The Commission comprises seven members, five of which are At Large and two of which are tenants of the Authority. The Internal Operations Committee reviews nominations for all Commission seats. The Internal Operations Committee, at its November 3, 2003 meeting, reviewed and approved the above nomination and recommends to the Board of Supervisors appointment of Ms. Tenes to the Commission. The Housing Authority Executive Director also recommended that Ms. Tenes be appointed to the Housing Authority Board of Commissioners as tate representative of the public housing program or Section 8 Housing Choice Voucher Program, however, our Committee is not recommending that appointment at this time out of concern that Ms. Tenes will only be able to attend one Board of Commissioners meeting per month. We have, therefore, asked the Housing Authority Executive Director to reconsider the pool of candidates eligible for that position, and return to the IOC with another nomination. Glover Supervisor, District 5 315 East Leland Road Contra Costa County Pittsburg, CA 94565 Subject: Advisory Housing Commission Vacancy Dear Supervisors Ullk6ma and Glover: In May I wrote you about the Advisory Housing Commission vacancy that comes under the review and recommendation of the Internal Operations Committee. Since then the Housing Authority conducted an outreach for candidates including postings at all of our public housing developments, a notice on the Housing Authority's website, and direct mailing to all of our Section 8 Housing Choice Voucher participants. This vacancy is one of two vacancies that must be filled with a participant of either our Section 8 Housing Choice Voucher program or our public housing program. From this outreach, twelve (12)applications were received. All applications were provided to a three person screening subcommittee of the Advisory Housing Commission. Those serving on the screening subcommittee were All Fleck, Richard Lujan, and Geneva Green. This committee reviewed the applications and interviewed all of the candidates who were willing to meet. The factors considered by the subcommittee were 1)the affordable housing interests of the candidates, 2)their willingness and ability to attend and participate in the meetings and activities of the Commission, 3)their cooperative spirit,4) any special skills, background or positions that would likely assist the individual to be an effective Commissioner, and 5)whether the candidate reflects the racial, gender, geographic, and economic diversity of Contra Costa County complementary to the current composition of the Advisory Housing Commission. The screening subcommittee is recommends Diana Tones,a Housing Choice Voucher participant for your consideration. According to our records, the term of this vacant seat, which was created due to the resignation of Julie Medina, expires March 31, 2004. On November 18, 1999 the Board of Commissioners created one additional seat on the Board to comply with new federal law requiring that at least one participant in either the public housing program or Section 8 Housing Choice Voucher program sit on the Board of Commissioners. At the same time,the Board of Commissioners approved a selection process for this newly created position, as follows: the Executive Director will ask one of the two Resident Advisory Housing Commissioners if they are willing to serve as the Resident Commissioner on the Board of Commissioners. Ms. Tenes has said that she is willing to serve. I am also recommending that the Board of Commissioners consider deliberating on Housing Authority business only on the 3'd Tuesday Board of Supervisors meetings or at other scheduled meetings if necessary. As you know, it has been the practice of the Board to consider Housing Authority business at all of the meetings of the Board of Supervisors, which are typically held weekly. As a practical matter, Ms. Tenes has indicated that, being an employed single mom moving toward self-sufficiency, it would be difficult for her to attend weekly meetings. The reality is that anyone eligible and Wiling to serve in this capacity would likely find it extremely difficult to attend weekly meetings. I have attached copies of all applications received. I believe that I have earned my qualifications to serve on this commission not only because of the 5 years that I have been on the Bayo Vista Resident Council. 5 years as a board member but also as president of the organization for the last 2 of those years but also because of HUD sponsored training seminars that I have been fortunate to receive. I have also been certified a trainer by The National Low Income Housing Coalition and ENPHRONT(Everywhere and Now Public Housing Residents Organizing Nationally Together)to train Public Housing residents,Public Housing Authority staff and others regarding resident participation in decision making about the future of their communities. Even though there will be much more for nit;to learn if I am appointed to the commission I can not help but feel that the knowledge I have accumulated in the past 5 years and my sincere passion for wanting to improve tyre quality of life for all of us living in low income housing developments and section 8 participants will only help me in my efforts to perform my duties as a commissioner. ..................... ................................................ ATTACHMENT 13 Other comments: Although my past efforts to try and hold the Housing Authority accountable for its actions in regards to dealing with the Bayo Vista Resident Council,and not abiding to some of the federal regulations have been characterized by some as a personal vendetta that I have against the Housing Authority.
