Recommended Action: ADOPT Resolution 2003/ 727 amending the duration of the term for the appropriations limit increase election on March 2, 2004 for County Service Area R47A, superseding and replacing Resolution 2001/430, Alamo area. (District 111) BATE. December 2, 2003 PAGE: 2 111. Reasons for Recommendation and Background: Resolution No. 2003/430 called for an appropriations limit election on March 2, 2004 for fiscal years 2003/03 —2007/08. The staff report and resolution language should have stated the term of the election as 2002/03 through 2005/06. This Board action and new resolution corrects the dates and conforms to State law, which allows only four intervals between elections. The prior resolution called for six years. 1V. Consequences of Negative Action: The Alamo community will not have access to the entire limit of funding from County Service Area R- TA without the voter approval for increasing the appropriations limit. THE BOARD OF SUPERVISORS OF CONTRA. COSTA COUNTY,CALIFORNIA Adopted this Resolution on December 2, 2003,by the following vote: AYES. SUPERVISORS GIOIA, UILKEMA, GREENBERG, GLOVER AND DESAULNIER NOES: NONE ASSENT: NONE ABSTAIN: NONE RESOLUTION NO. 2003/727 SUBJECT: In the matter of calling an appropriations limit increase election within the County Service Area R-7A, Alamo area. (District IlI) The Board of Supervisors of Contra Costa County as the Board of Directors of the County Service Area R-7A(CSA R-7A) RESOLVES THAT: 1, Date. Consolidation, Pursuant to Section 4 of Article XIII-B of the California State Constitution, an appropriations limit increase election is hereby called for CSA R-7A on March 2, 2004 and it shall be consolidated with any other election(s)in CSA R-7A on that date. 2. Ballot Measure. This election shall be conducted by submitting to the voters of CSA R-7A the ballot measure in substantially the following form: "Shall the appropriations limit under California Article X11-B for County Service Area R-7A (Alamo Parks and Recreation) be increased to $675,000 and adjusted for changesin the cost-of-living and population, with the increase effective for the fiscal years 2002/2003 through 2005/2006 (inclusive) to provide for the expenditure of funds that will be available to the Service Area during the stated fiscal years?" 3. Notice. Conduct. The County Clerk (Elections) shall take all steps necessary to provide appropriate notice of the election and. to conduct it in accordance with applicable provisions of the Elections Code (Sec, 5200 ff.) 4, Mail-Ballot. The election shall not be by mail ballot.
