SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
L RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment
with Leigh Fisher Associates,effective January 1,2004 through June 30,2005,to increase payment limit by
$123,415 to a new payment limit of$473,015 for administrative services for the Byron Master Plan,Byron
Airport's Airport Improvement Program,Byron area.(67%Federal Aviation Administration Funds&33%
Airport Enterprise Funds) (District III) Project No. 3-06-440$-10
II. FINANCIAL IMPACT:
There is no impact on the General Fund. The total contract cost for the MasterPlan is $473,015, of which
about $158,415 (33%) is from the Airport Enterprise Fund and $315,040 (67%) is funded by a Federal
Aviation Administration (FAA) grant. Project includes about$17,000 for environmental review.

IIL REASONS FOR RECOMMENDATION/BACKGROUND:
On September 25, 2001, Contra Costa County was awarded a Federal Aviation Administration (FAA)
Airport Improvement Project(AIP)grant in the amount of$315,000. The grant was awarded to update the
existing Byron Airport Master Plan and create an Airport Business Plan. After the grant was awarded,
exploring the feasibility of Byron Airport becoming an air cargo facility became a priority. As a result,the
Master Plan process was broken into two phases with Phase I focusing on air cargo and Phase II on the
master plan and business plan components.
On December 17, 2002, Contra Costa County contracted with Leigh Fisher Associates to perform the air
cargo feasibility analysis and, upon completion, the master plan for the Byron Airport. The air cargo
feasibility analysis increased project costs and it was anticipated that additional FAA funds would be
leveraged. However, the additional FAA funding did not materialize and the Airport Enterprise Fund was
required to cover additional costs.The air cargo feasibility analysis also added over a year to the master plan
process and the current contract with Leigh Fisher expires at the end of December 2003.
On May 20, 2003, the Board of Supervisors accepted the report status of the air cargo feasibility analysis,
directed staff to proceed with the master plan process and to give a status report to the East County
Municipal Advisory Committees and Cities. Staff gave a status report to the East County Municipal
Advisory Committee and Cities on May 31, 2003.
On October 28,2003,the Board of Supervisors accepted the Phase I Byron Airport Air Cargo Feasibility and
Roles Assessment Final Report. Upon acceptance, Leigh Fisher began Phase II the Byron Airport Master
Plan and Business Plan. Phase II is anticipated to take nine to twelve months to complete. To maximize
public participation,the process will include a three-tiered approach, a County staff working committee, a
Master Plan Steering Committee and larger, general public meetings throughout the development process.
County staff will ensure that County policies, plans, and standards are incorporated in the process. The
Steering Committee will provide external policy direction for the process and include representatives from
neighboring jurisdictions, businesses, pilots, economic development/environmental/community serving
organizations,Municipal Advisory Committees,elected officials,and the like.The broader public meetings
will provide an on-going opportunity to make sure that plans and policy direction are consistent with
residents of the greater Byron area.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the consultant contract amendment with Leigh Fisher is not approved, the update to the Byron Airport
Master Plan and Business Plan will not be completed.
