County Paratransit Improvement study from staff: We have been informed that the preliminary draft findings and recommendations were presented to the TAC on November 20, and subsequently to the Paratransit Coordinating Council. These preliminary recommendations were developed in the absence of any documented analysis of alternative service delivery models, management issues, or an evaluation of proposals for enhancing the efficiency and effectiveness of paratransit services as called for in the Scope of Work for this study. The Board is concerned that development of preliminary draft recommendations is premature given the absence of a major portion of the scope of work. This omission is the documentation substantiating the findings and recommendations. This information should be made available for review and comment by interested parties. It appears that the timeline is rather aggressive given the amount of material which still needs to be produced and reviewed. The Board requests that the Authority adopt a schedule for this study that allows the full analysis of the issues called for in the scope of work and a thorough review of its findings by interested parties. We are aware that the Authority is interested in making the study's findings available for the debate on priorities for the renewal of Measure C. However, the addition of a month or two to the schedule is important to ensure that the study's recommendations will have the wiriest support possible and the best chance for success at addressing the transportation needs the elderly and persons with disabilities. Specifically, the Board charged the Commission with drafting a hazardous materials storage and transportation plan and ordinance, coordinating the implementation of the hazardous materials release response plan and inventory program, and to analyze and develop recommendations regarding hazardous materials issues with consideration to broad public input, and report back to the Board on Beard referral's. The bylaws of the Commission provide that two representatives of cities be appointed by the City Selection Committee pursuant to Article It (50270 et Seq.)of Chapter 1, Part 1 of Division l of Title 5 ofthe Government Code.
