SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOM'MENDAT'ION:
Authorize the Contra Costa County Librarian to apply for and accept California State Library funding in the amount
of$53,402, for the period of July 1, 2003, through June 30, 2004, to fund three (2 FTE) Library Literacy Specialist
—Project positions.
FINANCIAL IMPACT:
Funds committed to Project Second Chance by the Contra Costa County Library, PSC, Inc., private foundation
grants and other private donations will be matched by the California Library Literacy Services (CLLS) using anew
single funding formula for all components funded separately in the 2002/2003 fiscal year, and based on the State
Library funding for that fiscal year as well as funds certified for fiscal year 2003/2004 from the Contra Costa
County Library, PSC, Inc., private grants and other donations. The components for the Contra Costa County
Library adult literacy program are Adult Literacy Services(ALS) and Families For Literacy(FFL). The total amount
being certified is$260,441. Contra Costa County Library funds total $177,971; and $82,470 in funds provided by
PSC, Inc.
BACKGROUND:
Legislation in 2003, known as AB 1266, Article 4.6, Sec. 18880-18884, established the Califomia Library Literacy
and English Acquistion Services Program. The amount available through this program is based upon funds
provided by the Contra Costa County Library's local funds and funds raised through community support and/or
grants. Beginning with the 2003/2004 fiscal year, CLLS funding will be based on a new single funding formula,
and will be dispersed by a formula that will include a baseline amount for Adult Literacy; an amount "per adult
learner served;" a baseline amount for Families For Literacy services; and a matching portion based on each
locally certified dollar raised. County funding is available for a full-time Library Literacy Director and one full-time
Senior Clerk. Additional funding is sought through CLLS funds to fund one full-time and two part-time Library
Literacy Specialists — Project, to serve as tutor/learner coordinators in Central/West and East Contra Costa
County, and Families For Literacy (FFL) coordinator. They will recruit and train volunteer tutors, maintain
tutor/learner relationships, interview adult learners for placement with tutors, evaluate tutoring processes,
recommend tutoring materials, offer special programs for adult learners with pre-school age children, and
distribute birthday books to FFL participants.

SUBJECT: State Sudden Oak Death (SOD) Contract for FY 2003-04
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)A BACKGROUND AND JUSTFICATION
RECOMMENDATION(S):
AUTHORIZE the Agricultural Commissioner or his designee, to sign an agreement with
the California Department of Food and Agriculture (CDFA). Agreement No. 03-0541
proposes to reimburse the County $59,408.00 for providing regulatory enforcement
activities. The contract is effective July 1, 2003 through June 30, 2004.
BACKGROUND:
The California Department of Food and Agriculture is the lead agency for a Multi-
Agency Task Force, known as the California Oak Mortality Task Force (COMTF),
which was farmed to develop a coordinated effort to address what is called Sudden
Oak Death. Due to CDFA's responsibilities under the COMTF and its statutory
authority to establish quarantines, CDFA must enter an agreement with the
impacted county in order to comply with the requirements of AB 62 (Midgen).
The role of the County Department of Agriculture is to perform regulatory inspection
activities, to issue compliance agreements, and to do related survey work that will
ensure that affected businesses including nurseries, firewood dealers, tree services,
green waste and compost facilities, etc., are in compliance with CDFA's Oak
Mortality Disease Control Regulations.

Collaborating with the University of California, San Francisco (UCSF) and California Active Aging Project, the
Employment and Human Services Department Aging and Adult Services Bureau will organize and manage an
Active Aging Community Task Force that will implement work plan activities. The Task Force will implement
1)community-based physical activity programs which include strength training,balance and mobility exercise
aimed at maintaining functional fitness and reducing the risk of chronic disease and falling in seniors, and 2)
increase public awareness about benefits of physical activity for seniors. Additionally, services include
developing a plan to sustain the task force and/or its achievements in the community after the funding cycle is
complete.

As part of the Child Welfare Redesign effort, the Employment and Human Services Department's Children and
Family Services Bureau received grant funding from the Stuart Foundation for the Family to Family Initiative to
develop relationships with Community Partners and enhance the Team Decision Making (TDM)process. The
objectives are to include community members and other individuals in the decision process to remove children
from their families, strengthen partnerships with local domestic violence agencies, and increase the attendance of
domestic violence staff at TDM meetings.
The Stuart Foundation is awarding additional funding to support and augment the efforts of this project.

