TO.: BOARD OF SUPERVISORS Contra FROM: Millie Greenberg, Supervisor District III Costa County DATE: December 2, 2003 SUBJECT: ABBREVIATING BALLOT STATEMENT FOR MEASURE REGARDING SPECIAL TAX MEASURE FOR COUNTY SERVICE AREA P-2(ZONE A) SPECIFIC REQUES-RS)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S)' Adopt the Resolution abbreviating the ballot statement for the previously authorized measure regarding a special tax election for County Service Area P-2 (Zone A) (Resolution No. 2003/697). FISCAL IMPACT: None. BACKGROUNDIREASON(S) FOR RECOMMENDATION(S): This Board has previously authorized a ballot measure regarding a special tax election for County Service Area P-2 (Zone A). Elections Code-section 13247(a) requires that an abbreviated statement of the measure be placed on the ballot. Resolution 2003/697 provides the language for that abbreviated statement. CONSEQUENCES OF NEGATIVE ACTION: Failure to take action would prevent the special tax measure from being placed on the March 2, 2004 ballot. Code §§ 23027, 50077, 53978; Property in Order to Provide ) Elections Code §;13247) Additional Funding for Police ) Protection in CSA P-2 (Zone A) } (Blackhawk) ) The Board of Supervisors of Contra Costa County RESOLVES THAT: This Board has recognized the need for increased extended police services;in Zone.A of the County Service Area P-2 and the difficulty of funding the current or increased level of services by revenues now available. Pursuant to Government Code sections 23027, 50077 and 53978, this Board has previously resolved that Ordinance No. 2003-31 shall be presented for approval of the voters of County Service Area P-2 (Zone A) at the primary election to be held March 2, 2004. Pursuant to Elections Code section 13247(a), this Board now RESOLVES that the abbreviated statement of the measure to be placed on the ballot shall read as follows: "Shall Contra Costa County Ordinance 2003-31 be approved to authorize a special tax increase on property in County Service Area P-2 (Zone A), to a maximum of$270 per parcel for residential property(single and multiple), a maximum of$1620 per parcel for commercial/industrial/institutional property, and a maximum of$81100 per parcel for commercial/theater property, to provide additional funding for police protection service?"
