison Officer Program
• Addressing concerns regarding the treatment of mentally ill inmates at the Martinez
Detention Facility