The Service integration Program provides integrated services of the County Departments of Employment
and Human Services, Health Services and Probation at the Bay Point and North Richmond Family
Service Centers. Services provided include Employment Services, CalWORKs/Food StampsfMediCal,
Child Welfare, Public Health, Children's Mental Health, Probation and linkage to the public schools.
This proposal requests support for the Service Integration Program's Bay Point Community Career
Center. This community-run employment center, which was established in early 1998, is a major asset for
the community, providing residents with many employment resources. The Career Center's membership
continues to grow; in 1'Y 02-03, the Career Center served over 1,000 individuals.
This CDBG proposal requests funding for staff positions filled by Bay Point residents at the Career
Center. These positions support a neighbor-to-neighbor strategy of moving community residents into the
workforce and up the job ladder.

proposal to the Contra Costa County Community Development Department for$15,000 to continue
supporting a Substance Abuse/Mental Health component of the Service Integration Program for the
period July 1, 2004 through June 30, 2005.
BACKGROUND/REASON($) FOR RECOMMENDATION(S):
The Service Integration Teams (SIT) provide integrated services from the County Departments of
Employment and Human Services, Health Services, and Probation at the Bay Point and North Richmond
Family Service Centers. Services provided include employment services, CalWO'RKs/Food
Stamps/MediCal, Child Welfare, Public Health, Children's Mental Health, Probation and linkage to the
public schools.
This proposal would support the on-going collaborative partnership started in the fall of 1998 with New
Connections to provide substance abuse and adult mental health services in the SIT communities.
Substance abuse and adult mental health services are a critical need in the SIT communities. The
incorporation of these services into the SIT program's integrated services program model allows families
in the SIT communities to be served in a comprehensive and holistic manner.
The CDBG proposal will provide 1.0 FTE Substance Abuse and Mental Health Counselor(s) to provide
families living in Bay Point, North Richmond, San Pablo and Parchester Village with pre-treatment,
assessment and referral services. The Counselor(s) will also provide consultation services to SIT staff,
multiplying services to SIT families and the communities at a decreasing cost of services per person
served.

APPROVE and AUTHORIZE the Community Services Director or designee to
execute and submit contract amendment No 3 (County #39-880-3) with the
Regents of the University of California at Berkeley in the amount of $10,000 for a
new maximum reimbursable amount of $20,000, and to extend the contract
period from August 31, 2003 to August 31, 2004 for vision screening and eye
examinations for Head Start program eligible children.
FINANCIAL IMPACT:
This contract is State funded through the University of California at Berkeley. If
approved, funds will be added to the Community Services Department's FY
2003-04 budget via an appropriation adjustment. No County match is required.
REASONS FOR RECOMMENDATIONS/13ACKGROUND:
These funds are provided to the Contra Costa County Community Services
Department for cooperation in the VIP Study Program of the University of
California at Berkeley. The VIP Study Program of the University of California at
Berkeley will provide vision screening and eye examinations for up to 300 Head
Start program eligible children. Vision screening and eye examinations will be
conducted in The VIP Mobile Vision Van while onsite at Contra Costa County
Head Start facilities.
The Community Services Department supports two of Contra Costa County's
community outcomes: "Children Ready for and Succeeding in School" and
"Families that are Safe, Stable and Nurturing." These outcomes are achieved by
offering comprehensive services, including high quality early childhood education,
nutrition, and health to low-income children throughout Contra Costa County.

RECOMMENDATION(S):
APPROVE and AUTHORIZE the Community Services Department Director or designee to
submit a funding application to the California Department of Education in the amount of
$6,797,705 for continuing general childcare and state preschool services for the period from
July 1, 2004 through June 30,2005.
FINANCIAL IMPACT:
Funding is through the California Department of Education. If application and isubsequent
contract is approved, funds will be included in the Community Services Department's budget
for FY 2004-05. There is no net County cost needed for this contract.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Child Development Division supports two of Contra
Costa County's community outcomes: "Children Ready for and Succeeding ;in School"
and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by
offering comprehensive services, including high quality early childhood ! education,
nutrition, and health services to low-income children throughout Contra Costa County.

Contractual agreements between the County and the California Department of Education are
renewed annually until either the County or the California Department of Education decides
to terminate funding. The County is required to apply annually for renewal in order to
continue receiving reimbursement for general childcare and state preschool services provided.
Rather than submit separate applications for renewal of each individual California
Department of Education Agreement (GPRE, GCTR, GWAP, FCTR), the State; allows the
County to submit a comprehensive application for renewal.
Approval of this application by the California Department of Education will result in
$6,797,705 in reimbursable funding, which will allow the Community Services Department
to continue to provide general childcare and state preschool services to program eligible
children.
