SUBJECT: Authorization to Negotiate Long-Term Lease and DevelopmentTerms with development
res ondents for the Buchanan Development Project,Pacheco Area.
SPECIFIC REQUEST(S)OR,RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Public Works Director,or his designee,to NEGOTIATE,on behalf of
the County, terms of a long-term ground lease between the County, as Landlord, and respondents to a
development solicitation letter that Airport staff circulated for the lease and development on approximately
7.5 acres located north of the Airport Offices at 550 Sally Ride Drive,known as the Buchanan Development
project.
II. FINANCIAL IMPACT:
There is no negative impact on the General Fund.The Airport Enterprise Fund could realize lease and other
revenues and the County General Fund could realize sales tax and other revenues if a lease is successfully
negotiated.

respondents for the Buchanan Development Project,Pacheco Area.

111. REASONS FOR RECOMMENDATION/BACKGROUND:
On October 14, 2003, the Board of Supervisors adopted the Negative Declaration in compliance with the
California Environmental Quality Act,and authorized staff to advertise the Buchanan Development project
at their discretion.
On October 30,2003,the Contra Costa County Public Works—Airports Division received a letter of intent
from an existing commercial tenant to develop the Buchanan Development project on the subject site.
Airport Division staff subsequently spoke with the Federal Aviation Administration's (FAA) Airports
District Office (ADO) regarding this request. ADO requested that the Airport notify existing commercial
tenants at Buchanan Field and Byron Airport to solicit other competitive interest in the property.
On November 6, 2003, development solicitation letters were sent to existing commercial tenants at the
Buchanan Field and Byron Airports,as requested by the FAA,to determine competitive interest in providing
aeronautical services and associated development at the Buchanan Development project location. The
development solicitation letter provided a response deadline of Friday,November 21, 2003, for interested
parties.
Negotiation of lease terms would expand economic development activity at the Buchanan Field Airport,
provide additional revenues to the Airport Enterprise Fund, and allow Contra Costa County airport
businesses to develop an aviation related business.A business proposal must be consistent with the Airport
Master Plan and General Plan for consideration.
IV. CONSEQUENCES OF NEGATIVE ACTION:
The County General Fund and the Airport Enterprise Fund would not realize the additional revenues. The
County-owned land would remain vacant and may negatively impact general aviation aircraft facilities,
services and Airport demand needs
