BOARD OF SUPERVISORS otra FROM: COUNTY ADMINISTRATOR'S OFFICE t Costa DATE: DECEMBER 2, 2003 SUBJECT: APPOINTMENTS TO THE FAMILY AND CHILDREN'S `� -3•��-- County TRUST COMMITTEE SPECIFIC REQUESTS)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: REFER all future recommendations for appointments to the Family and Children's Trust Committee,other than district appointments and appointments from other Advisory Boards/Committees, to the Family and Human Services Committee rather than the Internal Operations Committee for review. FISCAL IMPACT: None BACKgROUND: The Family and Children's Trust Committee was established in April 1985 as an advisory committee to the Board of Supervisors,with the specific charge to recommend to the Board of Supervisors how to allocate funds from the State Child Abuse Prevention Fund, the Birth Certificate Funds,and the Ann Adler Family and Children's Trust Fund. In 1997, the FACT Committee was requested to also assume responsibility for recommending the allocation of Child Care Affordability funds to the Board of Supervisors. On October 14, 2003,the Board of Supervisors approved recommendations from the Family and Children's Trust Committee on the disbursement process for 2004/2005 Child Care Affordability Funds and restructuring of FACT's membership categories. FACT is made up of representatives from a variety of specified Boards/Committees, district appointees of Board members, and five at-large members selected from a variety of community groups in the County. Members, other than the district appointees and the Board/Committee representatives designated by the individual Boards/Committees themselves, are appointed by the Board of Supervisors after review and recommendation by the Internal Operations Committee. Because the Family and Children's Trust Committee is concerned with matters more naturally aligned with the business of the Family and Human Services Committee, and has oversight of the allocation of funds, it is recommended that, henceforth, appointments, other than those noted above, be reviewed by the Fatuity and Human Services Committee, rather than the Internal Operations Committee, prior to submission to the full Board for approval.
